Abstract:Rural planning and construction carries influential natural, economic, social and cultural connotation. The problem of rural features deficiency has prevailed in current Chinese rural planning and construction practice. Based on the problems revealed in rural planning and construction process in Zhejiang Province in China, the article presented a way of recognizing different rural landscape styles, and put forward guiding ideas and spatial strategies for the planning and construction of rural features, from the perspective of ecological system, production system, and living system (namely “EPL” system). Such research might provide guidance for the current construction of Chinese rural features.

Abstract:By reviewing the evolution of rural planning system and analyzing the connotation of rural planning,the article gets a new interpretation of this concept. Based on the logic of the new connotation,it constructs a new rural planning system with double-decked model,which includes systematic dot planning and individual synthetic planning. The new system fulfils the needs all over the village in both macroscopic and microcosmic perspectives,and takes systemic and individual aspects as its criteria.Moreover,the paper constructs and elaborates the new model system via aspects of technique route and content system.

Abstract:Currently, many theoretical researches and practical pursuits have been carried out to study on New Countryside Construction macroscopically by different circles. However, few studies have been done systemically and microscopically. Exemplified by Nizhi Village, Daishan County, Zhejiang Province, this article thoroughly analyzes the New Country Construction from the perspective of System Theory and by the way of field research. And this article puts forward that the New Countryside Construction is a process being continuously applied as far as a specific village is concerned This process is not only embodied in its content specification, but also in the integration of all elements. Most importantly, the process should be a dynamic one to update the New Countryside Construction continuously.

Abstract:The goal of building a beautiful country was proposed in the 18th CPC National Congress Report,and beautiful rural construction is an important step to realize the goal.Rural construction is a huge and structure-complicated system for the quantity of its villages and towns,population and industry economics.If there are no comprehensive thinking and systematic approaches,it is hard to realize the objective of building beautiful countryside.With the help of documents collected,typological methodology,systematic theory and previous practical experience in building beautiful countryside,the authors analyze and summarize the fruits and facts from aspects of system elements,structure and function.It is pointed out that the current system of rural construction is clear.However,there are some problems in subsystems which should be paid attention to,such as relying on external assistance to regroup construction elements,short-term and stage-phased governance structure,superficial and subjective function implementation.After summarizing and studying the current theory and practice,we believe that there is an urgent need to set up a sustainable and large-scale rural area construction-related theoretical system from perspectives of disciplinary development,academic research,policy mechanism and practice evaluation.

Abstract:Different rural developmental options exist because of different national and regional contexts. Since its reform and opening-up policy, China has undergone rapid urbanization and development, and rural-urban relationships have become disjointed. China's attempts to change these circumstances are inadequate. A new movement known as "rural construction," which aims to promote or direct the social or economic development of rural areas, has been gaining momentum in recent years. This paper takes Heping village in Shanghai as a typical case of rural construction, and integrates the methods of statistics, field investigation, and personal participation into rural research. The village presents challenges related to multiple "high-tension lines," literally and figuratively. In a literal sense, physical high-tension lines are located near residents' houses; in a figurative sense, high-tension lines come from power and capital, symbolizing the predominant top-down mode of rural construction and imbalance of allocated funds in the process of rural planning; and finally, psychological high-tension lines make the residents lose their sense of belonging. The local governments often regard village construction projects as opportunities to showcase their work, failing to involve villagers in the decision-making process; movements such as beautification of the countryside lack bottom-up initiatives. However, a collaborative approach between the government and residents is ideal in rural planning and construction. The theories of rural research should be renewed under the context of the changing rural world. It is worth exploring some new methods like metaphor into rural studies.

Abstract:Rural housing planning is part of the idiographic practice in developing the urban-rural areas.From the experiences of a series of planning practice in Zhejiang province,the authors realize that rural planning and construction are austere and that correlating economic and social basics are the key factors influencing the advance and the implementation of the planning.In the course of planning,we need to look for harmony between the planning principles and the reality of the rural area and overcome the difficulties in the planning practices,including breaking the carton,harmonizing the interests among all levels and various bodies,solving the conflicts between ground policy and planning,the lack of the construction fund,and inadequate understanding on the part of the villagers and officials,etc.To overcome the difficulties in the rural areas,we have made changes in the planning concepts and,through our efforts,worked out some planning programs together with corresponding implementation strategies to improve the planning efficiency.We have accomplished the following aspects: understanding the importance of proper sequence in planning and construction;changing the primary planning conception;transferring the focus of planning and construction in the near future.In conclusion,there are many difficulties in the rural areas.We should have a good understanding of the basic facts.We must first of all earnestly follow the idea of ″developing urban-rural areas as a whole″ and formulate relevant strategies.Only by doing so can we reach our goals in the end.

