Abstract:Abstract Planning for science and technology was a global phenomenon in the mid-twentieth century. A few countries drew up comprehensive five-year plans adapting from the Soviet model: China and India were two new developing countries to do so. In this paper we examine the early efforts at national planning for science and technology as seen in the Chinese twelve-year science and technology plan (1956–1967) and the five-year (1974–1979) science and technology plan of India. These are two historically distinct moments globally and two separate attempts specifically. What tie them together are the goals both sought to accomplish: of science- and technology-led industrialization and development, many times in comparison and sometimes in competition with each other. We show that these two incomplete exercises show us the complex histories of institutions and processes that confirm state-led faith in and engagement with science and technology.

Abstract:″The National Mid-term and Long-term Science and Technology Development Plan″ issued in February 2006 by the State Council provided new policy guidelines for China's science and technology development for the next 15 years.The key concepts of the plan include: ″self-led innovation,leap-frog progress in key scientific fields,well-supported sustainable development,and leading the future.″ The plan identified the primary areas of science and technology for development and set the goal of building an innovative country.The plan is a response to the rapid science and technology revolution in the global setting.It accommodates the urgent needs of science and technology development and sustainable economic growth in China.Given its magnitude and possible impact,it could be a document of profound historical significance.Since 1949,China has compiled seven science and technology development plans.The most outstanding features of this new plan include: clear emphasis on ″self-led innovation″ to be the core principle of future science and technology development policy;clear emphasis on prioritizing science and technology outputs which aim at solving major problems in national economic and social development;and clear desire in establishing a business-led science and technology innovation system.Developed countries generally treat the promotion of science and technology innovation as a national strategy.They invest in basic science researches,technology transfers,and the development of high tech industries,for the purposes of injecting new incentives for economic and social development.Since 1990s,the United States,Japan,England,Korea,and others have all worked out their new science and technology development plans and made new science and technology policies.Their policies have many similarities including: continuously raising RD investment,attentive to basic research,highly valuing strategic importance of human resources utilization,promoting technology transfer,and establishing science and technology commensurate legal environment.Learning from the experiences of these countries can greatly help further improve China's science and technology and speeding up China's process of building an innovative society.

Abstract:Medical science and technology are important as they concerns people's life. Innovation of medical science and technology is therefore significant for the development of the science and technology. This article discussed the current situation of medical science and technology in China,and analyszed its opportnities and challenges. In addition, strategies for its development during the Twelfth Five-year Plan period are proposed, namely, to develop HLS, construct the innovative systems of medical science and technology, and to promote the coordinated development of the medicine and science and technology. Abstract:The study explores the characteristics of China's independent research articles published from 1980 to 2011, based on the database of Science Citation Index Expanded. The publication outputs of seven major industrialized countries including Canada, France, Japan, Germany, Italy, the UK, and the USA were compared with China. Annual production, field performance, research emphases and trends, top articles, as well as main institutional and individual contributors by its top cited articles were analyzed. Some newly developed indicators related to words in title, author keywords, KeyWords Plus, first author, corresponding author, and Y-index were employed to provide in-depth information on topic and author contributions. Results showed that China has been closing the gap with the USA with the greatest growth, and has stood the second since 2006. Most top cited articles were published in 2000s, made up approximately seven tenths of total articles. Pronounced activities were found in chemistry and physics related categories. The core categories included multidisciplinary chemistry, physical chemistry, multidisciplinary materials science, and applied physics. Moreover, China's performance of nanotechnology and science, especially carbon nanotubes, nanoparticles, nanowires, and nanostructures showed dramatic growth. Six top articles with at least 1000 citations were examined, and were observed to concern medicine, nanotube, and adsorption. In addition, main contributing institutions and authors were also revealed and evaluated. Chinese Academy of Sciences played a dominant role, and Tsinghua University, Peking University and five universities in Hong Kong showed good scientific performance.

