Abstract:Agricultural insurance has acquired more and more attention from both theoretical researchers and policy-makers since 2004.Agricultural insurance is now policy-oriented and subsidized.However,the authors found that the theoretical analysis of policy-oriented agricultural insurance was not close.There are three questions in the traditional analysis.Firstly,will agricultural insurance shift the supply curve toward southeast greatly when low coverage is provided in China? Secondly,can the welfare changes of supply curve shift be explained by the externality,and can subsidy on agricultural insurance be deduced by the nature of the quasi-public goods? Thirdly,is the consumer surplus method fit in analyzing Chinese agricultural insurance welfare issues?It is pointed out that traditional analysis has a strong hypothesis that agricultural insurance will affect farmers' production decision.But,the author's former empirical studies have not revealed that agricultural insurance has strikingly affected the production on the condition of low coverage.The traditional hypothesis is not suitable to reality.Hence,there is a defect of the consumer surplus method in analyzing the agricultural insurance welfare and the traditional method is not fit for analyzing the agricultural insurance welfare issues when it neglects the risk attitude of the farmers.By a review of the theoretical study of externality and quasi-public goods nature,the researchers analyzed the agricultural insurance effects on social welfare on two levels.The first level is how agricultural insurance affects agriculture,and the second is how agriculture affects the society.We pinpointed that externality and quasi-public goods nature of agricultural insurance cannot be the theoretical base for policy-oriented agricultural insurance.We introduced a utility maximization theory to analyze the social welfare effects of agricultural insurance on two conditions,whether agricultural insurance shifts the production curve or not.We improved the theoretical analysis method by building up a mathematical model.Agricultural insurance is an important tool in spreading the agricultural risk and the goals of policy-oriented agricultural insurance should be put on equity more than efficiency.Although there is agricultural insurance experiment aiming at the stabilization of farmers' income and enhancement of their welfare due to the finance capability of different counties,we think that it will be more feasible for low coverage,low premium experiment in most of the regions in China.

Abstract:A comparative study on the effects of crop insurance and direct grain-growing subsidy on farmers' welfare was made through a questionnaire.The results showed that the effects of crop insurance and direct grain-growing subsidy were different,and adopting direct grain-growing subsidy could have a better effect on raising the welfare of farmers in a less natural risk area.The rural insurance can be adopted to bring crop insurance into the rural social security system so that it will be better to deal with the risk and problems that face farmers.
Subsidy policies on fallow of cultivated land in selected countries and regions and their enlightenment to China

Abstract:In order to ensure the successful smooth implementation of cultivated land fallow project and long-term preservation of its effectiveness, China has been developing reasonable subsidy policy of cultivated land fallow in recent years. Excessive agricultural intensification and chemical agricultural production has caused a series of problems in China, such as soil productivity deterioration pressure, soil pollution, soil degradation etc.. These problems restrict the farmland sustainable use and agricultural sustainable development. At the same time, the overall supply of China's grain is relatively abundant, and there is a phenomenon of price inversion in the international grain market. Farmland fallow refers to the measures taken by land owners or users to replace crops or not to farm in a certain period for the purpose of improving farming efficiency and promote sustainable use of land. It is important to select some area as a pilot area in China, and implement cultivated land fallow project, because this not only can maintain the sustainable development, the restoration of soil fertility, and improve the quality of cultivated land, but also can balance the grain supply and demand contradiction to ensure food security and stable income of farmers. In this article, we selected the United States, Japan, the European Union, China Taiwan and other countries and regions as the study areas. It is mainly because these areas have many years of experience in fallow practice, and have developed the policy of subsidy to the farmers. The agricultural development in the United States and the European Union have a large scale farm, which is characterized by large scale of operation, high degree of mechanization and professional farmers. But the characteristics of farm in Japan and China are small both in size and economic scale, which is known for low mechanization, high specialization of agricultural management, and scattered farmers. In this paper, we reviewed the literature and used comparative analysis and induction to analyze the practice of fallow subsidy in these countries and regions, then summarized the purpose of the fallow subsidy, the model of implementation, the form of subsidies (the basis of subsidy and the fund of subsidy). In addition, China has practiced a pilot project in fallow of cultivating arable land for one year. During that time, there are a few areas in fallowing, they are mainly in the areas of groundwater funnel, heavy metal pollution, serious ecological degradation, continuous cropping and other ecological environment. Overall, the cultivated land fallow system pilot area has achieved good results, food production capacity has improved, ecological environment has also been improved. However, since the fallow system in China is only in the exploratory stage, the implementation of the fallow subsidy policy may also have many potential problems, including the insufficient motivation of compensation subject, the lack of flexibility in the subsidy standard, the single source of subsidy funds and the weakness of subsidy systems. Finally, in view of these problems in the subsidy policy of cultivated land fallow in China, in this paper, we put forward some suggestions on how to improve the subsidy policy in the future, those include developing dynamic goals, maximizing the subsidy benefit, making different types of subsidy, and diversifying the source of funds. According to the principle of differentiation and diversification, we also attempted to construct the conceived framework of China's fallow subsidy policy in order to provide reference for the establishment of the subsidy policy framework of cultivated land fallowing in China.

