Abstract:In the process of urbanization in China, the scarcity of land resources has led to an increasingly prominent contradiction between the growth of automobile stocks and parking space availability. The escalating number of private vehicles has become a significant contributor to traffic congestion. This paper aims to delve into the issue of urban parking difficulties and explore associated management strategies. Firstly, through a literature analysis approach, a comprehensive examination of domestic and international parking problems is conducted, revealing a severe situation in China that necessitates the formulation of pertinent strategies. Secondly, case studies on different regions are undertaken from the perspectives of current parking situations and management countermeasures, providing valuable insights and references for addressing China's parking challenges. In response to urban parking difficulties, this paper proposes two strategies: first, "source expansion" by increasing the supply of parking spaces, and second, "streamlining" by restricting private vehicle access. To address parking challenges, strategies such as constructing landscape eco-parking lots, intelligent multi-level garages, developing smart parking systems, and implementing tidal parking are suggested. Additionally, shared parking is considered an effective method to reduce the number of privately owned vehicles in urban areas. Furthermore, resolving urban parking issues should prioritize social benefits, advocate environmentally friendly transportation, and encourage more residents to enjoy higher-quality urban travel experiences.

Some of the negative impacts and mitigation measures include: This project will focus on the parking facilities of the central urban area, emphatically discuss the parking supply strategies in different areas, improve the management level of existing parking facilities. Through mechanism innovation, it will improve the utilization rate of existing parking facilities and encourage transfer from motor vehicle transport to public transport, so as to mitigate the pressure on the central urban area’s parking. The researches include: Analysis the parking status quo and parking demands of central urban area; research on the parking development strategy and management mechanism of central urban are, as well as the development of central urban area’s parking industry. It is planned that the capacity for solving technical and project management problems will be improved through learning activities such as workshops, online electronic courses, seminars or field studies.

Abstract:In this paper the necessity and importance of the studying on the problem of parking is analyzed first, then aiming at the parking problem that exists in China, the main reasons is concluded in four aspects: no adequate parking supply is in a certain area, illegal parking is very familiar in the city, the parking plan can not be ensured to be implemented in actual, and existing parking lots are not well used. After reviewing the parking demand predicting method for the parking planning at present, comparing the application scope of each method and analyzing the advantage and disadvantage of each method, and on the basis of above work, the basic parking planning idea and the method of parking planning which was suitable for China is put forward. In the end of the paper a concrete city -XiaoShan is chosen as a typical case to make a deep study.

Abstract:In large parking lots, it is generally difficult for drivers to know ahead of time whether there will be available parking spots and where they are. Besides, it is logistically cumbersome to wait in line for paying parking fees when leaving. In this demo, we develop an intelligent parking system called iParking. iParking could help users monitor parking states, search for a vacant parking spot, reserve it and make a self-service payment. It is low-cost providing much convenience for both drivers and parking lot management.

Abstract:Parking can have a significant impact on transportation systems. Besides the effects on travel demand, the regulation and usage of urban parking can also directly influence traffic performance. The availability of parking and the demand to park, at any given time, influence the trip completion rate, and correspondingly the traffic conditions in the area. In our research, we define several vehicle groups, according to their status concerning parking. For example, vehicles in an area can be grouped into “driving”, “searching” and “staying (i.e., parking)”. To find the quantity of cars in each vehicle group at a future time, we divide the time period into a number of thin time slices, in which the conditions are assumed to be static. Using probability theory, kinematic flow theory and dimensional analysis, a transition matrix can be developed. Based on that, the quantity of cars driving, parking or searching for parking can be updated over time. Therefore, the model enables us to define, simulate, and quantify the dynamics of the parking process. Furthermore, we are able to estimate different traffic parameters / indicators. The ultimate goal is to evaluate the relationship between urban parking and traffic performance in urban networks. The current study (this paper) is a preliminary part of the research, it quantifies the number of cars that access parking in a time slice analytically (i.e, the number of cars that leave the “searching” group, and join the “staying” group). Numerical examples are given, a program is provided to test the results as well.