Abstract:Abstract China’s rising capability in science, technology and innovation to a certain extent has to do with “a grand experiment” that started 15 years ago when the Chinese government released the National Medium and Long-Term Plan for the Development of Science and Technology (2006–2020) (MLP). MLP launched the indigenous innovation strategy and set goals to turn China into an innovation-oriented country. The junction when the old MLP phased out and a new MLP (2021–2035) will soon be introduced holds greater historical and practical significance for the Chinese and international scientific communities to make sense of planning for science. This paper reviews the progress achieved in implementing the MLP, analyzes the daunting challenges facing China to become an innovation-oriented nation, discusses the implications of planning science for the Chinese and international scientific communities, and speculates on what might be included in the new MLP.
S&T Policy Evolution: A Comparison Between the United States and China (1950-Present)

Abstract:In view of the evolution of Chinese and U.S. American research policy in the past 60 years, the two countries have undergone different stages of development. The S&T policy system in the United States was gradually built up since World War II, the benefit of research freedom adding to academic interest. The intervention and support for science and technology from the government has been gradually strengthened, promoting S&T development. Since the 1990s, the U.S. government has defined the five functions of science as serving national objectives, emphasizing S&T progress to promote sustainable economic and social development, and continued innovation to maintain the U.S. American leadership position. Although the country has experienced a number of economic or financial crises, the U.S. government's investment in basic research has followed a course of rapid growth, treating basic research as a source of innovation and power. The Chinese S&T system was established upon and developed on a very weak basis after the establishment of the new Chinese republic. In the 1950s, the recovery and establishment of the S&T system almost fully emulated the Soviet model. Up to the late 1950s, With the successful implementation of the 12-year S&T development plan, the key tasks and key engineering projects drove the development of the basic disciplines and initially established the basic research system in China. The Cultural Revolution decade made Chinese S&T undertakings grind to a standstill, further widening the gap in relation to advanced global levels. With the reform and opening up in 1979, the Chinese S&T system was restored again. Especially since the 1990s, the state increasingly invested in basic research more and more significantly, and S&T development in China entered a fast track of development while basic research as the source of innovation received more attention from government and community.

Abstract:Space life science is a discipline dedicated to investigating the origin,evolution,and distri-bution of life under space environmental conditions,along with the phenomena and principles governing life.This field delves into the mechanisms of life's origin and early evolution from both theoretical and experimental perspectives,while also exploring fundamental scientific inquiries such as the habitability and forms of extraterrestrial life.With the implementation of major scientific projects such as the Chi-nese space station,the Chang'E lunar exploration program,and the Tianwen series,research on space life in China has witnessed rapid development.This paper provides an overview of the domestic and in-ternational trends in space life,identifies key areas for future development of space life science in China,optimizes disciplinary layouts,and aims to promote high-quality advancement in space life research.

Abstract:The establishment of the national science fund system has an important influence on the reform of China’s scientific research system and the development of science. As the predecessor of the National Natural Science Foundation of China（NSFC）, the Science Foundation of the Chinese Academy of Sciences（CAS）, which was implemented from 1982 to 1985, profoundly changed the traditional research system under the planned economy mode from the aspects of research funding allocation and management, research organization and project evaluation. The 4-year trial has laid the philosophical, human capital and institutional bases for the establishment of the NSFC. The year 2022 is the 40th anniversary of the Science Foundation of the CAS. It is also a key year for further promoting the systematic reform of Chinese natural science fund system in the new era. The original clarification and deep reflection of this history could provide beneficial enlightenment for the current work of science fund.

Abstract:The Chinese government has recently announced a comprehensive proposal of the 14th Five-Year Plan for the next phase of development in all sectors of Chinese society. The Plan is formulated within the context of China's long-term goal of building a moderately prosperous ('xiaokang') society by 2035. Importantly, the Plan includes detailed guidelines for the development of science and technology (S&T), with the resounding themes of innovation and reform. In particular, it clearly designated the focused research areas and goals for system reform in Chinese research institutions and related industries.
