Obstacles and Countermeasures for Jiangsu to Progress from Leadership in Realizing All-round Moderately Prosperous Society to Leadership in Realizing Basic Modernization

Abstract:Since the beginning of the 21st century,Jiangsu province has achieved the first "leadership" in China to achieve the goal of building moderately prosperous society,thus has the basic condition to achieve the "second leadership".Meanwhile,there also exists the structural imbalances and conflicts that impede the realization of basic modernization.This is reflected in a variety of aspects,such as relations between total volume and structure,domestic demand and external demand,urban-rural and North-South dual structures,rural industrialization and lagging agricultural production,demographic surplus and human capital,income and distribution,and so on.In this regard,Jiangsu must implement a comprehensive innovation strategy,establish the concept of comprehensive modernization,and manage well the relationship between Jiangsu and the rest of the country.It should take advantage of the Yangtze River Delta location,develop modern agriculture,transform government functions,and realize modernization of livelihood.
