Comparative Study of Cultural Development of Major Countries:Assessment Framework and Empirical Analysis

Abstract:The report of the 20th National Congress of the Communist Party of China（CPC）, centering on building a socialist modern country in an all-round way, laid out the tasks and measures of building a socialist cultural power, and further clarified the goal of building a cultural power by 2035. Based on the international perspective, it is of great significance to evaluate and compare China’s national cultural development for planning the path of building a socialist cultural power. This paper formulates an assessment system of national cultural development from the “the individual, the society, and the state”, and makes a comparative analysis of the cultural development of major countries in the world. It is found thatthe cultural development of major countries in the world is characterized by diversity, and China’s cultural development is at a relatively high level, especially in terms of contribution to world civilization, social civilization order, and physical and mental health. It also shows a strong momentum in terms of ideological leadership, cultural attraction, cultural transmission, and international discourse power. However, there are still weaknesses in terms of social civilization, and citizens’ scientific and cultural literacy. In the future, it is necessary to further strengthen the population quality, expand the supply of high-quality cultural products, protect and inherit the excellent traditional Chinese culture, actively participate in international affairs and global governance, and constantly expand the influence of Chinese culture.
