Abstract:There are three levels for appraising the education finance. The first one is per capita public expenditures on education;the second one is the ratio of per capita public expenditures on education to per capita GDP,which takes economic development into account; the final one is econometric model,which is specified to contain economic development,the living standard of residents,scientific and technical innovation ability and the industrial structure. Comparing education finance in China's major cities with that in developed regions and cities in the world based on the actual situation and target through the three levels,we will find the public expenditures on education of China's major cities are apparently lagged behind those in North America and Europe and,meanwhile,the same index in each of those China's major cities varies sharply. Comparing the results of the three levels calculation,the third one is more comprehensive and persuasive,the result of which shows that Beijing government's efforts on financing basic education are approaching the international major cities' level.
Exploring the Schemes for Green Climate Fund Financing: International Lessons

Abstract:As a key issue in recent international climate summits, the Green Climate Fund (GCF) is confronted with the problem of insufficient financing. This paper intends to explore several schemes for raising the public finance of the GCF among developed countries. Lessons from three main ongoing international financing mechanisms have been drawn, including the United Nations (UN) membership dues, Official Development Assistance (ODA), and the Global Environment Facility (GEF). The indexes that reflect historical emission responsibility (HR) and ability to pay (AP) are also used to share the burden. Results reveal that the ongoing international financing mechanisms vary in their burden sharing results and the shares of existing donors are driven by highly complex reasons. Weighting the HR, UN, and GEF approaches with the Preference Score Compromises (PSC) method could yield a compromise scheme in which the regional contributions are highly similar to those under the GCF initial resource mobilization from 2015 to 2018. GCF financing heavily depends on contributions from the developed countries even if the donor parties are extended to emerging economics. This paper also finds that the decision of the United States to withdraw from climate finance will significantly increase the burden for other donors, particularly for the European Union the contribution share of which is predicted to increase to nearly 14 percentage points. The schemes proposed in this study can provide a useful reference for GCF financing. (C) 2017 Elsevier Ltd. All rights reserved.
Overcome the Collective Action Problems in Providing International Public Goods

Abstract:The existing research on international cooperation pays little attention to the particular characteristics of international public goods and the barriers in international cooperation incurred by their non-rivalry and non-excludability.This paper tries to answer the question:why inter-state cooperation in providing international public goods is an everyday phenomenon despite the formidable difficulties suggested by the conventional wisdom.By building a set of games that modifies the ideal model that assumes complete non-rivalry and non-excludability and strict utility independence,the result shows that most international public goods are impure or incomplete,which presents opportunities for overcoming the collective action problems.Accordingly,the path of international cooperation distinguishes itself with unbalance and cascade;that is,cooperation normally experiences a gradual and dynamic transition from cooperation within a small and exclusive club of countries to more inclusive and larger-scale collective actions,and from cooperation among relatively homogenous states to countries with more heterogeneous interests and cost-benefit calculations.The analytical framework is applied to international cooperation on energy security.

Abstract:Purpose - The purpose of this paper is to design several methods for enforcing developed countries' responsibilities under the Green Climate Fund (GCF). The GCF has been one of the core subjects of the world climate summits held under the United Nations Framework Convention on Climate Change. However, the development of the GCF has not progressed smoothly, and many concerns remain unresolved.Design/methodology/approach - This paper illustrates three approaches for financing the GCF that vary in terms of the relative weights accorded to environmental responsibility and economic capacity. These three methods include the historical responsibility (HR) principle, the ability to pay (AP) principle and the preference score compromises (PSC) approach (which is a combination of the HR and the AP principles).Findings - The empirical analysis demonstrates that the USA is the largest contributor to the GCF under the HR principle due to the volume of its historical emissions, whereas the European Union bears the greatest financial responsibility under the AP principle, based on its gross domestic product. Under the PSC approach, the European Union and the USA each undertakes a financial burden that approximates 40 per cent of the total financing for the GCF. These nations are followed by Japan, which has a share of almost 9 per cent.Originality/value - This study is the first attempt to introduce the PSC concept into discussions regarding GCF financing. A scheme of burden sharing that combines environmental responsibility and economic capacity factors is developed and introduced. The respective weights assigned to the two factors are determined based on the Borda rule in voting theory, which avoids the arbitrary allocation of weights between the HR and the AP. These findings will be useful for mobilising the GCF in the Post-Kyoto era.

Co-financing in the Green Climate Fund: Lessons from the Global Environment Facility