Abstract:In the 1980 s, China seized an opportunity to be urbanized rapidly, and to develop centralized metropolises or towns urbanized in situ became a hotspot in governments' and experts' discussion. The Chinese Central Government's Conference on Urbanization stated that urbanization ought to provide the Chinese people with opportunities to enjoy the mountains,rivers and their cherished memories of hometowns while enhancing the urbanization level,which is not only the lesson of the prior urbanization efforts but under the New Urbanization policy governing the future urbanization. Now it is well known that China is standing at the critical point for important choices while there is no related experience for reference for this kind of reformation had never appeared worldwide. As a heavy task, due to limited time and lacking references, the reformation will inevitably face various problems, even partial failure and recession.Starting from analysis of the connotation and extension of nostalgia and problems of urbanization, this paper draws idea from related theories and typical cases of urbanization at home and abroad, and indicates that the extant rural construction model must be improved.First of all, both the research on new urbanization methods and the Government's supports should be strengthened, which is the most critical and basic condition. Secondly, a replicable multi- party cooperative governance system and mechanism should be established, including clarifying power and benefits and creating a system to provide planning and construction guidance based on multidisciplinary and professional cooperation, which is the guarantee and the key factors for implementation. Thirdly, the suburban and rural sustainable industries should be fostered, which is the main principle, connotation and method for rural construction and also vital for the realization of China's Dream.

Abstract:The purpose of this paper is to analyze the feasibility of rural housing system construction based on collective land circulation and to land expropriation, and to present some ways for integral housing system for urban and rural areas. Methods employed include documentation and comparative analysis together with field investigation. It is concluded that China is in the process of rapid urbanization and lots of its population are moving from the countryside to urban areas. They need a great number of houses, but the present conditions in cities can not meet their requirements. The improvement of rural housing system and the construction of new countryside are effective ways to promote sustainable urbanization process.

Abstract:To protect cultivated land in China, new round land use planning has absorbed the concept of gross control of urban-rural construction land. It would have a great influence on future land use. One of these influences which could be foreseen is that we can't meet the demand of land of urban-rural construction in a sole way any more, which is transforming cultivated land into construction, and it should be replaced by a balance between the old way and an improvement of land use's internal efficiency. There is no doubt that rural residential land is the most potential, so the distribution change of rural resident land will be implemented in a large scale. There are two modes of the distribution change of rural resident land the writers will discuss, and they are distribution change in original villages, moving to center villages. After distribution change, we have to face another problem which is how we can deposit the old houses on original location. There are three ways, such as continuing using or demolishing it to turn back to cultivated land or leaving it lying waste. At last, the author develops a new mode named exploiting one place after another to integrate distribution change and disposition manners of old houses on original location. Government should weigh the advantages and disadvantages, then go after advantages and avoid disadvantages, and guide the owners to make proper choice, and then provide financial support and policy supply, so as to guide the rural resident land distribution change to an ideal circumstance which is more efficient and fair.

The Rural Space Construction Strategy Based on the “Transformation-Demand” Model of the Homestead System

Abstract:: The paper proposes a “transformation-demand” model of institutional reform in accordance with the industrialization and urbanization process, starting from the policy contents of China's rural homestead system in different periods. In order to solve the problems in rural development and construction, the national Opinions of the State Council of the Central Committee of the Communist Party of China on the Implementation of Rural Revitalization Strategy put forward the policy of dividing the three rights of homesteads, opening up the right to use homesteads to allow outside capital to legally enter rural investment and construction, and fully revitalizing rural land resources and related industries. How to balance the power of government, village collectives and capital to achieve win-win situation and promote the integrated development of urban and rural areas will be an important issue in future rural development. Combining the content of policy reform and pilot projects in different parts of China, the thesis finally proposes the rural space construction strategy of integrating land resources to revitalize idle land, introducing social capital to upgrade industrial forms, improving social security to improve public space, and balancing ecological environment to preserve rural style.