Abstract:In the context of "supply side reform",with DDGS as the main research object,also concerned about corn and soybean meal,starting from domestic market supply and foreign import market,this paper attempts to summarize the recent development of feed grain,and make the relevant forecast on these market conditions.The study found that DDGS had a great fluctuation and a large decline in the number of imports in the near future;the overall imports were still concentrated in the traditional North American market,but the future is likely to turn to Russia;the judgement for "AntiDumping and Countervailing" led to higher import costs;domestic demand for DDGS was not enough.The corn-related research found that abolishment of "temporary storage policy" resulted in corn imports decline,while domestic corn is expected to a higher future price.The soybean meal-related study found that the feed grain market for soybean meal demand steadily increased,and the effect of replacement of soybean meal to DDGS is obvious.The future development of China's feed grain market needs to take into account the domestic and foreign aspects of the industry to promote the healthy development of the two markets,specifically,with the help of the international market,reducing the supply pressure on feed for grain to rations to ensure the food security;in the domestic market,stimulating domestic consumption to speed up the food market circulation,ensuring food production and the enthusiasm of production for farmers.
Simulating study on the performance of grain subsidy policies based on a household model

Abstract:Based on household survey data from Tangxi Village in Anhui Province,a household model was constructed in this paper,using mathematical programming method and different policy scenarios were designed including intensity of grain subsidies,prices of agricultural input factors,prices of agricultural produce and the scale of land management to simulate the effect of grain subsidy policies on farmers' grain production and family income under different scenarios.The results show that the performance of grain subsidy policies has a positive relationship with the change of agricultural produce prices,but has an inverse relationship with the change of agricultural input prices,and the negative effect of increasing grain production costs significantly exceeds the incentive effect of grain subsidy policies.Expanding the scale of land management helps enhance the multiplier effects of grain subsidy policies on increasing farmers' grain production and family income.Suggestions are proposed including improving the standard of grain subsidies,speeding up rural land tranfer to promote grain large-scale producing,and regulating the market of means of agricultural production to gradually establish the linkage mechanism of grain subsidies and agricultural produce prices,especially prices of agricultural input factors.

Abstract:China's grain supply-demand variation affects its domestic grain security,and obviously interacts with the world food market.Given the population,economy and resources in the future,it is necessary to take some new scenarios into account to underline the tendency of China's grain supply and demand under globalization.The results show that:the appreciation of RMB stimulates global grain production and trade,while it has some negative impacts on China's corn and beans;global biofuel development widens the gap between global grain supply and demand,and the change of world grain pattern may make a shift on China's international grain resources;the effect of China's grain subsidies on grain production increase is significant in the long run,but the acute structure imbalance continues in grain market.It is essential to improve grain market mechanism,adjust domestic grain supply-demand structure,and exploit international grain market toattain Chinese grain equilibrium.

Abstract:It has been seven years since the implementation of the grain support and procurement policies,which have played an effective role in stabilizing grain prices and protecting farmers' grain-growing earnings,and even exceeded the expectations of the planned policies.In face of the new changes in grain supply and demand,the current grain support and procurement policies have revealed increasingly negative effects.Therefore,we need to improve the detailing of measures regarding pricing,credit management,government subsidy,procurement regulations,etc.Simultaneously,we should also insist on the market orientation of grain support policy,gradually explore and establish a policy based on direct deficiency subsidies.