Abstract:Parking demand exceeding parking supply and uneven parking demand distribution are the existing conflicts in city centers. Parking pricing is frequently utilized to manage parking resources. This study aims to assess different parking pricing strategies through simulations for providing operational suggestions for urban parking managers. Two widely used parking pricing strategies in China combined with an optimized parking pricing strategy are proposed and compared. We introduce an agent-based simulation system to describe the parking and traffic conditions. Various measures of effectiveness under different parking pricing strategies can be obtained via agent-based simulations. We then construct a comprehensive benefit combining average cost and failure rate. Results show that the second strategy with charging different parking fees by considering locations and third optimized strategy can effectively improve traffic efficiency. However, the second strategy may lead to higher average cost than that of the third one. Thus, the third optimized strategy performs the best and can be used to optimize the parking policy of parking managers in the future. The entire assessment through simulations can provide evaluation suggestions for parking managers to adjust parking policies.

Abstract:The demand for parking spaces in city centers often exceeds the supply. The spatial distribution of such spaces is uneven, which leads to the overheating of hot parking lots. To balance existing conflicts, parking charge and reservation mechanisms are usually utilized to improve the overall efficiency of parking spaces. This study aims to analyze and compare the benefits of these instruments and provide operational suggestions for urban parking managers. To achieve this goal, we introduce an agent simulation system and construct a simulation framework of parking charge and reservation. Then, the average travel time and total parking space utilization time are combined as a comprehensive benefit with different weights, and the benefits of parking charge and reservation are analyzed and compared under the corresponding weight. Parking charge and reservation are considered comprehensively in a combined simulation example. Results show that parking charge and reservation can remarkably improve the comprehensive benefit, and parking charge can achieve the maximum comprehensive benefit when the fee is high. When the fee is low, such as less than 26 yuan/h, the reservation mechanism can achieve a good level of benefit. Thus, parking reservation in most cities in China is an effective means to manage popular parking lots when the parking fee is low and difficult to increase.

Abstract:The study focuses on the static traffic problem in local cities.It takes Xiaoshan District in Hangzhou as a case,by aralysing the distribution and the utilization of its parking facility,the main problems in Xiaoshan city is pointed out as the lack of the parking facility,the irrationality of the facility structure and the confusion of the parking order.On these basis,the reasons why the static traffic problems comes into being in the local cities are analyzed,and puts forward the static traffic optimizing strategy and the practical measures in Xiaoshan District.

Abstract:Shared parking improves the utilization rate of parking spaces by taking advantage of temporal and spatial differences, which is conducive to alleviating parking problems. From the perspective of bounded rationality, this paper studies the factors that influence the decision behavior of parking space owners and car travelers (non-residential drivers who have parking needs near residential areas) in sharing parking spaces. Prospect theory was used to analyze the bounded rational behavior characteristics of parking space owners and car travelers, and a value function model with rental price as the reference point was established. Combined with the survey data of the Xinhuangcheng district in Nanchang City, China, the shared parking space rental price that satisfied both parties was analyzed in this case study. The results of the study show that factors such as personal characteristics and behavioral habits affect the decision behavior of parking space owners and car travelers, and that rental price is a key factor. When the rental price of parking spaces is close to the maximum price desired by the owner, the owner feels the benefit and is willing to share the private parking space, but when the rental price differs greatly from the maximum price desired by the owner, the owner feels the loss and is not willing to share the parking space. From the survey data, it can be concluded that the ideal rental price of shared parking spaces around the survey area is 5 CNY/h. This paper provides a theoretical basis and guidance for the formulation of shared parking policies, which can help solve parking problems.

