Abstract:There are three levels for appraising the education finance. The first one is per capita public expenditures on education;the second one is the ratio of per capita public expenditures on education to per capita GDP,which takes economic development into account; the final one is econometric model,which is specified to contain economic development,the living standard of residents,scientific and technical innovation ability and the industrial structure. Comparing education finance in China's major cities with that in developed regions and cities in the world based on the actual situation and target through the three levels,we will find the public expenditures on education of China's major cities are apparently lagged behind those in North America and Europe and,meanwhile,the same index in each of those China's major cities varies sharply. Comparing the results of the three levels calculation,the third one is more comprehensive and persuasive,the result of which shows that Beijing government's efforts on financing basic education are approaching the international major cities' level.

Abstract:Education equity is the extension of social equity over into the education domain;it is an important means and way for achieving social equity.But the Chinese education and education policies have not experienced enough empirical study with data analysis.With this aim in mind,the authors of the present paper take a new measurement methodology and utilize the 2005--2006 data on the regular compulsory primary schools in Zhejiang province,the result of which shows that the fi- nancial reform of compulsory education there has promoted the horizontal equity,but the aim of vertical equity,namely,the free of charge for course books,has not been realized yet.Therefore,the provincial administrative department should lay weight on it,and at the same time adjust allowance proportionality for the boarding students.
Fiscal Decentralization and Compulsory Primary Education: The Case of China

Abstract:According to mainstream fiscal decentralization theory, the level of social welfare in education, health care and social security will be improved by“voting with one's hands”and“voting with one's feet.”However, an analysis of this theory of fiscal decentralization and the case of compulsory primary education in China since 1978 shows that the former did not improve the effective supply of the latter. The authors hold that this is because the two mechanisms that improve social welfare by fiscal decentralization commonly applied in Western countries do no exist in China. In addition, the difficulties in population flow and regional gaps direct local government behavior towards capital investment and economic growth, which has given rise to fierce fiscal competition between regions, causing a shrinkage of fiscal expenditure on quasi-public products with relatively strong externality, such as compulsory education. It is also observed in this paper that fiscal decentralization exerts different impacts on the economic growth of the richer and the poorer regions: while it facilitates economic growth in richer regions, it is a constraint on growth in poorer regions.

Abstract:Education and human capital drive economic and societal development, necessitating increased inputs, outputs, and efficiency to improve resource allocation. Using principal component analysis, spatial correlation, fixed-effect and data envelopment analysis models, we evaluate higher education resource inputs and outputs. We find that financial investment drives resource transformation. Furthermore, the input and output of China's higher education are stronger in the east, the central and western regions show a catch-up effect; and scaling alone does not guarantee better education. There are shortcomings in scientific and technological innovation and social service outputs, believe fiscal expenditure efficiency can be improved by optimizing higher education resource allocation, and implementing differentiated education development strategies.

Abstract:The financial input is critical to the educational reform and development. Although the educational input has increased over these years,government investment in education to gross domestic product has been lower than 4%. In the following decade,even 4% of GDP is not enough to support educational development in China As such,it is necessary to launch initiatives to increase financial inputs. For instance,it needs to complement the governmental investment with market-based initiative,align the central governmental inputs with the local governmental inputs,and advocate a variety of funding sources from society. With these initiatives,we can reach two primary goals gradually:government investment in education amounts to 4.5% of gross domestic product by 2020,increasing 1.2% compared with the percentage in 2008; increasing the financial contribution from non-governmental sources such as companies,associations,as well as individuals,making the non-governmental funding accounting for 2.5% of GDP by 2020.

Abstract:According to the characteristic of compulsory education, the funds for compulsory education should totally stem from the tax revenues in the government's finance (budgetary fiscal revenues). Our country does not still possess and set up the mixing type financial demand of compulsory education at present, so it is necessary to set up independent compulsory education finance to guarantee the mechanism. Through analysing the financial characteristic of compulsory education, we think that it is a comparatively ideal choice to appoint consumption tax as the financial subject tax category of compulsory education.

Abstract:Based on the newest statistics and demonstration analysis,the judgments are as follows. First,the education funds financed by China's governments are much lower,even not hitting the lowest mark they made,to say nothing of the world's average. Second,the education funds on higher education were higher and have been declining in recent years. However,more expenditures are on educational administration organizations and public institutions without high efficiency. Third,the finds on the basic education are less. There are three necessities about this research. First,China's governments should finance much to hit the mark they made. Second,China's governments should optimize public education funds distribution and more are on basic education. Third,the problems such as the embezzlement,extravagance and expansion of administration in education funds,should be prevented.

