Abstract:Airport gate assignment performance indicator selection is a complicated decision-making problem with strong subjectivity and difficulty in measuring the importance of each indicator. A better selection of performance indicators (PIs) can greatly increase the airport overall benefit. We adopt a multicriteria decision-making approach to quantify qualitative PIs and conduct subsequent selection using the fuzzy clustering method. First, we identify 21 commonly used PIs through literature review and survey. Subsequently, the fuzzy analytic hierarchy process technique was employed to obtain the selection criteria weights based on the relative importance of significance, availability, and generalisability. Further, we aggregated the selection criteria weights and experts' score to evaluate each PI for the clustering process. The fuzzy-possibilistic product partition c-means algorithm was applied to divide the PIs into different groups based on the three selection criteria as partitioning features. The cluster with highest weights of the centre was identified as the very high-influence cluster, and 10 PIs were identified as a result. This study revealed that the passenger-oriented objective is the most important performance criterion; however, the relevance of the airport/airline-oriented and robustness-oriented performance objectives was highlighted as well. It also offers a scientific approach to determine the objective functions for future gate assignment research. And, we believe, through slight modifications, this model can be used in other airports, other indicator selection problems, or other scenarios at the same airport to facilitate policy making and real situation practice, hence facilitate the management system for the airport.

Abstract:<p>For better airport planning and air traffic management, local airport authority in a multi-airport region (MAR) often needs to consider the impacts of competition and collaboration with nearby airports on its own airport traffic. This paper proposed a dynamic spatial panel regression model to test the regional effects on airports in a MAR. The proposed model is applied to four closely situated airports in the Pearl River Delta region (PRD), China, to analyze their interactions, identify the determining factors, and evaluate the impact of these factors on airport capacity. PRD is one of the most prosperous areas in Asia, and competition among the four airports has intensified, due, in part, to the rapid growth of Guangzhou airport and Shenzhen airport. Together with the fact that Hong Kong airport reached 98% of its runway capacity in 2016, it is of great interest to understand the interactions among the airports in this region. The findings show that airport degree, flight frequency, airport capacity utilization, income, population, GDP, and fuel price are significant factors affecting airport's capacity. Furthermore, there is a spatially lagged effect in income and population, and a time-lagged effect in airport capacity, GDP, and fuel price.</p>

Abstract:In view of the disharmony development status of Beijing Tianjin Hebei region, the paper puts forward a route optimization Principle of cooperative allocation of route resources of airport group from the angle of flight punctuality, airlines share and function orientation. An optimal model of airline resources cooperative allocation is established to maximize the overall operational benefit of regional airports and the modified decision tree C4.5 algorithm was applied to solve the problem. Since this algorithm combined with constraint condition of model as pruning standard, the efficiency of the algorithm was greatly improved. Finally, the problem find the optimal solution could be found by comparing the profit and loss value of the program. The analysis example showed that the overall benefit of multi-airport system increased by 7.03%. This model was useful to optimize airline network and conformed to the actual situation, and the research results can provide a reference for civil aviation authorities in planning the airline network of multi-airport system.

Abstract:This study investigates the factors affecting air passengers’ choice of transfer airport in the market between Southeast Asia (SE Asia) and North America (NA). It estimates demand parameters and sheds lights on the business strategies for an airport operator including identifying effective routes to better compete for transfer passengers. Specifically, a discrete choice model is applied to estimate air travelers’ utility function from choosing different transfer airports in an origin-destination (OD) market. Our data consists of 78 routes in the SE Asia - NA airline market. Instrument variables (IVs) are used to control for potential endogeneity of airfare, while we treat airport characteristics including minimum connection time (MCT), service, size, and detour degree as exogenous. The main empirical findings are the following: 1) Transfer passengers’ airport choice is determined by an airport’s characteristics including MCT and service quality, in addition to those traditional factors such as airfares and travel time. 2) Based on estimated utility function parameters, we also quantify transfer passengers’ willingness-to-pay for several transfer airport’s characteristics. 3) With our estimation results, a case study is conducted for Incheon International Airport to identify candidate routes that have the greatest potential for the airport to increase the number of transfer passengers.

