Abstract:By applying the dynamic panel data method advocated by Arellano & Bond and the standard fixed effect method, this paper focuses on the effects of education on regional economic differentials in the standard growth regression framework. An interaction of population density and average schooling is employed to test the human capital externality hypothesis as proposed by Robert Lucas. We show that education does have a positive effect on the economic growth, and there exists some schooling externalities. Additionally, our growth regressions also show a strong conditional convergence in levels of per capita income across China's regions. The marginal return to education at steady state is about 22%. Several explanations of the results are then presented.

The empirical results show that the educational improvement of labor-force does have a significantly positive effect on the economic growth, and to a certain extent there exists schooling externalities. However, compared with physical capital, yet the differences in education are not the major cause of regional economic differentials. Additionally, our growth regressions also indicate a strong conditional convergence in levels of per capita income across China's provinces. Several explanations of the results are then presented.

Abstract:On the basis of Lucas model,this paper constructs a model consisting of human capital,population change and economic growth.Then,we use the panel data of 30 provinces,12 eastern provinces,9 middle provinces,and 9 western provinces respectively during 1997~2004 to test the theoretical model applying fixed-effect model,and find that there is a significant positive correlation between human capital or trade opening degree and economic growth,but the correlation between population growth or FDI and economic growth is ambiguous.In a sense,these results can explain the gap in regional development.In addition,the result of the model doesn't approve the standpoint that we should firstly relax the Family Planning policy in the eastern regions.

Abstract:As China’s economy moves towards a stage of high-quality development and shifts its economic development goals from GDP growth to green and sustainable growth, technological support is essential for achieving green and sustainable economic growth. Therefore, the supply of talent, as the source of innovation, is crucial. Against the backdrop of relying on innovation to drive high quality economic development, achieving the effective allocation of talent within a spatial range to maximize the release of human capital dividends and promoting the benign interaction between talent regional allocation and technological innovation is an urgent issue that needs to be addressed to achieve environmentally sustainable economic development. Based on this, this paper studies the effect of regional talent allocation on high-quality economic development, reveals the impact mechanism of regional talent allocation on high-quality economic development, and uses the panel data of 258 cities in China from 2004 to 2019 to empirically test the impact of regional talent allocation on high-quality economic development, with a view to improving regional talent allocation, releasing talent potential, and promoting the improvement of regional environmental quality and the convergence of new ideas for high-quality economic development. This research indicates the following: (1) The improvement of the talent regional allocation level can effectively promote high-quality economic development, and mechanism verification shows that talent regional allocation promotes high-quality economic development by influencing regional innovation;. (2) The heterogeneity test found that the impact of regional talent allocation on high-quality economic development indicated a law of an increasing marginal effect from east to west, while innovation drive and the interaction between regional talent allocation and innovation drive showed the strongest characteristics in the central region, followed by the west, with the weakest being in the east. In addition, both the regional allocation of talent and the innovation-driven impact on the high-quality development of the economy have a higher marginal effect in non-urban agglomeration cities than in urban agglomeration cities. (3) There is a dual threshold effect of innovation-driven regional talent allocation on the development of a high-quality economy. When the innovation drive is between 0.4898 and 10.2214, the spillover effect of innovation-driven talent flow is less than the negative impact of talent flow, which is not conducive to the development of a high-quality economic development effect of regional talent allocation. Studying the impact of regional talent allocation on high-quality economic development not only helps to supplement and improve the theory of human capital mobility, providing new explanations for high-quality economic development in the new era, but also contributes to enriching the content of modern macroeconomic theory.

Abstract:China's economic development has advanced from a high-speed to a high-quality growth stage in recent years. The optimization and upgrading the economic structure require high-quality human capital to support an innovation-driven economy. In this paper, a general equilibrium model of human capital (Xiang and Yeaple, 2018) is applied to estimate the cognitive and non-cognitive productivities based on Chinese provincial-level macro-data and individual labor's micro-data from 2008 to 2017. The weighted power mean of cognitive and non-cognitive productivities helps calculate the provincial level human capital quality index (HCQI), which provides a realistic estimate of human capital quality. We find that the improvement of the HCQI leads to convergence in economic growth in China's provinces. HCQI can help explain the differences in economic growth levels in different regions of China. Our study provides a constructive step in understanding cognitive and non-cognitive abilities and HCQI in China, which could help guide education investment policy in China and its provinces.