Abstract:The theories of fiscal decentralization and public service provision emphasize the effectiveness of local governments’ competition more than the differences between federal system and unitary centralized system, and ignore enormous fiscal externalities facing local governments. This paper, by using multitask agent framework, argues that local governments tend to neglect the provision of public service with unobservable quality such as education, healthcare. When facing great externalities caused by large scale migration, local governments are likely to further cut down fiscal education expenditure and shift the burden to residents. Future policies should weaken the incentive to economic activities by local governments, intensify the incentive to social public service and raise the amount of fiscal transfer to education to shift the main cost bearer upward.

Abstract:A high level of fiscal input in education is the important material guarantee of the strategic priority position of educational development. The recent abnormal increase in fiscal input in education in China has rendered the country beating its 4% target set twenty years ago. However, the essential system pattern that restricts education investment has not undergone substantive changes. What's more serious, under the New Normal, the growth rate of fiscal revenue drops, policy priority shifts as the demographic structure is changing, and the macro fiscal system reforms, which combine to pose great challenges to further increase fiscal input in education. In addition, based on international comparison, the level of fiscal input in education of China is still lower than those of the main developed and developing countries, indicating that China needs to further strengthen its education investment. In the future, to enhance the level of fiscal educational input on a steady basis, it is imperative to strategically transform the traditional education financial system.

Abstract:Under the conditions of China's imperfect credit environment,it is impossible to form the "Bank-Student" pattern.Drawing the object of government and school into system could improve the efficiency of debt property contract by balancing the objects' "cost-profit-risk",but the improvement is limited.Therefore,debt property contract has natural defects.Both exposure of default list and Student-Origin-Based loan can reduce the bank's risk to some extent,but the former breaks the sustainability of debt property contract,and the later is a degenerate for inner regulation of debt property contract.Educational finance system with sharecropping will be revolutionary change for the current finance contract,and it is possible to balance the cost-profit-risk between bank and student radically.

Abstract:Eased financial constraints led to more attention on structural issues such as equity and efficiency in education finance in China.This study examined the mobilization,distribution and utilization of Chinese education funds by ratios and structure based on a historical and international comparison approach.Finding that: a) with the increase of government allocation to education,China education is becoming more dependent on public finance,but further trends remain unclear.b) The proportion of primary education in total education funds is rising in the recent future while eventually,secondary and higher education will account for more in a longer run.c) Unit cost of education will continue its increase in all three levels,but as a percentage of GDP per capita,unit cost of higher education is going down.d) The proportion of personnel expenditure in education funding,which is declining,can be used as an indicator of degree of financial adequacy in education.

Abstract:Based on the provincial panel data,this paper analyzes the effect of the decentralization of education finance on the output of compulsory education.It comes to the following conclusions: firstly,the decentralization of education finance between central and provincial governments has no significant effects on the total output of local compulsory education,but has significantly positive effects on the output of urban compulsory education and negative effects on the output of rural compulsory education;secondly,the decentralization of education finance between provincial governments and governments under provincial level has significantly negative effects on the output of urban and rural compulsory education;thirdly,fiscal input into education has no significant effect on the output of urban compulsory education,but has significantly positive effect on the output of rural compulsory education.It states that China should increase the central fiscal input into rural compulsory education,and the decentralization of education finance at provincial level is conducive to the increase in the output of urban compulsory education.
Progress, Problems and Countermeasures of Chinese Public Educational Finance System Reform

Abstract:Chinese public educational finance system reform has madea rapid progress in areas such as compulsory educational finance system, students' payment system and students' subsidy system. But there are still some problems, i.e. public effort to fund education is insufficient, and public educational resources are not evenly distributed. Theoretically, governments should play a fundamental role in educational resources allocation and the central and provincial level governments should share more educational expenditure. Reform should be strengthened in five aspects: educational finance laws, fair distribution system for resources of public schools, standard fiscal transfer system for compulsory education, proper fiscal system for higher education, and students' subsidy system.

Abstract:Since the reform and opening up,great progress has been made in Chinese education,but there still remain various problems,such as the shortage of education resource,the insufficient investment,and so on.This paper adopts the investment leading model for data envelopment analysis,evaluates the overall efficiency of rural average elementary school from 1997 to 2008,and explores the improvement of the input when the output is relatively fixed.This paper,can not only grasp the relative efficiency of overall resources allocation of rural average elementary school in China during a long period,but also calculate the redundant rate of the overall investment,which provides the valid decision-making for government.

