Abstract:In the 21st century, the trend of globalization expands widely and rapidly. As one of the most important drives, foreign direct investment (FDI) has been paid more and more attention for its effects on constructing the technological innovation capability and sustainable strategic competitiveness in the less developed countries. Now there are two different points of view on the effect from the entering FDI to the technological development in China: positive spillovers or negative spillovers. In fact the final result in the most of the empirical researches is an output mixed the two-sided effects. We can not only judge FDI by the final result, but also anatomize it. The research uses production function model based on panel data from 37 industrial enterprises in China from year 1998 to 2003. Most data comes from the yearbook of Chinese Industry and the yearbook of science and technology of China. It supposes that the technological spillovers follows the path from the FDI to the industrial innovative input which includes ″input structure″, ″input intensity″, then to the industrial innovative output which includes ″innovative effect″, ″innovative efficiency″, ″export competitive ability″, ″marginalization risk″. In the first part, the direct model discusses the relationship between innovative output and FDI. There are positive relationships between the entering of FDI and innovation effect, innovation efficiency and export in short time. But from the view of technological marginalization, FDI has strong influences on local companies' market reduction, technological dependence in the long run, and R&D capabilities' shrinking. In the second part, the indirect model discusses the relationship of the two innovative output variables mediated by innovative input intensity and innovative input structure. FDI impacts indirectly on innovative efficiency through influencing on innovative input intensity of the industry. And the structure of innovative fund source influences the usage efficiency of the fund and the innovative efficiency. It also partly moderates the relationship between FDI and innovative efficiency. In further study, it finds out that market growth, market competition and technological appropriation have partial mediating effects on the relationship between FDI and innovative input intensity of the industry.In summary, more and more technologies of the industries in China will come from outward sources in the future. The globalization of manufacturing has opened the opportunity window of learning for Chinese companies. And it brings big challenges at the same time.

Abstract:Demonstrating and modeling three types of FDI export spillovers including export information spillover effect,competition effect and demonstration effect,this paper analyses the mechanism of FDI export spillover effects. Then it extends the research model from the firm-level to the industry-level and puts forward some theoretical hypotheses.Empirical test with the data of China High-Tech industry is followed. Panel data estimation shows that competition effect and demonstration effect are positive and significant,and the R&D capability of domestic firms is influential.At the same time,export information spillover effect is significantly negative,contraring to the theoretical hypothese,which may be explained by the development stage of Chinese High-Tech firms. Finally,it provides some policy suggestions.

Abstract:Using the panel data from 2000 to 2005 across 37 industries in 6 provinces in China, this paper analyzes the intra-industry and inter-industry spillovers from FDI. Among the indus- tries we investigate and in the sample session,there were limited evidences of spillovers which primarily related to the technological change of domestic firms. The domestic firms in the con- sumer goods or light industries mainly benefited from the forward linkage spillovers from FDI, while those in the heavy industries mainly benefited from the backward linkage spillovers. Among all the industries,a majority of the horizontal linkage spillovers were negative,reflecting the unfavorable effects of competition by the foreign firms.

Abstract:Following Kokko, with an extended testing model which can separates two FDI intra-industry spillover mechanisms, spillover by intensity and spillover by competition, this paper verifies capability gap between local firms and foreign ones and the growth of domestic firms are two industry features that have significant impact on FDI intra-industry spillover in China. Furthermore, these two industry features influence the two intra-industry spillover mechanisms differently. The empirical results indicates that the capability gap between local firms and foreign ones mainly influences FDI spillover by competition, and the growth of domestic firms influences both types of FDI spillover.

Abstract:This paper analyses total factor productivity (TFP) of China’s manufacturing sector and its decomposed indexes, i.e., technological progress and technological efficiency by employing Malmquist productivity index based on the Data Envelopment Analysis (DEA) approach. Using panel data of domestic manufacturing sector in China from 2000 to 2005, we estimate the influences of horizontal and vertical linkages on TFP and its decomposition indexes by controlling R&D and exports indexes of domestic manufacturing sector. The empirical results show that R&D and exports have a positive effect on TFP and that FDI inflows lead to positive spillovers significantly in general mainly through technological progress resulting from backward linkages; however, forward linkages have no technology spillover effect while horizontal linkages promote TFP through technological efficiency which has quite different influencing modes compared to that of backward and forward linkages. The grouping regression results also show that FDI technology spillovers have different conductive mechanisms under different technological levels, industry concentrations and export dependency indexes.

Abstract:There are large inflows of foreign direct investment (FDI) in the fast development of China into world's manufacturing base. This paper deals with the estimation of the impact of FDI spillover on labor productivity of China at. the industry level and the influence of technological nature expressed by technological regimes on this spillover. The result is that spillover does exist and prominent differences show up between different groups of firms in term of technological opportunity, the properties of knowledge base, accessibility to external knowledge flows, fluidity of technological trajectory and absorptive capabilities of local firms. These results are suggestive of some policy implications.