Abstract:Serious congestion and delay problems exist in most of the busiest airports worldwide because of imbalance between scarce airport slot resources and increasing traffic demand. Various factors, especially weather conditions, exacerbate the demand–capacity imbalance. This paper presents a robust model for simultaneous slot allocation on an airport network in multiple calendar days, considering airport capacity uncertainty. The idea of robust optimization is conducive to sustainable and stable decision-making. Robustness is represented through reducing the potential scheduling conflicts in the worst case. Then the model links the strategic decisions and pre-tactical decisions in air traffic management (ATM) through the tradeoff between strategic discrepancy cost and operational congestion cost. Under the support of the Cplex solver, numerical analyses are taken to validate the characteristics and effectiveness of the proposed model. The results show that the proposed model effectively eliminates the existing and potential scheduling conflicts, and makes effective tradeoffs between airline preference and potential airport congestion risk.

Abstract:The operational capacity of an airport must be dimensioned under a long-term strategic view as its productivity is determined by available infrastructure. To predict the airport capacity and satisfy the domestic airport property, the operation procedure of airport is analyzed from the point of Multi-agent system. The proposed agent based architecture is a microscopic model of aircrafts' movement; each aircraft is represented as an agent capable of getting its routing results from instructing agent, and makes its own deconflicition decisions on the basis of a part of the observable scene local to that aircraft. An example of airport capacity evaluation is given, and the result is verified through comparison with SIMMOD. Finally, further research is applied to analysis the reason for delay.

Abstract:Due to the increasing number of people traveling by air, the passenger flow at the airport is increasing, and the problem of passenger drop-off and pickup has a huge impact on urban traffic. The difficulty of taking a taxi at the airport is still a hot issue in the society. Aiming at the problem of optimizing the allocation of taxi resource, this paper is based on the cost-benefit analysis method to determine the factors that affect the taxi driver’s decision-making. The mathematical methods such as function equation, BP neural network algorithm, and queuing theory were used to establish a complete decision-making model for taxi drivers and an optimization model of dispatching efficiency at the airport. A conclusion has been drawn that the allocation of airport taxi resource should be arranged closely related to drivers’ revenue and the layout of airport line.

Abstract:How to efficiently utilize the existing airport capacity without physical expansion and considerable economic inputs to meet air traffic needs is one of the important tasks of air traffic management. To improve the efficiency of capacity utilization, it is necessary to find the actual airport capacity properly. In this work, taking Shuangliu International Airport as an example, a methodology for capacity estimation is proposed that combines the empirical method with an analytical approach that uses historical performance data from the airport to construct a capacity envelope to approximate the airport’s actual capacity to the greatest extent, establishes a collaborative optimization model that reflects the inherent relations between airport capacity and arrival and departure traffic demand, adopts an improved optimization algorithm to solve the model, and generates an optimal flight allocation scheme. Priority ratio is introduced to dynamically adjust management preferences for arrival and departure traffic demand to further reveal the synergy mechanism between departure and arrival traffic flow demand and the airport capacity. The result shows that the Flight On-time Performance rate is lifted by 6% in the case study which proves the feasibility of the proposed method, demonstrating its value for maximizing airport capacity and traffic flow demand without requiring expansions on airport scales.

Abstract:This study examines the differential effects of airport service quality on behavioral intention in the Guangdong-Hong Kong-Macao Greater Bay Area. The relationships among airport service quality, flight offer, perceived airfare, passengers' satisfaction, alternatives' attractiveness, switching cost, and behavioral intention were investigated based on the push-pull-mooring theory. Partial least squares–structural equation was used to analyze the data collected from the overlapping market of multi-airports. The findings reinforce the linkage between service quality and behavioral intentions through the mediation of satisfaction in the airport industry. Also, the results highlight the role of mandatory process, facility, and environment on passengers' satisfaction. The effects of such two dimensions of airport service quality showed significant differences across various airports' types. This integrative approach can also help authorities design and implement more effective engagement strategies, which could be used to reduce the leakage of passengers and foster the sustainable development of the multi-airports.

