Abstract:In this paper, how to effectively control building cost under the current situation is discussed, due to that the engineers take part into project management only in the stage of construction. It points out that the engineers should notice the following issues when applying cost control: they should be experienced with necessary knowledge on building cost and contracts control, analyze each cost in bills of project volume carefully, sign a set of reasonable contracts, pay attention to the site sign, understand their skills of claim for compensation and pay much attention to cost control during settlement stage.

Abstract:With the continuous acceleration of world economic development and globalization, China, as the world's largest developing country, has also affected the construction industry's growth accordingly. The construction industry consumes huge resources, so how to improve the level of project management and better meet the needs of the market and customers is necessary. Lean construction is a new type of project management model that can well meet the project's goals. Although lean construction has many advantages, the full implementation of lean construction has certain problems due to various factors. This article mainly reviews the past research results, analyzes some obstacles encountered in lean construction's overall performance, and gives some reasonable suggestions. The aim is to enable lean construction to achieve better development in the industry.

Abstract:With the continuous introduction of documents by the State Council to implement general contraction for construction projects, more and more domestic projects use the general contracting model. One of the advantages of this approach is that it can reduce the risk of owners. However, unreasonable risk transfer will result in high risk cost and reduce project benefit, even lead to project failure. It can be seen that reasonable risk sharing is the core content of risk management in general contraction for construction projects. Based on the contract model, this article will initially share the risks of the general contraction for construction project as share the risk unilaterally and share the risk together. For sharing the risk together, this paper will aim at maximizing the risk sharing benefits of both sides of the general contraction for construction project, and build a risk sharing proportion model, in order to provide a basis for calculating the optimal risk sharing ratio of both parties.

Abstract:Construction projects, due to their unique nature, are full of risks, each of which may exert impacts, to some extent, upon the quality, time and cost. In terms of managing risk, the purpose of signing construction contract is to allocate the risks between employer and contractor in such a way as to enable risks to be managed efficiently and effectively in the process of construction. Due to the laws, which are applicable to contracts, the principles of risk allocation are different between standard form contracts at home and abroad.The risks usually are classified into natural, political, economic, behavioral, legal risks, which exist under construction. The latest edition of China's Standard Form of Construction Contract (published in 2007) and FIDIC Conditions of Contract for Construction (The New Red Book) are compared in this paper, from a risk-allocation angle. Though both the FIDIC Form and China's Standard Contract advocate the doctrine of sharing risk, the specific division principle is different to some extent. The difference, which is because of development of construction industry in china and developed countries, brings out these differences in terms of specific sharing-risk. Under FIDIC Form, the contract condition is more stringent to contractors than to employers for the sake of putting contractors bearing more risks. While under China's Standard Contract, contractors bear lower risks. Yet clear contract language and proper risk allocation principles can help reduce such impacts and achieve management efficiency, which is the consensus in the domestic and international academic circles.The comparison between two standard forms of construction contracts can help Chinese contractors, who are eager to engaging in the international project contracting market, be familiar with the contract condition and bodies of law which are used in the international projects at large. This study is also helpful for foreign contractors understanding the environment and conditions of contract in China, as well as promoting the further research about the application of FIDIC Forms of Contract in China.

International companies are keen on venturing into the Chinese market. However, some of them have experienced progress delay and cost overrun in their projects. One common reason is the lack of understanding of and the failure to manage the uncertainties and consequential costs incurred because of the differing customs and practices and the relatively incomplete conditions of contracts prevailing in China's construction industry. This article reviews briefly the construction contract in China and then identifies the possible uncertainties and consequential costs embedded in the clauses of the China Construction Contract 1999, the latest construction contract in China. The existing problems in the industry's customs and practices are also analyzed to further reveal other factors that may cause uncertainties and consequential costs to be incurred. Possible improvements to the related contract clauses and a framework for managing these uncertainties and consequential costs are proposed for undertaking construction projects in China.

In view of the above question, this article solves this problem through the system simulation, and give some measures of the optimization and control to LCC about a extra-high construction project in Dalian, using the obtaining simulation model to carry on simulation on the total life cycle cost of that project, gets its total life cycle cost, then analyses it, gives the rationalization proposal of the total life cycle control.

