Abstract:Digital library is the core of the of national knowledge infrastructure and the national digital resource center and digital learning platform.As the institutional arrangement of of culture,we need to recognize the importance from the perspective of social undertakings,understand and deal with several related issues: correctly interpret the characteristic of Public and public welfare for the digital library social undertakings: correctly deal with the relationship between management subject and construction subject 、Basic needs and non-basic needs 、Social accounting and economic accounting for digital library social undertakings.