Abstract:From a new perspective of technological system,the factors influening the FDI spillovers and the technological diffusion of FDI are analyzed.Based on the empirical study of 28 Chinese manufacturing industries,the conclusions can be drawn from statistical analysis of their panel data during the period of 1999-2002.As to FDI spillovers,there are less technological opportunities,then the technological base more depends on the application sciences,and the the mobility of technological trajectory is less,the FDI spillovers will generate more easily.The absorptive capabilities of local enterprises have obvious positive effects on the FDI spillovers,but the effects of monopolization of innovations and availability of external knowledge are not dominant in the results.However,the impacts of technological system on the technological diffusion of FDI are a little different.Technological opportunities,monopolization of innovations,and fluidity of technological trajectory have negative effects on the technological diffusion of FDI,while the rest of technological system factors constitutes a little impact on the technological diffusion of FDI in the statistical analysis.The conclusions are quite important for the FDI import and the enterprise technological catching-up in China.

Abstract:Using panel data of 11324 firms in China from 1996 to 1999, the study finds that FDI tends to generate positive technology spillovers to domestic firms within the same industry, but adversely affect productivity of domestic firms in other industries. It is also found that both the positive and the adverse effects are more significant at the local than the national level. Evidence from China thus suggests that FDI technology spillovers are in favor of domestic firms within the same industry rather than domestic firms in other industries, and are most likely to affect domestic firms within the same locality. The finding has significant implications for the study of the interaction between MNEs and local firms in emerging markets.

Abstract:This paper examines whether spillovers from FDI occur at the national or regional level, using firm-level census data for the Chinese manufacturing industry between 2000 and 2003. We find that FDI provides significant positive spillovers for the productivity of firms in the same industry, but these spillovers are likely to be regional; that is, domestic firms benefit more from the presence of foreign firms in the same sector within the same region. The backward and forward linkage effects of FDI are negative with significant regional disparity. The geographic distribution of FDI also influences spillovers, with an increase in FDI inflow to the top FDI recipient provinces increasing the forward linkage spillovers. Our empirical results also suggest that domestic firms differ significantly in the extent to which they benefit from FDI, though domestic firms with high absorptive capacity are more likely to benefit from FDI. Abstract:Using firm-level census data, this paper examines the spillover effects of foreign direct investment (FDI) on domestic firms in the Chinese manufacturing industry between 2000 and 2003. Our analysis takes into account the endogeniety of input choices, simultaneity bias, and clustering errors that are known to cause biased and inefficient estimations. Our results suggest that positive spillovers from FDI arise from forward linkages where domestic firms purchase high-quality intermediate goods or equipment from foreign firms in the upstream sectors. Our results also show that domestic firms differ significantly in the extent to which they benefit from FDI.

Abstract:Under the background of global economic integration, the technology spillover effect is playing a more and more important role in the technological progress of developing countries. In this circumstance, this paper conducted an in-depth analysis on the 12-year spatial-temporal evolution of the international technology spillover effect and its driving determinants in China during the period of 2003 to 2014. Analytical results highlighted that: (1) As a whole, the international technology spillover effect in general has shown an upward trend in China, except in 2008 and 2012, which are observed as deep-V plunge variations. The plunge in 2008 was more dramatic. After 2011, the growth rate of international technology spillover effect from international import trade and foreign direct investment (FDI) respects slowed obviously down. (2) The spatial distribution of the international technology spillover effect from FDI in China transferred from the ribbon-like pattern to the flake-like pattern, while the effect from import trade held steady with little difference in regional spatial distribution. (3) From the drivers, human capital, economic development, trade openness, and institutional factors promoted the technological spillover effect of import trade channels positively, and financial development, human capital, economic development, and institutional factors promoted the technological spillover effect of FDI channels positively.

Abstract:Based on the knowledge production function (KPF) framework, this article uses industry-level data of Chinese large and medium size manufacturing industries from 2001-2009 to explore the impacts of intra-industry and inter-industry foreign direct investment (FDI) presence on the efficiency of knowledge production (in terms of product-related and patent-related knowledge production). The empirical results reveal that intra-industry FDI presence has a positive effect on knowledge production, especially for product-related knowledge production efficiency. In contrast, inter-industry FDI presence has a negative effect on patent-related knowledge production efficiency, and a positive but insignificant effect on product-related knowledge production efficiency. Our study provides empirical evidence of the potential effect the difference between intra-industry and inter-industry FDI presence has on knowledge production. In addition, this study indicates that the contribution of FDI presence to knowledge production efficiency is more associated with product-related knowledge production than with patent-related knowledge production.

