Abstract:Location is the first factor affecting urban real estate prices,including its position,transportation,infrastructure and environmental conditions and so on.And the environmental factors include the atmospheric environment,hydrology environment,sound environment,visual environment and health environment.In real estate appraisal practicing,the main difficulty is that the impact factors are various and difficult to grasp and quantify.Based on analyzing the driving effect of environment in urban real estate,this paper constructs a measure model for supporting estate appraisal practicing.Thus it can be seen,with the improving of people's living condition and the strengthening of their consciousness of environment protection,the quality of the environment plays more and more important role in real estate appraisal.

Abstract:This paper synthetically discussed the concept and the existing problems of the intensive urban land use in cities of China from the perspective of the information economy,and illustrated the reason for problems which occurred in the management with the theory of moral risk.Finally,in the light of the relationship of principal-agent——between the local authorities and the central government——in the intensive land use,the paper designed the goal of intensive land use of cities by means of profit-based method,thus eliminating the asymmetric information of the local government,and realizing the ultimate goal of intensive urban land use of the central government.

Abstract:This paper analyzes relationship and separation of technical efficiency,economic efficiency,natural and social efficiency.It discusses the expected resources allocation efficiency and further points out that the social welfare will be lost due to the inconsistency of the four efficiencies.On the basis of the analysis on the role of the price for allocating resources,this paper discusses the facts of market failure and distortion of price.It summarizes the findings of the facts of the natural capital have been flowing to advantaged groups during the transition of the society.It summarizes the root causes are the utilization of the natural capital at a lower cost basis by existing economic growth,the model of the recourses motivated by opportunity other than cost/efficiency,the excessive profit orientation of capitals,and separation of individual efficiency and collective efficiency,the failure of property rights regime,etc.This paper calls for the reform of environmental management to reflect the public management feature and give concerns on a well defined property rights regime and its enforcement regarding to the environmental resources,with rights,responsibility and benefits/cost distribution.
China's Urban Efficiency Evaluation Analysis under the Restriction of Environment

Abstract:Given the fact that the existing evaluation and analysis of urban efficiency are negligent of external negative effects on the environment in the medium and long term, this paper constructs an SBM - an undesirable model containing an undesirable output, measures the urban efficiency of 285 cities in China at or above the prefecture level during 2003-2012, decomposes it into urban pure technical efficiency and urban scale efficiency and makes a comparative analysis of them separately. The results show that, when the environmental factors are taken into account, the level of urban efficiency in China is low, but is a large room for it to improve. The impact of the decomposition of urban scale efficiency on urban efficiency is continuously enhancing. From a regional perspective, urban pure technical efficiency is the highest in the eastern region, only to be followed by the western region, whereas it is the lowest in the middle region. From the point of view of the scale, urban pure technical efficiency represents a „U-type” change and urban scale efficiency represents an „inverted U” change. Therefore, this paper suggests that in order to improve urban efficiency, we should adopt different urban development policies for cities located in different regions and on different scales.
How Environmental Regulations Affect Green Total Factor Productivity—Evidence from Chinese Cities

Abstract:Environmental pollution and resource waste in Chinese cities have become important obstacles to sustainable economic development, and it is urgent to change the mode of economic development and improve the quality of economic development. In response to this challenge, this study proposes environmental regulation as a solution and empirically tests the impact of environmental regulation on green total factor productivity. The empirical results show that environmental regulation can significantly improve urban green total factor productivity, the public environmental concern and green finance strengthen the positive effect of environmental regulation on urban green total factor productivity. The mechanism test shows that environmental regulation can improve urban green total factor productivity through green technological innovation and industrial structure upgrading. Heterogeneity analysis reveals that, compared to the resource-based cities, the positive effect of environmental regulation on urban green total factor productivity is more significant in the non-resource-based cities with relatively developed traditional finance and high levels of industrial modernisation. Compared to the central and western as well as the northeast regions of China, the positive effect of environmental regulation on urban green total factor productivity is more significant in the eastern region due to capital accumulation and technological constraints. The results of the study remain reliable after a series of endogeneity and robustness tests. These studies provide an important research basis for providing more targeted environmental regulation programmes and better improving green total factor productivity.

