Abstract:[Purpose/Significance]An efficient academic evaluation system can create good academia and help college to improve discipline quality. Under the background of the construction of " Double World-class" and innovation-driven development,howto carry out academic evaluation is a controversial challenge,which is of great significance to carry on the review,evaluation and prospect of this field.[Method/Process]Using bibliometrical analysis method,this study analyzes the paper productivity,discipline,journals,research institutions and hot topics of 1429 CSSCI source journal papers on academic evaluation from CNKI database via the Cite Space III Information Visualization Software. [Result/Conclusion]On the basis of the identification and definition of several controversial issues in this field,three suggestions are put forward on the research method of academic evaluation,including adapting to the object,prioritizing the quality and reconstructing the ration.

Abstract:Based on the textual research,it is believed that the earliest evaluation on theses in periodicals by fellow colleague appeared in Pairs,French in 1665,which marks the forming of evaluation system of recent periodicals. The similar system in China initiated in Wuxian county, Jiangsu, in 1792. This system is experiencing trials of times because it is dilatory, bias and hard to be controlled. The future operation will be a combination of manual work and machine operation in going over manuscripts.
How Far Does China Still Need to Go to Internationalize Her Academic Journals?

Abstract:When it comes to the volume of Englishlanguage articles published in international journals, Chinese scientists are second only to those in the United States (Editorial, 2010), but this is not the case for academic journals published in English. The total world-wide number of English-language academic journals published in 2011 was 67 546 (Ulrich’s Serial Analysis System, 2011); however, current statistics for China are not yet available, potentially because the management department concerned is somewhat slow and inefficient in their work. Our own research determined that according to the following resources: The Academic Department of China Association for Science and Technology (2011) claimed that as of June 2009 China published 212 English-language Sci-Tech journals; The General Administration of Press and Publication (GAPP) of the People’s Republic of China reported that between 2005 to 2009, the number of academic journals approved to publish in English was 25 (Institute of Media for Foreign Language Teaching of Zhejiang University, 2010). Based on these statistics, we estimate that the total number of academic journals published in English in mainland China is, so far, still under 250, less than 5% of the academic journals ever published in the country, despite the fact that the Chinese government has recently encouraged publishers to produce English-language academic journals. Academic journals are believed to be one of the most effective methods to disseminate a country’s technological achievements and a nation’s cultural concepts. In order to make China’s knowledge base and cultural ideas accessible to the rest of the world, many Chinese-language academic journals publish titles, key words and abstracts in English. China’s academic journals hope to attract international attention and be included in citation indexes such as Science Citation Index (SCI), Engineering Index (EI), Social Science Citation Index (SSCI), and Arts and Humanity Citation Index (A&HCI). In order to accomplish this, China’s academic journals need editors who possess English-language proficiency and are able to judge, proofread and polish texts or abstracts written in English by Chinese writers; however, there is doubt as to whether these journals have enough qualified English-language editors. The quality of China’s academic journals in regard to English language proficiency is unclear. This paper reports on the findings of four projects commissioned by GAPP and offers reasons for the deficiency of English language capacity of Chinese editors of academic journals through a survey of the qualification of 518 English editors for 469 Chinese academic journals, and proposes suggestions to solve the problems identified. Abstract:“China’s internationalization” is in part realized through the dissemination of Chinese publications, such as academic journals. Therefore, editorial proficiency in the English language is of vital importance to the quality of the journals. This article analyzes the results of the two projects sponsored by the General Administration of Press and Publication of the People’s Republic of China in 2007 and 2010 respectively, namely the “Analytical Evaluation of Language and Editing Quality of Chinese Academic Journals in English Language Issued in 2006”, and the “Evaluation of Publication Quality of the China-Grown English Periodicals Issued in 2009, Sanctioned from 2005 to 2009”, and proposes solutions to the problems presented therein.

Abstract:It's apparently scientific that "citation counts" such as "Number of Journals in Category","Number of Articles in Category and Impact Factor"are employed as criterion measures for assessing the impact of core journals.However,a further discussion is called for whether it's reasonable to exclude language/editing quality index from the selective conditions for core journals.The article elaborates the need for improving the selective conditions for core journals in China by explaining the relation between language/editing quality and journal assessment through revealing the result of the project "Language/Editing quality of English abstracts of essays in academic journals published in 2008 in China" assigned by the General Administration of Press and Publication of People's Republic of China,and case-analyses are synchronously provided.
An Analysis of the International Academic Influence of Academic Journals in China over the Three Decades Since Reform and Opening Up

Abstract:Academic journals,by which academic influence of a country is indicated,provide important sources for research.The number of papers collected by the three US science citation databases(SCI,SSCI,AHCI) is an important index of a discipline's international academic influence.An analysis of academic papers indexed by the three science citation databases over the last three decades in our country reveals that great gaps exist in the number of papers indexed by each database,which embodies great imbalance in the development and international academic influence of the three subjects,of which natural science developed at a high speed,social science developed rapidly,and art and humanities developed slowly.In order to enhance the international academic influence of our country,policies should be stipulated to balance the development of different subjects.The way to classify subjects should be reformed: the philosophical social science should be divided into two subjects——social science and art humanities.Correct methods should be used in evaluating different subjects and measures should be taken to assist academic journals in entering international citation databases and thereby promote the internationalization.