Abstract:This study investigates an important but often overlooked problem – the interaction between parking and land use – to examine the effects of the built environment on car commuting. Using the case of Shenzhen, China, a structural equation model is employed to examine the tripartite relationship among the built environment, parking supply and car commuting. The parking–built environment relationship partly reflects the parking supply mechanism that is collectively influenced by the parking market and regulations. The results indicate that, because of the high cost of constructing parking, property developers are reluctant to build sufficient parking spaces for the residential population in densely built neighbourhoods with small lot sizes. However, minimum parking standards often lead to more parking provisions in dense central locations. Therefore, the benefits of compact land use and transit-oriented development (TOD) for reducing car use are either reinforced or offset depending on the various interrelationships between parking and the built environment. In the context of policy implications, a fine-grained urban fabric should be particularly supported, considering its significant effects in reducing car commuting, as well as its potential role in fostering a well-functioning parking market. Meanwhile, imposing parking caps in dense and central areas would be wise because parking oversupply encourages more car trips, which counteracts the sustainable merits of dense developments.

Abstract:Parking network, a specified complex network, is proposed to model, simulate, and analyse the failure process of urban parking systems in this paper. This model is applied to the analysis of parking systems in an abstract city grid and the downtown area of Luohu, Shenzhen. The results demonstrate that the parking network can capture subtle variations among various parking cruising behaviours or strategies from a network perspective. Spread of parking difficulty can be regarded as a special cascading failure process of urban parking systems. A comprehensive understanding of this process can be greatly helpful to build a more robust parking system. Parking network, a specified complex network, is proposed to model, simulate, and analyse the failure process of urban parking systems in this paper. This model is applied to the analysis of parking systems in an abstract city grid and the downtown area of Luohu, Shenzhen. The results demonstrate that the parking network can capture subtle variations among various parking cruising behaviours or strategies from a network perspective. To enhance the utility of the parking network, an auxiliary indicator named "Parking Difficulty Index" is introduced to help assess the failure degree of urban parking system, estimate the optimal timing for parking guidance intervention, and evaluate the effectiveness of various guidance strategies in mitigating parking difficulties.

Abstract:Urban parking problem has plagued people's daily travel and puts a huge pressure on road traffic. In the case of free parking spaces in short supply, improving the utilization of parking spaces is one important way to solve the puzzle. Firstly, this paper develops a system prototype based on radio frequency identification technology and Baidu map API, obtaining real-time information on vacant parking spaces, capturing the driver request and providing parking spaces booking;then it quantifies the weight of four factors which influence the driver's selection on parking spaces:the driving time from the current position to the parking lot, parking fee, the walking distance from parking lot to the right destination and the number of vacant parking lots. Then, in consideration of the vacant spaces are limited and real-time traffic conditions, the paper proposes a parking assignment model with 4 condition matrix, uniting the goal of user and system to a final goal which is to increase parking lots utilization. Finally, by using the Beijing road network data , traffic data , parking spaces data and other data in ArcGIS , a test is done, the test results show that , compared with ArcGIS location allocation model, the proposed allocation model is better, whose total system costs increased by 5%and the average utilization rate of parking spaces increased by 9%, the model is feasible.

Abstract:Both academics and practitioners concur that parking restraints should be actively introduced in urban centers and job-intensive areas, to prevent overdependence on automobiles. Many Chinese metropolises have reduced the level of parking minimums for non-residential premises in central and transit-rich areas. However, there is a lack of research examining the effectiveness of these policies. Taking Shenzhen as a case study, this paper compares the parking supply with the parking minimums at each policy period, and analyzes the spatial characteristics of parking provision for office use. The descriptive analysis found that the effects of minimum parking requirements (MPRs) on parking provision vary by floor area ratio (FAR), operation period, and transit accessibility. By conducting a geographical weighted regression (GWR) model, this paper further examines the spatially varying effects of the built environment on parking provision. The modeling results conclude that the significance and strength of the effects of built environments on parking provision vary across space. (1) The total parking quantity increases with the growth of the FAR, and this increasing effect is larger in suburban areas than in the city proper. (2) Lot size has a positive relationship with parking provision, and the effects are stronger in areas with higher parking demand. (3) Transit accessibility has inconsistent associations with parking provision at different locations, in terms of the direction and strength of the influence. These results provide relevant insights into the development of context-specific parking policies in the high-density contexts of China’s large cities.
Analysis of Cars' Commuting Behavior under License Plate Restriction Policy: a Case Study in Hangzhou, China