Abstract:As the initial node of air transport, airport includes air traffic control, airport companies, airlines and other aviation operation support departments. The orderly combination of these departments constitutes the airport terminal operation system. With the gradual development of China's civil aviation industry, the aviation management system has been overwhelmed. The allocation of appropriate flights on the stand has a very important impact on both airlines and airports. Therefore, airport terminal operation unit of the system need to coordinate and cooperate with each other, such as air traffic control departments to integrate the airport run within the range of information and release to all aviation users, certainly can effectively improve the level of the entire airport security, efficiency and service quality, to improve the probability of a normal flight departure, reduce delays general economic costs. In order to solve the parking space allocation problem, a static parking space allocation model was established with the minimum travel distance of passengers as the optimization target, and the genetic algorithm was used to solve the optimization problem.
Research on a collaborative evolution model of multi-airport route network considering subsidy strategies

Abstract:To efficiently utilize subsidy strategies for optimizing multi-airport route networks and promoting collaborative development among multiple airports, we delve into the tripartite strategic interactions between passengers, airlines and airports. A dual-layer game-theoretic model is constructed to optimize subsidy strategies, facilitating a synergistic alignment between multi-airport positioning and route networks. In the upper-layer game-theoretic model, Fermi rules are employed to analyze the interplay between pricing strategies of distinct airline brands and passenger travel preferences, aiding in determining optimal pricing strategies for airlines. The lower-layer game-theoretic model introduces an asymmetric stochastic best response equilibrium (QRE) model, drawing insights from optimal airline pricing and the impact of airport subsidies on airline route adjustments to formulate effective multi-airport subsidy strategies. The results reveal that: (ⅰ) Airline revenues display varying peaks based on travel distances, with optimal fare discount intervals clustering between 0.6 and 0.9, contingent upon travel distances and passenger rationality; (ⅱ) dynamic monopolistic intervals and inefficient ranges characterize airport subsidy strategies due to diverse competitive strategies employed by rivals; (ⅲ) targeted airport subsidy strategies can enhance inter-airport route coordination in alignment with their functional positioning. This research provides decision-making insights into collaborative airport group development, encompassing airport subsidy strategies and considerations for airline pricing.

Abstract:<p>As the number of countries liberalizing their skies increases, some airlines, notably carriers in the Middle East, have extended their hub-and-spoke networks beyond domestic borders. This allows them to serve international destinations without the need to go through traditional gateway hubs, so that they can compete with airline alliances relying on the traditional dual-gateway, or the so-called "dog-bone" networks. This paper proposes a stochastic optimization model to address the location choice issue of additional gateway airports, with a consideration of the competition between airlines running traditional dog-bone networks and hub-and-spoke networks in a liberalizing inter-continental market. A two-stage approach is adopted to model the effects of demand uncertainty. In the first stage, the future passenger demand is not observable and thus airlines or airline alliances aim to maximize their own expected profit by choosing additional gateway airports from the set of candidate gateway airports pre-specified by the regulator. In the second stage, with the passenger demand observed and the gateway scheme fixed, airlines determine their aircraft sizes and service frequencies to maximize their own profit, and air passengers choose routes that minimize their own travel disutility. Based on a calibration of the demand dispersion parameters in elastic demand function, the proposed model is applied to the China-Europe aviation market, which includes the inter-continental international market and the associated Chinese and European domestic markets, so that to ascertain the comparative advantages of different network configurations. The social welfares of the system under different demand scenarios and different gateway schemes are compared, and the sensitivity analyses of some parameters are also implemented.</p>
An Innovative Model for Congestion Pricing at Airports

Abstract:Airport congestion is worsening worldwide, and is one of the bottlenecks constraining the development of global air transportation. Based on a comparison of the current airport congestion models, this paper improves the diffusion approximation model for airport congestion pricing developed by Milan Janic in 2005 in the following three areas: (1) redefining the processes of the congestion queue, (2) adding the threshold of congestion queue, and (3) amending the sub-model of delay costs. This new diffusion approximation model for airport congestion pricing was applied to Beijing Capital International Airport (PEK). After calculating delay times and delay costs at this airport on 21st July, 2007, the congestion tolls for various airlines at various times were calculated. This paper provides a solution for airport congestion.

Abstract:Hong Kong is an internationally renowned tourist city, so exploring profitability of the airport is also of great significance for effectively developing the economy of Hong Kong. This paper collects relevant influencing factors and profit. To avoid nonlinear correlation and higher independent coefficient, logarithmic and factor analysis are used. So the variables are divided into factor1 includes most variables and factor2 includes aircraft movements for specific purpose. A regression model is established for the two factors. It can be seen from the model that the all variables selected in the paper have a positive impact on airport profitability.

