Abstract:The fact that economy,especially the growth of GDP,is superior to any others reduced the atten- tion to the orientation of the medical system,which provides the circumstances and conditions for medical service de- partment getting rid of its welfare and public goods characters gradually.The government's changing its policy on medical service caused disaster,which resulted in the fact that the medical service institutions transformed into profit- oriented“economic entity”and hospitals were compelled to pay more attention to making more money by providing medical services.Therefore,the emerging and deteriorating of the problems such as overly expensive medical services is directly related to the self-financing policy.So the breakthrough for medical reform is setting up appropriate finan- cing policy for the public hospitals,based on making certain relationships between individual,society and the govern- ment.