Abstract:[Purposes] This paper aims to provide medical journal editorial offices/reviewers with detailed review criteria to control the overall academic quality of Chinese medical journals by establishing a quality evaluation index system for clinical medical research papers. [Methods] Literature research, expert interview, empirical study, group discussion, and other research methods were used to collect and screen out the quality evaluation indexes of clinical medical research papers. Indexes were categorized according to structural dimensions. [Findings] A quality evaluation index system for clinical medical research papers is preliminarily established, including 17 indexes, namely, ethics committee review and consent approval document, the subject′s informed consent signature, the ethics review declaration, the conflict of interest statement, the authenticity of the research, the authenticity of report, the correlation with clinical practice, citation of evidence（literature） such as secondary research and transformation research, registration of clinical studies, reporting standards, correct research design, methodological quality, risk of bias assessment, complete statistical information and correct interpretation of statistical results, innovation of scientific issues based on subject areas, improvement of evidence quality levels, and methodological innovations. The system is divided into 6 dimensions（ethics, authenticity, practicality, transparency, scientificity, and innovation）. Each evaluation index is defined and interpreted, the evaluation method is explained, and the person responsible for the review is clarified. [Conclusions] "Approaching the truth value with proper authentic method" is the core of academic quality evaluation of clinical medical research papers. To effectively control the overall academic quality of medical journals in China, we should promote standardized review process vigorously, improve the professional competence of medical science editors, and establish a certification mechanism for medical science editors.

Abstract:In this paper, we firstly use journal data in CSCD to screen key indicators for journals evaluation by correlation analysis; then we package large-scale journal data by interval data analysis method and demonstrate the overall data set information through visual tools. Meanwhile, we construct comprehensive evaluation index structure by principal component analysis and sort journals in Chemical Sciences to show the effectiveness and practicality of this evaluation method. Finally, based on analysis results and combined with the development of Chinese academic journals, this paper proposes policy recommendation for evaluation management of academic journal.

Abstract:According to the Chinese discipline classification country standard Discipline Classification and Code,the paper first reveals the subject structure of Chinese scholarly journal,then evaluates it from two point of view: average number of journal per researcher,and average number of articles per researcher.It compares the average articles per researcher of several subject between China and America.The result indicates,there is unreasonable phenomenon of subject structure in Chinese scholarly journals.

Abstract:Based on analyses on existing indicators for evaluating journals in the humanities and social sciences and our experience in constructing the Chinese Social Science Citation Index（CSSCI）,we proposed a comprehensive system for evaluating Chinese academic journals in the humanities and social sciences.This system constitutes 8 primary indicators and 17 sub-indicators for multidisciplinary journals and 19 sub-indicators for discipline-specific journals.Each indicator or sub-indicator is assigned a suitable weight according to its importance in terms of measuring a journal’s academic quality and/or impact.

Abstract:In this paper, 21 kinds of Chinese materials journals included in the WoS database and Scopus database were selected as the research objects, the cited frequency, loading volume, IF, IF5, ES, SJR, H index and SNIP were respectively counted, the relevance and difference of the periodical evaluation was studied by citation evaluation core indexes of WoS database and Scopus database to provide reference for the construction of comprehensive evaluation index system of sci-tech periodicals. The results showed that there were significant correlations among SJR, H index, SNIP, cited frequency, IF, IF5 and ES, and the correlation among SJR, IF and IF5 was the highest, and the difference among SJR ranking, H index ranking, SNIP ranking, IF ranking, IF5 ranking, ES ranking was not significant. Scopus database and WoS database are comparable and replaceable when evaluating journals.

Abstract:This paper first describes the area distribution of Chinese scholarly journals,then does some evaluation from the input and output of scientific fund and manpower.The results show that some developed regions input intensively and output highly,but the per capita number of journals,the unit-oulay-owned journals and actual journals are low.On the other hand,the input of manpower and fund is limited,but academic journals appear to be ahead of the development momentum in western region.

Abstract:An index system for evaluating academic papers is constructed and verified based on the empirical analysis of papers that has gained the 6th Chinese Academy of Social Sciences Award for Outstanding Achievements. Some new index, such as paper discipline impact factor, discipline average cited rate per paper and discipline average downloaded rate per paper have been put forward in this paper. The empirical research results show that the ranking of papers calculated by this evaluation index system is in conformity with the awards determined by peer review in general, but still needs to be verified and improved in practice.

Abstract:Academic journal is an important medium of research publication and academic exchange.The academic journal evaluation system in China has been initially established,but quality and innovativeness evaluations are still weak.There are profound socio-economic,cultural,administrative reasons for this problem,which have caused negative impact on the value orientation of scholars and their research behavior,affected the objectivity and impartiality of academic evaluation,and undermined the cleanness and pureness of the academia. Scholars of the humanities and social sciences and library and information science experts have already reached a consensus that academic evaluation in the humanities and social sciences should be more diverse,localized and content-based,and there should be quality and innovativeness evaluations.In the past dozen years,academic journal evaluation is mainly quantitative and formal,but now more emphasis should be placed on content evaluation and innovativeness evaluation to create a fair and free environment for academic journal evaluation. On the premise of maintaining the reasonable elements in the existing academic journal evaluation system,this article proposes a combination of three new concepts including formal evaluation,content evaluation and effectiveness evaluation,and puts forward a new evaluation method integrating peer-review and bibliometric evaluation.The proposed combination of the three new concepts would be able to explain the history and the current situation of journal evaluation,and also predict its future.The aim of the new thinking and the approach to realize it is to overcome the institutional obstacles that hinder the healthy development of academic evaluation,to establish a fair and rational academic environment for scholars,and to create an open and constructive academic environment in the future.