Abstract:Many airports face challenges with slot scheduling and noise pollution. While previous research has focused on optimizing slot allocation to mitigate noise in the temporal dimension through schedule displacement, little attention has been given to the spatial dimension. This paper expands the environmental benefits analysis of slot allocation from the temporal dimension to the temporal-spatial dimension. To this end, we develop a single-airport bi-objective slot allocation model that considers schedule efficiency and noise reduction through schedule displacement (temporal dimension) and takeoff direction changes (spatial dimension). Then, we compare the efficacy of takeoff direction changes for noise reduction with that of schedule displacement. Additionally, we investigate the effects of takeoff direction changes on schedule displacement. Results show that takeoff direction changes are more effective than schedule displacement for noise abatement at Shanghai Hongqiao International Airport. Moreover, takeoff direction changes can influence slot displacement allocated to each airline due to fairness considerations.

Abstract:This research focused on the relationships among 34 major airports in China, analyzing how these relationships are influenced by spatial dependence and heterogeneity. Using a spatial econometric model, it found that passenger traffic in China's airports displays a mutually driven aggregation effect. Furthermore, the study revealed that the airport relationship changes from complementarity to competition as the geographic distance between them decreases. The study also classified the main airports in China into three hierarchical levels and found significant complementarity and competition among those within the hub-and-spoke network structure. Specifically, this study identified a complementary relationship among regional trunk and local branch airports, as-well-as significant competition among hub airports. Crucially, the study suggests that the absence of a hub airport weakens the collaborative interactions between different types of airports, emphasizing the critical importance of hub airports for the connectivity and operational efficiency of China's airport network.
Flying high in the sky: The airports decentralization reform and regional economic development in China

Abstract:This paper uses the airports decentralization reform in China, 2003–2004, to explore the impacts of management structure of transportation infrastructure on the operational efficiency and the regional economy. The DID estimation shows that the operational efficiency of reformed airports significantly increase after the reform. We use a geo-coded micro-level panel dataset of Chinese manufacturing firms to estimate the economic impact of this reform. Our triple difference estimation explores three-dimension firm-level variations: location (i.e., near versus far from reformed airports), industry (i.e., high-skill-intensive industries relative to low-skill intensive ones), and year (i.e., before and after the reform). We find out that the high-skill-intensive firms with better airport access experience 8.6% more reduction in the inventory level, 2.4% more increase in manufacturing productivity, and 2.5% more increase in the value-added after the reform. Consistent with the existing literature, we show that the reform increases external investment and expands market access. Placebo tests on unaffected airports rule out alternative explanations. Our results are robust against various alternative specifications.

Modeling the effects of airline and high-speed rail cooperation on multi-airport systems: The implications on congestion, competition and social welfare

Abstract:This paper investigates the effects of air and high-speed rail (HSR) cooperation on multi-airport systems (MAS). Two types of airport regimes are examined, namely profit-maximizing airports vis-à-vis welfare-maximizing airports. Stakeholders’ decisions are analyzed in a vertical structure model and benchmarked across six scenarios characterizing the relationships between airports and between airline and HSR operator, under different airport ownership and objective regimes. Extensions to incorporating airline heterogeneity and air-HSR revenue sharing are also explored. The results suggest that in the case of profit-maximizing airports, (i) the effect of airport collaboration on the profit of transfer airport is ambiguous, regardless of air-HSR cooperation or not; (ii) although the air-HSR cooperation can enhance total profit of the airport system with airport collaboration, its effect is undetermined under airport non-collaboration; (iii) although the full cooperation can lead to the highest total profit of the airport system, it may not be the best scheme in terms of social welfare; (iv) In general, an airline is more likely to provide air-HSR inter-modal service in the presence of costly hub airport congestion, low degree of substitution between direct air service and air-HSR inter-modal service, or when the competition on the direct air route is not very significant. Air-HSR cooperation offers promising improvements to the MAS, and the associated welfare benefits would be more significant with inter-airport competition, especially in the case of profit-maximizing airports. Our study highlights the importance of maintaining inter-airport competition when air-HSR service is introduced into an MAS as an alternative to direct aviation services, and explains why subsidy to such service may be justified.