Abstract:With the aggravation of traffic congestion, lots of cities in China have begun to carry out the license plate restriction policies based on license number to relieve traffic congestion. Based on the vehicles' license plate identification data from cameras in Hangzhou, the effect of restriction policy especially during peak hours on traffic conditions, travel time, and number of trips have been evaluated. Also, commuter vehicles were identified considering their departure or arrival time, time of day, and travel frequency. The trip behavior of restricted commuter vehicles was studied. Based on the obtained results, the research offers some proposals about Hangzhou's restriction policies. Moreover, the research will also provide basis for conducting and changing the restriction policies.

Abstract:In order to alleviate the contradiction between supply and demand of urban parking, and improve the efficiency of parking facilities, the characteristics including time-varied occupancy, entrance, and exit properties, parking duration in different types of land are analyzed based on the parking shared parking theory using traffic survey data in Nanjing. The results reveal that there is a difference on parking occupancy rate of different types of land in at different times. At the same time, using the dynamic changing regularity of the vehicle, sharing windows in different types of land are obtained. Additionally, the features of long-term and short-term parking of different land use are also achieved through the analysis of the characteristics of parking duration. It provides the basis for the decision-making of sharing window, sharing interval, and duration of different land use.
The Development Strategies And The Planning And Design Of Static Traffic In The Old City: The Case Of Old Areas In Kunshan City

Abstract:The old city plays an important role in social economy. Meanwhile, it also causes many traffic problems, among which the static traffic problem, namely the parking problem, is very serious. On the one hand, there is a shortage of land for the construction of public parking lots. On the other hand, due to the failure in foreseeing the current rapid increase of private cars, old residential districts are unable to meet the parking need of private car owners. In order to tackle these problems, ways to alleviate pressure of static traffic were firstly searched after: to attach importance to the construction of appertaining parking lots, to improve the type choosing of parking spaces, to develop space and time management strategies of community-based parking, etc. Then, on the basis of guiding principles and results of demand forecasting, discussion was held on investigating the old city in a "dragnet" way, selecting sites of off-street public parking lots, and, in the meantime, coordinating and designing the parking site selection and the surrounding road traffic environment based on the idea of traffic impact analysis. At last, it was suggested to update the planning of curb parking lots, and to forbid parking during rush hours or in road sections that affects the normal road traffic order. Both of the suggestions are highlighted by their function of supplementing appertaining parking spaces and off-street public parking lots.

Abstract:Parking demand is generally larger than parking supply in city centers. And uneven distribution of parking demand often leads to over-consumption in the popular places. To balance the existing conflicts, parking reservation system (PRS) is commonly adopted to manage and configure the reservation parking spaces. The aim of this paper is to optimize social benefits and parking lot revenue through configuring reasonable reservation proportion for each off-street public parking lot in the urban area, which can provide operation advice for parking management departments. Firstly, an agent-based simulation model which presents the coexistence of reservation and nonreservation parking vehicles was established, and parking selection used the predicted parking space occupancy rate of a target parking lot at a predicted vehicle arrival time. Then, genetic algorithm was used in simulations to optimize the solution of combining different reserved parking space proportion configurations. Finally, Wulin CBD, Hangzhou, China was applied as a case to analyze and optimize the reserved parking space proportion. The Single-objective optimization, such as social benefits, parking lot revenue, and multi-objective optimization were both discussed and analyzed. Results show that through optimizing parking reservation proportion configuration can directly and effectively improve social benefits or parking lot revenue. Further analysis indicated that optimizing social benefits and parking lot revenue are two conflicting objectives. The reserved parking space proportion in popular parking lots should be reduced as much as possible under the optimization of social benefits.
