Abstract:There exist three mechanisms that facilitate cooperation, i.e. bureaucracy, market and self-organization. Under the conditions of low bureaucracy costs, transaction costs and incorporate costs, the cooperation among people can be facilitated, but when lacking of social capital, the cooperation can be baffled as those three costs ascend. This article is based on the field research concerning on GANDONG Water User Association, which is so-called the only one that come to the top in the area of the adoption of irrigation participation management reforms. Starting with the question why the water users didn't take actively part in the construction of social organizations bearing on their interest, this article analyzes the cooperation puzzle from the perspectives of the bureaucracy shadow, the distorted market and the lack of civil society. At last, the article concludes that government must put investments in social capital to ensure the social organizations to be persisted in the future.