Abstract:Based on the panel data of 216 prefecture-level cities in China from 2003 to 2016, this study selected five emission-reduction indicators (industrial SO2 removal rate, soot removal rate, comprehensive utilization rate of industrial solid waste, domestic sewage treatment rate, and harmless treatment of domestic waste rate) to quantify the intensity of urban environmental regulations. Based on the intensity of environmental regulations, the authors further studied the impact of environmental regulations on economic quality (green total factor productivity) and environmental quality (PM2.5). The test results showed that the impact of environmental regulation on PM2.5 is a U-type change that first declines and then rises, while the impact of the implementation of environmental regulation on green total factor productivity is an inverted U-shaped change, which first increases and then decreases. On the one hand, appropriate environmental regulations are conducive to improving environmental quality and improving urban green total factor productivity. On the other hand, excessive environmental regulations have not only failed to improve environmental quality, but also have a negative impact on the improvement of economic quality. In addition, there are regional differences in the impact of environmental regulations, so it is necessary to formulate appropriate and local environmental regulatory policies.

Abstract:The urban environment and resources are currently on course that is unsustainable in the long run due to excessive human pursuit of economic goals. Thus, it is very important to develop a model to analyse the relationship between urban economic development and environmental resource protection during the process of rapid urbanisation. This paper proposed a model to identify the key factors in urban environment and resource regulation based on a green GDP accounting system, which consisted of four parts: economy, society, resource, and environment. In this model, the analytic hierarchy process (AHP) method and a modified Pearl curve model were combined to allow for dynamic evaluation, with higher green GDP value as the planning target. The model was applied to the environmental and resource planning problem of Wuyishan City, and the results showed that energy use was a key factor that influenced the urban environment and resource development. Biodiversity and air quality were the most sensitive factors that influenced the value of green GDP in the city. According to the analysis, the urban environment and resource planning could be improved for promoting sustainable development in Wuyishan City.

Abstract:This paper gives a review on research achievements concerning economics of climate change in the past decade.Economics of climate change is a subject that studies economic behaviors during the process of climate change caused by human intervention.Current researches are pronominally focused on the impact of climate change on economics,costs and benefits of adaptation measures,international cooperation mechanism and discount rate selection involving inter-generational equity.In terms of research methods,this paper conducted a detailed description on the widely used cost-benefit analysis and carbon tax mechanism.At the application level,developed regions including Europe and the United States have done an excellent job in the respect of building urban economics of climate change assessment system and carbon tax imposture,of which we are still in its infancy.In regard to the researches on economics of climate change,it is more suitable to carry out cost-benefit assessment in developed provinces or cities than in developing ones,which should concentrate on assessing the potential economic damage caused by climate change and its prevention measures.In addition,we should also be concerned about successful carbon tax policies in the EU region even though the carbon tax is unlikely to be introduced in China currently,and it is also necessary to discuss and study the feasibility of carbon tax,approaches to proper tax rate as well as legislation to protect the mechanism.

Sustainable Urban Land Intensive Use Evaluation and Its Impacting Factors: A Modification of Traditional Land Intensive Use