Abstract:At present, China’s economic growth model has gradually shifted from high-speed growth to high-quality development. Under the era of digital economy, a steady and sustainable economic development has become the main goal of the country’s development. The practice of modern economic development has shown that human resource is not only the premise of regional economic development, but also one of the important sources of regional economic growth. The coordinated development of human resource and economy is not only an inevitable requirement for high-quality development, but also the first task to assume to solve the imbalance in regional economic development. Based on the interaction mechanism of human resource development and management and regional economic development, this paper selects data from the 2021 China Statistical Yearbook, takes the 2011–2020 national population census data as samples, analyzes the current status and existing problems of human resource development and management in China’s regional economic development from three dimensions (human resource quantity, quality, and structure), as well as explores the path of human resource development and management in regional economic development, such as increasing investment and improving the quality of human resource, allocating human resource in a reasonable manner and improving the human resource structure, allocating talents in different regions in a balanced manner, coordinating the shortage and saturation of talents, etc., so as to promote a balanced development between regional economic development and human resource development and management.

Abstract:From the perspectives of regional differences in population and economic development,the paper investigates the regional change and its causes in production of rice,wheat and corn since 1978 by using spatial error model and panel data of 1978-2006 from all Chinese provinces.The empirical results show that there exists an obvious regional correlation in Chinese grain production.A production increase in a province can induce an output decline in its neighbours.Besides natural and technical factors,the regional differences in man-land relation,non-agricultural employment and labour payment have significant effects on the regional grain production in China,which applies particularly to the production of rice and wheat.With growing differences in regional development,China's grain production will be transferred to and concentrated in economically less developed areas with relatively rich arable land per capita,few opportunities for non-farming employment and lower labour remuneration.

Abstract:Based on China’s provincial panel data from 1990 to 2017 and the improved Lucas, Nelson & Phelps model, the Spatial Dubin Model is used to test the spatial effects of higher education and human capital quality. The results showed that high-level human capital, characterized by higher education and urban labor income index, indirectly promoted local economic growth through technological innovation. There was also a “local-neighborhood” synergy effect. The neighborhood effect was manifested in that it affected the economic development of neighbors by promoting technological catch-up. After considering the quality factor, both the local and neighborhood effects were enhanced. From a regional perspective, higher education in the Yangtze River Delta, where the level of economic development is relatively high, was manifested as a spatial spillover effect of technological innovation and the neighborhood effect in the northeastern Bohai Rim and the Pearl River Delta was manifested as a technological catch-up.
The Empirical Analysis of the Non-equilibrium Allocation of Regional Human Capital in China

Abstract:In accordance with to economic growth empirical model of human capital externalities,the influence of regional human capital allocation on the economic growth in China has been paralised by using modern quantitative method during 1985-2009.The results show that the contribution rate on economic growth from the regional human capital allocation ranks as: East(30.8%),Northeast(26.9%),Central(25.4%) and West(21.9%);while the marginal rate of technical substitution from human capital instead of physical capital in the eastern,central,western and north-east are respectively 0.66,0.34,0.31 and 0.62 in 2009,which shows regional human capital allocation is non-equilibrium,according to the optimal allocation criteria of regional human capital allocation.On the whole,some strategies of the optimal allocation of China′s regional human capital are proposed to promote the regional coordinate rapid economic growth.

Abstract:Nonparametric and quantitative estimation of the spatial correlations between the 31 provinces in China was made based on the data of annual per capita GDP growth rates from 1978 to 2008 by SG method which considers the effect of both time and space,overcoming the shortcoming of mere qualitative description in the past.The rationality of this method has been proven compared with sample correlation.The empirical results show that there is a long-term,significantly positive correlation between economic developments,and this trend exhibits a slight weakening characteristic after a high degree of concentration with the progression of time.It also verifies the existence of spatial heterogeneity.Finally,cluster analysis was conducted based on the SG correlations between the provinces.
Regional Disparity of Labor's Share in China: Evidence and Explanation