Abstract:Reverse technology spillover effects of FDI on the home country's technological progress is a relatively new topic in the international economics research, and also one of the important expectation that Chinese government launched the “going out” strategy. This paper studies short-term and long-term reverse technology spillover effects of China's FDI and the impact of absorptive capacity, using the inter-provincial panel data from 2003 to 2007 in China. It shows that China's FDI has significant short-term reverse technology spillover effects on the applications of total patents and invention and utility model patents, but only has significant long-term reverse spillover effects on the application of designs patents. In addition, the interaction between absorptive capacity and outward FDI stock promote domestic technological progress, and absorptive capacity impacts the long-term reverse technology spillover of China's FDI.

Abstract:Beijing has attracted much foreign direct investment(FDI) since adopting the economic reform and open-door policy,and become one of the cities that attracted most foreign investment.Using a panel dataset of the manufacturing industry from 2001 to 2004 in Beijing,we make an empirical study on the spillover effects of FDI and find that crowding out effects of FDI are more significant than spillover effects on domestic enterprises as a whole,while FDI shows significant positive spillover effects on state-owned enterprises.In addition,the technology gap between foreign enterprises and domestic enterprises may have facilitated spillover effects in Beijing.The result suggests that the utilization of foreign investment maybe a double-edged sword for local economic development,and decision-makers should pay more attention to keep away its risk while wake up to its positive affects.

Abstract:Since its reform and opening-up, the scale of China's utilization of foreign direct investment (FDI) has been expanding. Meanwhile, the "Belt and Road" initiative has opened up broader markets and trade opportunities for China. As a pillar industry supported by the state, the high-tech industry has also become an industry with more foreign investment. Therefore, based on the data of China's high-tech industry from 2012 to 2021, this paper analyzes the technology spillover effect of foreign direct investment on the high-tech industry in the whole country as well as in the east, west, and northeast regions by using the C-D production function. The results show that in the eastern region, FDI has a positive spillover effect on the output and technological innovation of the high-tech industry; compared with the eastern region, FDI in the central and western regions inhibits technological innovation but has a positive effect on the output of the high-tech industry; in the northeastern region, FDI hampers the output of the high-tech industry but promotes the enhancement of the technological innovation capacity. The reason for this is that FDI is unevenly distributed in each region of China, and the absorption capacity of high-tech enterprises in each region is different from that of foreign direct investment. Finally, against the background of "Belt and Road", this paper puts forward policy suggestions in light of the actual development situation of each region. China should strengthen the supervision of FDI to ensure the sustainability of foreign investment. All regions should give full play to their comparative advantages and deal with the balanced development of FDI and local factor inputs to realize the coordinated development of China's regional economy.

Abstract:Since economic reforms began in 1979, China has sought to overcome the technology gap by absorbing foreign advanced technology through FDI. This paper investigates the impact of FDI via exports on the innovation performance of domestic firms in China's high-tech product industries for the period 1995–2006. By using the panel data analysis, we confirm the hypotheses that: (1) exports of domestic firms have positive spillover effects on innovation performance of local firms either through learning or through competition; (2) R&D activities of foreign-invested enterprises in the host country in an industry are positively associated with innovation performance of domestic firms in that industry; and (3) import of technology, which is important to the establishment of assimilative capability, has positive effects on domestic innovation performance. This provides evidence suggesting that China's domestic firms benefit from spillovers associated with FDI and from export activity of both domestic firms and foreign-invested enterprises.

Abstract:Foreign direct investment(FDI) technology spillover is an important topic in China and abroad, but most research do not address the temporal change of such effects. This paper argues that there is a temporal dimension of the effect of FDI technology spillover. FDI effects on domestic enterprises change between spillover and crowding out over time. Using a prefecture level city panel dataset of the communication equipment, computer, and other electronic equipment manufacturing industry from 2003 to 2007, we made an empirical study on the dynamic process of FDI technology spillover and found that the process is a lying S curve: at the initial stage of FDI entering the host country, there was a significant crowding out effect. In 3 to 4 years after the initial stage,the effect gradual shifted to spillover. With time, spillover slowed and declined, eventually reached a point where there was no significant spillover or crowding out. In addition, the process of FDI technology spillover varied for domestic enterprises of different ownership types.

Abstract:Using firm-level data from the first national economic census,this paper explores the impacts of productivity heterogeneities on firms' absorption of FDI spillovers.We find that foreign presence in a firm has a positive effect on its productivity.A threshold effect of productivity is found for private firms to absorb horizontal and backward spillovers from FDI.Finally,spillovers from downstream foreign-owned firms increase most upstream private firms' productivity,while non-foreign-owned joint ventures in the downstream sectors has a negative impact on upstream firms with low productivity.