Abstract:From the perspective of Pareto efficiency of resource allocation, this paper first presents the connotation of sustainable urban land intensive use that integrates economic, social and environmental benefits, and then it analyzes the spatial-temporal pattern and impacting factors of sustainable urban land intensive use among different main functionaloriented zones. The DPCSIR model, entropy weight and econometric model(FGLS) are used in this study. The results show that 1) the level of sustainable urban land intensive use is far lower than traditional land intensive use that only considers economic benefit between 2003 and 2011; 2) there are significant differences in the level of sustainable urban land intensive use between different main functional-oriented zones. The other development zone observes the highest level of sustainable urban land intensive use, followed by the optimizing development zone and the key development zone; 3) the current level of sustainable urban land intensive use is highly dependent on its previous level. Investment in fixed assets per km2, environmental governance investment per km2, and green land area per capita have a significant and positive effect on sustainable land intensive use, while energy consumption per km2 has a significant lagged effect, and the net effect is negative. It is suggested that the dynamic monitor on sustainable urban land intensive use, and implementation of differentiated land management policy among the main functional-oriented zones are crucial in the process of new-type urbanization.
Research on Environmental Performance Measurement and Influencing Factors of Key Cities in China Based on Super-Efficiency SBM-Tobit Model

Abstract:In recent years, China has experienced significant economic growth and some degree of environmental pollution control. However, achieving a perfect balance between the environment and economic development remains a challenge. In order to seek solutions to this issue and promote the sustainable development of cities, this paper starts from the urban level, which is relatively lacking in existing research. Based on the panel data of urban indicators from 2013 to 2021, it quantifies the environmental performance of key cities using the slack-based measure (SBM) model of super-efficiency based on a non-expected output. Furthermore, it utilizes the Tobit panel regression model suitable for limited dependent variables to analyze the impact of driving factors on the environmental performance of key cities, and it further explores the reasons for the loss of urban environmental performance from the dual perspectives of inputs and outputs. The research findings indicate the following. (1) The average environmental performance of 30 key cities has shown an increasing trend but has not yet reached a valid state. The cities' environmental performance rises in the range of [0.444, 0.821], indicating that there is room for improvement in urban environmental management. (2) Cities in the northeastern region of China have lagged behind the eastern, central, and western regions in terms of environmental performance over this nine-year period, and the redundancy of undesirable outputs is partly responsible for this decline. (3) The large proportion of the secondary industry, the number of vehicles on the road, and the population density have a significantly negative impact on urban environmental performance, while the per capita regional GDP and urban maintenance and construction funds make a positive difference. These research findings provide a scientific basis and valuable insights into urban environment performance enhancement and can serve as a reference for areas in need of balanced development between the urban environment and economic growth.

The Non-Linear Effect of Dual Environmental Regulation on Urban Green Total Factor Productivity: Evidence from 284 Cities in China

Abstract:This study utilizes the super-efficiency SBM model to assess green total factor productivity, employs textual analysis to assess formal environmental regulation, and applies the entropy weighting method to assess informal environmental regulation using a dataset of 284 cities between 2003 and 2020. This study also employs the two-way fixed effects model and SDM to empirically examine the impact of dual environmental regulation on urban green total factor productivity. Based on the research results, the overall trend indicates that dual environmental regulation has a positive "U"-shaped impact on the green total factor productivity of both local and neighboring areas, and the improvement of green total factor productivity in the local area will lead to a corresponding increase in the green total factor productivity of neighboring cities. Heterogeneity analysis shows that formal environmental regulation has a significant effect in the Yangtze River Delta, the Pearl River Basin, and non-resource-based cities, but not in the Bohai Rim Economic Circle or resource-based cities; in all regions outside the Pearl River Basin, informal environmental regulation has a non-linear "marginal increasing effect" on green total factor productivity. These findings remain robust to a number of robustness and endogeneity issues. The study findings indicate that to optimize the influence of dual environmental regulation on green total factor production, governments should meticulously devise new environmental regulations and build novel channels for regional collaboration to enhance their supportive effects.

