The construction of the supply framework of the public goods in Chinese rural areas — An analysis on the development perspective

Abstract:The favorable development of the supply system of the rural public goods is of great importance for the peasants' vital interests and the smooth construction of new countryside. However, the existing supply system can not meet the requirements of the rural economic development to construct hard environment, such as infrastructure, and guarantee the basic livings of rural residents. First, the article gives an overview and analysis on the rural public goods system since the foundation of new China, and analyzes the typical events from two dimensions, gross amount and structure. Second, we explore the causes of dilemma of the rural public goods supply at present on two perspectives, generality and particularity. Finally, based on the analysis above, we propose the measures to solve the problems of short supply, disorganized fiscal support system and monotonic fiscal support means. In the short term, the exiting support policy needs improving. In the middle term, the channels to support agriculture should be developed and extended. In the long term, the rural surplus labor should be transferred in a proper way, and the fiscal support system tends to be improved.
