Abstract:Aiming at the issue of imperfect index system for scientific and technological achievements evaluation,by researching the status of technological achievements assessment at home and abroad,the SMART principle has been applied to make deeply research on the principle of index system design.On this basis,this article starts with the four steps of transformation of scientific and technological achievements,combines with the level requirements of the index system,builds the architecture model of index system for scientific and technological achievements,and bases on this model,uses the expert consultation method,AHP and combines with the China's relevant laws,literature,builds a more scientific and widespread index system for scientific and technological achievements evaluation.Finally,the weight design of index system has been studied,and the Delphi method and ABC classification method has been synthetically adopted to set the weight of index,this research undoubtedly has the realistic meaning for the evaluation and tracing of scientific and technological achievements' application value.
