Abstract:Japan's discharge of radiation-contaminated water into Pacific Ocean has drawn close attention of international community. Japan's action not only has violated the obligations owed to international community as a whole, but also obligations under United Nations Convention on Law of Sea, Convention on Prevention of Marine Pollution by Dumping of Wastes and Other Matter, and Convention on Early Notification of a Nuclear Accident. Japan has no right to invoke escape clause of Convention on Prevention of Marine Pollution by Dumping of Wastes and Other Matter for its non-conformity with immunity clause of London Waste Dumping Convention.