Abstract:Rapid economic development of any country will usually lead to negative environmental impacts. A free market economy cannot fundamentally solve this issue, which requires the guidance and control of the government. The environmental policies of governments can effectively improve the ecological conditions in a region. This study quantifies environmental regulation policies and takes four urban agglomerations in eastern China as the research object to explore the influence of environmental regulation on regional ecological efficiency. First, policies can be divided into policy control, pollution control, ecological protection, and social adjustment by building a Latent Dirichlet Allocation (LDA) model of a policy text library to measure differences in urban policy bias. Next, a slack-based measure (SBM) model was used to measure urban ecological efficiency. Finally, using the qualitative comparison analysis method, the time effect was considered and the ecological efficiency configuration of the entire region was obtained. In addition, contrast analysis was conducted for different path configurations and the reasons of the statuses of the four urban agglomerations were obtained. The results show that policy control, pollution control, ecological protection, and other mandatory policies can significantly reduce the negative environmental effects, especially when the policy controls involve an explicit form of punishment, which is a necessary condition for achieving a high level of ecological efficiency. However, social adjustment means having higher requirements for regional total factor development, which requires improving the environmental awareness of residents and improving corporate social responsibility. Regional differences will mean that areas with a lower level of economic development have a higher intensity of policy control, and the means of policy control should be matched with the level of economic development. In addition, this study proposes some policy suggestions, such as strengthening policy control and pollution prevention, strengthening social regulation, and promulgating environmental laws and regulations according to local conditions.

Abstract:Urban-industrial eco-system is a human dominated complex system.During the development of human society,city plays a very critical role,exhibiting the latest achievements of the development of human society.However,with the rapid development of economy,more and more serious social and environmental issues appeared after the industrial revolution,resulting in that urban economic development does not harmonize with social development and environmental protection.In order to solve this issue,academically there is a need to undertake a scientific evaluation on its economic,social and environmental subsystems.Such an evaluation can help identify key development issues and prepare more appropriate policies.Most of the current evaluation methods employ fuzzy mathematics approaches,but how to set up a useful membership function is a challenge.In order to solve this problem,we propose a new method,namely,gray hierarchy analysis method.In order to test its feasibility,we undertake a case study of Dalian.Our focus is to evaluate the overall eco-efficiency of ecosystem of urban integrated industries in Dalian from three aspects,including industrial economy,social development and environmental protection.Based upon our assessment outcomes,we can conclude that the overall eco-efficiency of Dalian city can be ranked as fairly good.In order to realize sustainable development in Dalian,governments need to promote the implementation of circular economy,energy conservation and emission reduction.Such measures can further improve its overall eco-efficiency and realize harmonious development of economy,society and environment.

Abstract:The environmental impacts of urban plans are difficult to assess quantitatively because of the significant uncertainties.This paper divides the social economic activities into spatial grids,with land use changes then used to represent implementation of the urban development plan.Scenario analyses and the Monte Carlo technology are integrated to simulate the effects of the land use changes.An uncertainty analysis is then used to quantitatively assess the environmental impacts of the urban development plan.The methodology is illustrated by a case study of the surface water environmental impact assessment for the Dalian urban development plan.The study identifies the environmental risk to the main river,the environmental pressure,the extreme environmental impact,the critical pollutants,and the critical sources during the planning year.The methodology systematically identifies environmental impact uncertainties in urban development plans and quantitatively assesses the environmental impacts to give decision support for scientific planning.

Abstract:Abstract Nowadays, water pollution has become a major factor restricting social development. To address this, the government has issued a series of policy documents to control water environmental pollution and achieved certain results. However, on the whole, the prevention and control of the pollution of water environments requires a large amount of capital investment, but the corresponding results and benefits are not significant. Hence, this paper takes Shanghai, Nanjing, Hangzhou, and Hefei as examples to study the financial cost-effectiveness of the governance of urban water environments from the two dimensions of time and space. It is concluded that the cost of water environmental treatment has a negative effect on the comprehensive benefit of environmental treatment in the region in the short term and a positive effect in the long term, which indicates that water environmental pollution treatment is a work that needs to be adhered to for a long time, and long-term planning is also needed for cost input. On this basis, strategies to improve the cost efficiency of water pollution treatment are presented.