Abstract:Recently,a series of policies,such as improved variety subsidy of seed,direct grain-growing subsidy,the subsidy for purchasing farm implement,has been carried out according to new situation of production and marketing.These measures manoeuvre adequately the enthusiasm of farmers for growing.However,series of problems exit in the implementation of the policies.Based on the connotation of agricultural subsidy and the studies of other experts,the paper analyzes the application and the results of the agricultural subsidy policies in the main developed and developing countries.The experience and lessons from those countries serve a good reference for our country.Besides these,the paper establishes a theory economic model called Cobb-Douglas for qualitative analysis of agricultural subsidy policies in Jiangxi.At last,based on all of these,the paper proposes the goal of our country agriculture subsidy policy,and discusses the strategic of agriculture subsidy policy system.

Abstract:Concerned about national food self-sufficiency and rural household incomes, in 2004 China decided to reverse its longstanding policy of taxing farm households and instead began to provide them with subsidies. Since 2004, annual announcements have trumpeted rises in subsidies. Despite the historic turnaround of policy and likely implication of this subsidy policy to China’s food economy, there has been little household level survey-based research that has sought to understand the nature of China’s subsidy programs from the viewpoint of the farmer. Using data from two sets of household-based surveys (covering tens of thousands of households and most major producing provinces) and survey data from government, in this paper we examine the subsidies that are directly given to farmers, one of the newest and relatively high profiles components of China’s subsidy programs. We focus on China’s grain, input, seed, and machinery subsidy programs. According to the survey-based findings, we show that although agricultural subsidies per farm are low, on a per hectare basis the rate of subsidies is high. Almost all producers are receiving them. Subsidies are mostly being given to the land contractor, not the tiller. Most of grain, input and seed subsidies are non-distorting, but machinery subsidy is based on farmers’ actual purchase of machineries.

Abstract:The paper initially establishes theoretical model on output effect of various grain intervention pol- icies under both finite and infinite purchasing circumstances,followed by the conclusion that whether subsidy policy and grain price under both circumstances would increase surplus yield counts on realistic authenticity of the assumption that peasants conduct grain production con- strained by the income limits,in addition,purchasing quantity under finite purchasing system ex- erts dual influence,positive as well as negative.Then we conduct empirical test about the above conclusion based on Chinese grain data since reform and opening-up,which supports that little contribution to the increase of surplus yield from subsidy policy,combined with relatively signifi- cant effect of grain price on nationwide average reveals no income constraint,furthermore,both the dual effects of purchasing quantity under finite purchasing system almost counteract with each other which means it just to affect total yield,not issuing in diffusing effect.

Abstract:Grain subsidy policy is an important means of ensuring food security, but there are still two contrary opinions about whether grain subsidy can enhance farmers' grain output. The primary difference is whether or not grain subsidy can be used to mitigate farmers' financing difficulties and then enhance input in grain production. In this study, the grain orders financing mode is introduced to reveal the mechanisms that transform the subsidy into investment in grain production. First, through a case study of this mode, research hypotheses were proposed to illustrate the impact on farmers' grain output in terms of the mode and its mechanisms. Secondly, 82x2 sample data was obtained from field experiments in rural China to test the hypotheses. The results demonstrate that the grain orders financing mode has positive effects on grain production by raising farmers' investment demand. They also show that the non-market mechanisms formed by peer selection, peer monitoring and social restriction in grain orders financing are the key factors to enhance grain output, which can mitigate credit rationing and transform grain subsidy into farmers' investment in grain production. This paper contributes to the limited knowledge about how to use grain subsidy to mitigate farmers'credit rationing and enhance grain production. The experiment results demonstrate that it is important for the government to support farmers to attend the industry organizations and establish long term transaction relationships with leading enterprises, on which basis non-market mechanisms can be established.

Abstract:Beijing began the implementation of grain direct subsidy policy since 2004,which had the promoting effects on the city's agricultural production and farmers’ enthusiasm in plant. On the basis of field research, combined with the Beijing Municipal Statistical Year book and the relevant documents or data, this paper summarized the grain subsidy policy’s process of development and changes in Beijing; and analyzed the initial success during the implementation brought by the policy, on the one hand,it helped improve the net income of farmers, thereby enhancing the farmers’ enthusiasm in grain production, on the other hand,grain subsidy policy had an important impact on the city's grain planting area and grain yield. At the same time, it pointed out that the current policy still had some problems, such as standard instability, unspecific contents, and small-scale agricultural production limited the effect of policy implementation. To solve these problems, this paper proposed to insist on the implementation of reasonable, stable and specific grain subsidy policy, strengthen the supervision of management procedures, establish a reasonable standard of grain scale operation, and increase the subsidy intensity on scale production and so on.