Abstract:Despite the “growth miracle” of recent decades, labor's share, i.e., the share of total labor compensation in GDP, has decreased in China. Labor's share is an important indicator of the primary distribution of national income, and its fall has drawn significant attention from researchers and policymakers. As China's many regions have different development levels and economic structures, it is very likely that labor's share will differ across regions. Thus, it is important to examine the regional disparity of labor's share. In this paper, we develop a conceptual framework based on existing theories to identify the factors that influence labor's share. We, then, use Chinese provincial data from 1997 to 2007 to describe the regional differentials in labor's share and its evolution over the 10-year period and to explain regional disparity in labor's share. We take into consideration spatial correlations across regions and employ spatial cross-sectional and panel models in the empirical analysis. We found that industrial composition and ownership structure were the two key factors that influence labor's share. We also found that the average labor income was lower but labor's share was higher in western areas compared to eastern areas. The higher levels of labor's share in western provinces may be explained by a higher share of agricultural industries and state-owned enterprises, as agriculture and state-owned sectors tend to distribute more income to labor than to capital.

Abstract:Regional economic transformation is inseparable from the synergy of innovation elements. Based on the panel data of 30 provincial-level regions in China from 2011 to 2019, this paper studies the independence and synergistic effect of human capital gradient and R＆D investment on regional economic transformation. The results show that: 1) In terms of the independent effect, the upgrading of human capital gradient and the increase of R＆D investment promote economic transformation in the whole and the regions with high market development, but in the regions with low market development, the upgrading of human capital gradient inhibits economic transformation, and the influence of R＆D investment on economic transformation is not obvious. 2) On the whole, the synergistic effect of the two on economic transformation is not established. In regions with high degree of market development, the synergistic effect of the two on economic transformation is established and shows the effect of ’1+1＞2’; in regions with low market development, the interaction between the two inhibits economic transformation.
On Unbalanced Regional Economic Development from the Perspective of Financial Support

Abstract:Based on the relevant economic and financial indicators data of China's seven regions during the period of 1998 to 2008, the paper constructs fixed effect variable-intercept panel data models, and analyzes the intrinsic relationship between regional financial support and regional economic development from three aspects including banking, securities and insurance industries. We find out that there is positive relationship between regional financial support and economic development. However, there is no clear relationship between the efficiency of regional financial support and economic development. Finally, the capital market does not promote significantly the economic development.
Quality adjustment and analysis of human resource prices in China: Based on a hedonic price model

Abstract:The competition in the world has shifted from natural resources and capital resources to human resources. The human resources have become the real power source of the economic growth. Firstly, the price of human resources in China is calculated. Secondly, in order to measure the human resources quality adjustment index, the indicators system is constructed. Third, the Hedonic method is used to calculate the human resources "pure price" of 31 provinces (autonomous regions and municipalities directly under the Central Government) in China. The "pure price" has no the factor of human resources quality. Lastly, comparing the price of human resources before and after quality adjustment. The results show that: first, the number of human resources in China increased continuously during 1995–2015 and decreased during 2016–2020. Second, the price of nominal human resources in China keeps rising. In 2020, the nominal price is 39,087 yuan per person which is 15.44 times as many as in 1995. Thirdly, after the quality adjustment, the price of human resources has decreased significantly. The multiple between the actual and nominal price of human resources is between 1.75 and 2.12. Fourthly, the province with high human resource quality adjustment index generally have high quality human resource level or quantity. Fifth, the top five provinces of actual human resource prices are Shanghai, Beijing, Guangdong, Tianjin, Zhejiang, the bottom five provinces are Guizhou, Yunnan, Henan, Xizang, Gansu. Finally, the paper puts forward some policy recommendations: Improving the data collection mechanism of human resources accounting to provide a basic guarantee for the accurate accounting of human resources. Improving the price of human resources in the central and western regions to attract the talents to transfer to the central and western regions. Enhancing the skills training of human resources to improve the quality of human resources in the western region.