Abstract:Under the bill of quantities pricing model, the price of the contract is determined in advance, making the focus of enterprise project cost management be to control the expenditure of construction costs on the premise of established revenue, reduce the risks brought about by the bill of quantities pricing model, strengthen cost control, give play to the advantages of strategic cost management, and ultimately minimize project risks to maximize the benefits obtained by the enterprise. This paper mainly analyzes the problems existing in the cost control and cost management process of construction enterprises under the bill of quantities pricing mode, and proposes corresponding solutions based on the existing problems, hoping to increase the profits of enterprises from cost control and improve their market competitiveness.

This article first analyzes the concept of dynamic management of project cost and control, and then briefly describes the dynamic control process and measures. Finally, according to the current status of the engineering industry, some pertinent suggestions are put forward, and it is expected to be helpful to the dynamic control and management of construction engineering costs in China.

Abstract:Purpose This paper aims to provide useful information and suggestions for future improvement in relation to China's construction industry and market. With China's rapid economical development and its entry to the World Trade Organization (WTO), much attention has been paid to the China construction business opportunities. However, not much information is available on the history, practices and business cultures of the Chinese construction industry. Design/methodology/approach Through literature review and interviews with industry professionals, this paper discusses the Chinese construction industry in terms of its market and management practice with a focus on tendering processes, contract management, project on‐site supervision and occupational health and safety (OHS) issues. It also discusses the challenges that face the Chinese construction industry. Findings China has gone over a long way in construction tendering, contract management and OHS. Its current practice is in the right direction. However, further development and improvements are necessary. Originality/value This paper provides useful information to Chinese construction personnel for future improvement. This paper also provides useful information to overseas companies who are planning to enter China's construction market in the near future.

Abstract:Nowadays, the share and the influence of Chinese enterprise in the international project contracting market are increasing year by year, while the mounting risk of international projects cannot be overlooked. Recently, the Chinese overseas enterprises have suffered the risk from:(1) the overall economy; (2) overseas business fields; (3) geographical distribution; (4) new contract amounts; and (5) accomplished business revenue. At the same time, the overseas projects of Chinese enterprise are coping with a series of international engineering problems, such as tender discrimination, harsh terms of the contract and the kidnapped workers. Therefore, this paper aims to seek ways for China's foreign-related enterprises to avoid risk and losses. Moreover, preventive measures and suggestions of risk management can be taken from this essay.

Abstract:Unlike other types of contracts,the change orders can be unilaterally prepared and issued by employers or engineers under change clause of construction contract in case of any later modification of the contracts.However,it is considered unfair to contractors if employers modify the contracts at will but end up being unable to compensate the contractors for their losses.This paper discusses the limitation to the modification of construction contract in light of the identity between the original contract and the modified contract,the principle of cardinal change and cumulative impact in the American court,the Chinese laws in this regard and the construction management systems in China.It is hoped that this research can help reduce the disputes brought about by modified contracts and contribute to the research and practice of construction contract.

An Overview of China’s Construction Project Tendering

Abstract:In order to achieve a fair, probity, transparent and open competition environment in the construction industry, the Chinese government has developed and applied a multi-criteria competitive tendering system for the procurement of construction projects. However in many cases, the system only works on compilation of requirements and problems still frequently occur. The aim of this paper is to review the current construction tendering system and practice and propose strategies for improvement. A number of methods have been used to obtain research data, including focused group workshops and discussions, on-site observations, desk top study of relevant regulations and policies and review of three actual project tendering cases. It was found that China has gone a long way from project assignment to the current competitive tendering practice. However, the current tendering system has prevented bidders from focussing on value for money and construction innovation. Furthermore, the tender evaluation processes were rather formal and compilation of procedures and requirements than in-depth and project-specific. In addition, the time (half a day) given for evaluating tender submissions was insufficient. In some cases, the tender evaluation criteria was set after the bidders had been selected and there was no mechanism in place to review or audit the contract award decisions made by the tender evaluation committees. Based on these findings, it is suggested that as part of the market economic system, the Chinese government should allow bidders to calculate project cost on the basis of market price information and the company’s technical and management capabilities, instead of following quotation books and regulations and guidelines issued by the government. It is also suggested that detailed evaluation criteria be prepared prior to calling for tender and more time be given to evaluate tender submission documents. Finally, it is suggested that random audit of archived cases be conducted to ensure the decisions made were fair, open and probity.