Abstract:On the background of extensive government interventions in grain markets and the direct payment schemes of subsidy policies, the subsidy policies may hardly show negative impacts on grain prices through increasing grain supply. In this study, we investigate the relationship between China's agricultural subsidy policies and market prices for grain and construct autoregressive distributed lag (ARDL) models to evaluate the impacts of agricultural subsidies on grain prices. The estimated results indicate that the subsidy variable is highly significant in the grain price model for each grain type, while the general impacts of subsidies are positive. This suggests that agricultural subsidy policies contribute to increases in market prices for grain. Statistically, the overall elasticities of subsidies to the prices of rice, wheat, and corn are 0.077, 0.094, and 0.180, respectively. Both the theoretical and empirical analyses suggest that these subsidies show positive rather than negative impacts on grain market prices under the current situations in China.

Abstract:Based on data from a household survey in Anhui Province,this paper constructed a household planning model to simulate promotion effect of production and income of food subsidies under different scenarios.Model results show that the promotion effect of food subsidies to farmers increases as the subsidy standards,agricultural produce price and the scale of land management grows and decreases significantly as the input factor costs rise,and that the negative impact of factor input costs increase faster than the positive effect of food subsidies.It proposed that rural land transfer should be quickened,food subsidies standard improved,and the mode of food subsidy operation changed in order to establish,step by step,a mechanism that coordinates agricultural food prices,especially the input factor's price.

Abstract:Conservation Reserve Program(CRP) in United States is similar to Grain for Green Project in China. With the field survey data, this paper discussed different policy scenarios when the subsidy of Grain for Green Project was expired and compared with CRP. It is concluded that learning from policies of CRP at the same stage is helpful for Grain for Green Project to achieve policy goals more effectively and avoid the situation of returning reforested land to crop production and returning to poverty. It further identify 3 policy recommendations, chose the land being covered more carefully, continuing provide subsidies, and to establish management information system.

Abstract:Concerned about national grain self-sufficiency and rural household incomes, in 2004 China announced that it was planning to reverse its longstanding policy of taxing farm households and instead began to provide them with subsidies. Over the past five years, annual announcements have trumpeted rises in subsidies. Surprisingly, despite the historic turnaround of policy and the likely implication of this subsidy policy to China's grain economy, there has been no household-level survey-based research that has sought to understand the effect of China's subsidy programme on household behaviour. Using data from a national survey of more than 1000 households, we examine in detail a number of different dimensions of the subsidy programme. According to the survey-based findings, we have shown that although agricultural subsidies per farm are low, on per unit of cultivated area basis or total amount of budget, the subsidies are high. Almost all producers are receiving them. Subsidies are mostly being given to the land contractor, not the tiller. Most importantly, the subsidies appear to be nondistorting. No matter if we look at descriptive statistics in tables, scatter plots or regression analyses, there is no evidence that grain subsidies are distorting producer decisions in terms of grain area or input use decisions.

Economic Insights – Trends and Challenges

Abstract:As the most direct way to guide and support the transformation and upgrading of grain enterprises, government subsidies have an important orientation for the transformation and development of Chinese grain enterprises and the improvement of new quality productivity. Based on the data of 136 grain listed companies and NEEQ listed companies from 2015 to 2022, this paper empirically tests the impact of government subsidies on the new productivity of grain enterprises and its transmission mechanism. The research results show that government subsidies have significantly improved the new productivity of grain enterprises. The analysis of the mechanism of action finds that government subsidies have promoted the improvement of new productivity of enterprises by optimizing the structure of human capital and improving the absorptive capacity of enterprises. Further research shows that the higher the degree of product market competition, the lower the tax burden of enterprises, and the government subsidy exceeds the threshold value of 8.9685, the greater the effect of government subsidy on the improvement of new quality productivity of enterprises. The economic consequence test shows that government subsidies can promote the new productivity of grain enterprises and effectively improve the total factor productivity of enterprises. The research in this paper provides relevant enlightenment for the Chinese government to strengthen project planning, strengthen resource coordination, and implement scientific and accurate policies in the new round of fiscal and taxation system reform.