Abstract:Using the panel data of cities at the prefecture level and above in China, based on the endogenous growth theory, this study aims to explore the influence of the cross-regional allocation of human capital on regional economic sustainable development. Least squares estimation and stepwise regression methods were adopted for an empirical test, and the results showed that (1) the cross-regional allocation of human capital can significantly promote regional economic sustainable development; (2) labor productivity, industrial structure, and regional innovation capacity play mediating roles in the relationship between the cross-regional allocation of human capital and regional economic sustainable development; (3) household registration policy plays a negative moderating role in the influence of cross-regional allocation of human capital on regional economic sustainable development; (4) after considering the potential endogenous problems and conducting additional robustness analysis, including changing the independent variable and changing the dependent variable, our main results remain robust and reliable. With the development of the economy, the cross-regional allocation of human capital plays an important role in regional economic sustainable development. Thus, in order to improve regional economic sustainable development, it is imperative for governments to promote a reform of the household registration system, to guide the rational mobility of population, and to optimize the regional allocation of human capital.

Abstract:Different from the developmental mode of western developed countries, China’s economy has changed from a stage of high-speed growth to a stage of high-quality development, where the people’s growing needs for better lives can be met, embodying this new concept of development. The aim of our study is to evaluate the high-quality development efficiency and total factor productivity (TFP) of regional economies in China, and to explore the characteristics of spatial-temporal pattern evolution and their influencing factors. By using the slacks-based measure of directional distance functions (SBM-DDF) model, based on the undesirable output perspective, the high-quality development efficiency and TFP of regional economies in China, from 2000 to 2018, are evaluated in this paper. The exploratory spatial data analysis (ESDA) and Tobit models are then used to identify the spatial-temporal correlation patterns and influencing factors of high-quality development efficiency and TFP. The key results show the following: (1) from 2001 to 2018, the greatest high-quality development efficiency and TFP belonged to China’s eastern region and the least to its central region. (2) U and inverted-U trend lines show that high-quality development efficiency has significant regional difference in the east–west direction, presenting a significant feature of spatial imbalance. (3) Government, urbanization rate, and marketization level play a positive role in their impact of TFP, whereas financial development, infrastructure, foreign direct investment, and capital labor ratio play a negative one.

Abstract:In the new stage of China's economic transformation from high-speed growth to high-quality development, scientific and technological factors have become the new driving force for the high-quality development of China's economy. Therefore, how the flow of scientific and technological factors affects the high-quality development of regional economy is worthy of in-depth discussion. Based on the panel data of 30 provinces (municipalities and districts) in China from 2006 to 2019, this paper calculates the high-quality economic development index by constructing a comprehensive index system, and empirically examines the direct effect, spatial effect and threshold effect of the flow of scientific and technological factors (including scientific and technological talent factors and scientific and technological capital factors) on high-quality regional economic development. The results show the following: (1) The flow of science and technology talents and science and technology capital is the main driving factor for the high-quality development of regional economy, and the flow of science and technology talents and science and technology capital can play a complementary role. (2) High-quality regional economic development in China presents a certain clustering phenomenon in geographical space. The flow of scientific and technological talent elements and scientific and technological capital elements can stimulate the improvement of high-quality economic development in surrounding areas through the spatial spillover effect of high-quality economic development. (3) Only when the flow of science and technology factors is matched with a higher degree of financial structure and industrial structure can the flow of science and technology factors more effectively promote the high-quality development of regional economy. (4) The higher the level of industrialization and economic development, the more obvious the impact of the flow of scientific and technological talent factors and scientific and technological capital factors on the high-quality economic development. Meanwhile, the lower the degree of marketization, the more obvious the impact of the flow of scientific and technological capital factors on the high-quality economic development.

Mechanism analysis of the impact of regional digital transformation on the employment quality in the perspective of labor force structure

Abstract:Regional digital transformation has revitalized economic development and revolutionized the employment landscape of the labor force. The study employs a dynamic panel system GMM model to investigate the direct and indirect effects of regional digital transformation on the employment quality of China's labor force using panel data from 31 mainland provinces. The findings suggest that regional digital transformation initially has a negative impact on employment quality, but that it continues to improve continuously as it progresses, showing a "U-shaped" trend. A nonlinear mediation analysis across industry, sector, and skill levels of the labor force structure uncovers a complex, bridging effect on employment quality. This study provides valuable insights for improving employment policies and promoting full employment, highlighting the dynamic interplay between regional digitization and the labor market.