Abstract:Abstrcat The paper analyzes the current policies of private education in China by employing economic approach. Main points are summarized as follows. Firstly, the government should establish an effective incentive mechanism and a quality guarantee system. Secondly, non-profitable and profit-making educational institutions should be differentiated strictly. Thirdly, policies of private education should satisfy the social objectives at a higher level. Fourthly, the government is supposed to use the policy instruments comprehensively. In many cases, economic approaches are more effective than regulatory approaches. Fifthly, an effective private educational system is made in an evolutionary way rather than designed arbitrarily. Lastly, the regulations and rules for a third party is necessary for the governance of newly emerging independent colleges.
Research on the Efficiency of China’s Fiscal Expenditure Structure under the Goal of Inclusive Green Growth

Abstract:Inclusive Green Growth is a sustainable development mode that pays attention to the coordinated growth of the economy, society, and ecology. With the intensification of the contradiction between fiscal revenue and expenditure, adopting the goal of adjusting the fiscal expenditure structure is conducive to improving the efficiency of fiscal funds. This paper establishes a theoretical model of the efficiency of the fiscal expenditure structure under the goal of Inclusive Green Growth, and on this basis, it constructs an index system of Inclusive Green Growth. Then, it applies a DEA-Malmquist model to analyze the efficiency of the fiscal expenditure structure. The results show that from 2007 to 2018, the growth rate of Inclusive Green Growth index showed a downward trend, which was mainly due to the decline in the growth rate of economic development. It rebounded after 2016, and the growth of the inclusiveness level played a major role. In time and space, the development resources tend to the unbalanced development trend of the eastern region; the average total factor productivity of the fiscal expenditure structure in space is the lowest in the east. The fiscal expenditure should be inclined to social expenditure and green expenditure, the western region should be inclined to economic expenditure, and the allocation of the expenditure structure in the central region should imitate the high-efficiency areas. In order to achieve the comprehensive development goal, this paper provides an analytical idea for the adjustment of the fiscal expenditure structure.

Abstract:Introduction: As the Chinese government places an increasing emphasis on public fitness services, there has been a concomitant growth in public demand for greater fiscal expenditure in this area. However, in light of the constrained growth in government financial resources, it is of paramount importance to allocate these resources in a rational manner in order to effectively address the public's fitness and health needs. This study aims to evaluate the efficiency of public expenditure on national fitness services across China, thereby providing valuable insights for policymakers to optimize resource allocation and improve service efficiency. Methods: The study employs a super-efficiency Data Envelopment Analysis (DEA) model, in conjunction with the Malmquist Index and Tobit regression model, to assess the efficiency of fiscal spending on fitness services in 31 Chinese provinces from 2017 to 2020. The analysis employs both static and dynamic approaches to present an objective view of the development of public fitness service levels across different regions and to empirically identify the key factors influencing fiscal spending efficiency. Results: The findings indicate substantial regional variations in the efficiency of fiscal expenditure on public fitness services. While some provinces demonstrate high efficiency in the use of public funds, others exhibit notable inefficiencies, particularly in areas with lower levels of economic development and population density. The findings underscore the existence of redundant expenditure and the varying effectiveness of resource utilization across provinces. Discussion: The study recommends that future strategies prioritize the scientific planning of fiscal inputs into public fitness services, the precise optimization of expenditure structures, the exploration of collaborative supply mechanisms, the expansion of demand-driven feedback channels, the integration of technological innovations, and the acceleration of digitalization in public fitness services.

Abstract:We can analyze and understand the systematicness of the education funding system from various angles, such as transfer payments, the market and planning, public finance and finance. Both public financial education and financial education can improve the fairness of education. However, there are large differences in the characteristics or efficiency between the two channels, such as the process, the screening criteria, allocation efficiency, incentive effects, etc. Starting the two mechanisms at the same time and establishing a strong combination can not only avoid the "failure mechanism", but also integrate and enlarge the benign mechanism effects. Because of the delayed problems of the system, the construction and improvement of the educational finance system with the debt property, especially the educational finance system with equity property make the innovation of concepts and support of policy a necessity.

Abstract:The education expenditure of China in 2000 was studied by spatial econometrics and this research shows thatthe elasticity of education expenditure on GDP、fiscal payout、urban and ruralresidents savingsis weak.When national economy develops fast,the weak elasticity limits the realization of 4%objective.So,it's more significant to think the relationshipbetween education input and output from education expenditure adequacythan just from 4%.The problem of low efficiencyof education input should be paid more attention than education input shortage.
