Dual-Equilibrium Analysis of Global Climate Change Adaptation

Abstract:Limited success of Doha conference reflects the biggest challenge with the agenda of global climate change adaptation since 1988.The main reason behind the current negotiation comes from the cost-effective equilibrium,based on which each country makes the decision.The participation extent decided by the carbon emission coverage rate becomes the crucial factor affecting the global agenda of climate change adaptation.The author proves that there exists a dual-equilibrium model within the process of global climate change adaptation through cost-benefit balance theory.Moreover,the current situation is proved to belong to the first equilibrium,which owns relative lower economic outcome in terms of GDP.Apparently during the process of global climate change adaptation,another equilibrium would exist definitely with higher economic outcome.The main obstacle to the international community is how to locate the tipping point,which could push the equilibrium moving from lower level to higher lever in terms of economic outcome,that is,how to promote the participation of carbon reduction worldwide.
