Abstract:The thought of constitutional monarchy in the late Qing Dynasty is an important component of political thoughts in Modern China.Its origin can be traced back to the advocacy of ″managing the nation by both the emperor and the people″ that reformists proposed in the early stage of Westernization Movement during the 1870s and 1880s.However,this advocacy,due to lack of the basic features of a modern constitutional country,was only an initial form of the thought of constitutional monarchy in modern times.During and after the Reform Movement of 1898,the growth of the thought of constitutional monarchy was spurred to form the fundamental contents of bourgeois constitutional state on a preliminary basis.″Constitutionalists″ newly emerging in the early 20th century proposed an idea of ″national-constitutional regime″,pushing forward the thought of constitutional monarchy in the late Qing Dynasty from the dual monarchy to the most advanced form of parliamentary constitutional monarchy.China's democratic politics also took the first step toward democracy from the feudal autocracy.The progressive development of the thought of constitutional monarchy in the late Qing Dynasty,from one side,reflected the social change in China and the change of the mentality of intellectuals living in internal and external troubles.Viewed from the perspective of constitutional monarchy or a democratic republic,both systems are one and the same in transforming feudal autocracy into a capitalist system.This is why we should recognize the active role played by the thought of constitutional monarchy at that time.
