Abstract:This paper amends IPCC's carbon emission coefficient of the electricity in 2006.Based on China's energy balance table, this paper calculates the urban carbon emissions in China's 30 provinces during 1995 and 2008.The regional difference of carbon emission is analyzed by the division of high, medium and low carbon emission zones, while the STIRPAT model is employed to its influential factors analysis. The results showed that urban emission, featured in rapid growth since 2001 particularly, played the dominant role of the total carbon emission. There is a strong regional difference of urban carbon emissions in China, for eight provinces of high-emission accounted for more than 50% of China's total urban carbon emissions in 2008.The per capita income of urban residents exerted the greatest impact on urban carbon emissions, followed by the urbanization rate and energy intensity. The population had relatively little influence on carbon emissions. There are differences among the influence on carbon emission as a result of urban average income increase, the progress of urbanization and energy intensity reduce. The intensity-affected difference constructs the main reason of regional difference in urban carbon emission. On the one hand,China's rising urban incomes and urbanization need some space for carbon emissions, while on the other hand, towns need to follow sustainable low-carbon development path.