Abstract:ABSTRACT Thus far, efforts of the Green Climate Fund (GCF) to mobilize finance have failed to meet the needs of developing countries for addressing climate change. How the GCF’s limited funds could be used to leverage additional financial resources has therefore become a key challenge. This study investigates whether the experience of the Global Environment Facility (GEF), especially with co-financing, could offer useful lessons. It analyzes 4,574 projects implemented by the GEF and investigates how leverage has been used to acquire greater international environmental assistance. We find that the co-financing ratio of GEF grants increased from 3.95–7.69 during 1991–2018, and climate change projects show the strongest leverage potential. We also find that the GEF generates different co-financing effects on different receipts, being higher in emerging economies and lower in low-income countries. These lessons are applied to GCF fundraising to determine which of four different funding allocation mechanisms could achieve the maximum co-financing effect. If the GCF follows the GEF leverage ratio, then the co-financing achieved by the proposed Carbon Reduction Contribution Principle (CC) allocation mechanism is the highest, while that of the Adaptation Needs Principle (AN) is the lowest. Although emerging economies are generally richer than other developing countries, excluding emerging economies from the GCF is not a wise option as it not only inhibits co-financing, but also weakens the climate mitigation purpose of the GCF. Key policy insights Emerging economies are able to leverage more co-financing than lower income countries. The GCF should therefore reserve partial grants for emerging economies to enhance total co-financing. To balance the allocation of funds among recipients, the GCF should set different co-financing standards for different developing countries, with emerging economies required to secure more co-financing than lower income countries. Regional co-financing ratios of the GEF for climate change purposes can be used as a reference. Co-financing will make climate mitigation more attractive than climate adaptation. The GCF should therefore balance the three targets of co-financing, climate mitigation and climate adaptation together to achieve a more equitable and effective use of the fund.

Abstract:There are rare foreign scholars researching the financing problem of environmental industry until the mid-90's of 20th century, before that time, popular was the traditional theory of public goods which were funded by governmental finance, while some quasi-public goods may be invested by private capital. With the increasing spread and expansion of financial crisis in western countries during mid-90's of 20th century, there was an re-thinking of financial development model, thus environmental finance with "green", cross-cutting and new features come into being. At present, research on the environmental finance at home and abroad has just started and the subject system has not yet formed, it is needed for long-term and unremitting efforts to be gradually improved.

Abstract:Based on a dynamic debt model under limited commitment,this paper studies the role of public investment in private production and negative impacts upon resource allocation from Local Governmental Financing Platforms(LGFPs) debts,leading to a theory of proper quantity of LGFPs debts in China's context.Strong incentives of LGFPs to issue debts,reflected by massive scale of LGFPs'debt in China,can be explained by performance incentives of local government officials.In the long term,local govenunent ought to reduce reliance upon LGFPs debts and to promote substantial roles of private investment and market in allocating resources.

Abstract:This paper presents a game theoretic approach to analyze the public goods (PGs) allocation in peer-to-peer (p2p) networks. In order to reduce the free-riders and promote the cooperation among peers, we propose an incentive mechanism with cooperationbased game theory. In this paper, we regarded the contributed resources by cooperators as public goods (PGs). We also build the PGs allocation in P2P networks to be the optimization problem, and the optimal solution of PGs allocation satisfies the Bowen-Lindahl-Samuelson equilibrium. Firstly, based on the subscriber mechanism, we analyze the feasibility and prove the validity, which can achieve Nash equilibrium. However, this strategy cannot meet to Bowen-Lindahl-Samuelson equilibrium as the free-riders do not pay with their private goods for consuming the PGs. Secondly, based on the Walker mechanism, we analyze the feasibility and prove the validity for the same allocation problem, which meets to Bowen-Lindahl-Samuelson equilibrium and achieves Pareto efficiency within cooperative game. Simulations show that the proposed walker mechanism can significantly improve the network performance of throughout, and effectively alleviate free-riding problem in P2P networks.

Abstract:Globalization facilitates our communication with each other, while it magnifies problems such as overharvesting of natural resources and human-induced climate change. Thus people all over the world are involved in a global social dilemma which calls for worldwide cooperation to reduce the risks of these extreme events and disasters. A collective target (threshold) is required to prevent such events. Everyone may lose their wealth once their total individual contributions fail to reach the threshold. To this end, we establish a model of threshold public goods games in a group-structured population and investigate its evolutionary process. We study multilevel public goods games with defectors, local cooperators, and global cooperators and are primarily concerned with how the global cooperative behavior evolves. We find that, compared with the standard public goods games, the strategy of global cooperation accounts for a bigger proportion in the stationary distribution of threshold public goods games. On the other hand, the fixation time of the global cooperation strategy is greatly shortened with increase of the probability of disaster striking. Therefore, global risks induced by the threshold can effectively promote global cooperation in environmental investment and the reduction of greenhouse gas emissions.

Abstract:The adoption of the Sustainable Development Goals has rejuvenated an old debate: Can foreign aid be used to finance global public goods (GPGs)? There are those who see aid exclusively as a source of development funding for poor countries. And there are others who are open to answering the question in the affirmative. I put forward five arguments why the latter position is reasonable. Firstly, the formal definition of official development assistance (ODA) cannot be said to exclude its use in financing GPGs as these goods by definition benefit developing countries. Secondly, the amount of ODA provided has never been the gold standard of rich country effort envisaged by some. In particular, the level is boosted by the self‐interests of donors. Thirdly, there is ample precedent for following the benefit principle when it comes to multilateral organisations, which are often seen as GPGs. Fourthly, distinguishing between national public goods and GPGs is not always straightforward as the former are in many cases inputs into the production of the latter, and in such cases, the dividing line between 'traditional aid' and 'funding for GPGs' is blurred. Finally, it is not obvious in practice that aid as country finance always generates greater welfare gains for developing countries than the provision of GPGs. In sum, being overly normative with respect to what ODA is distracts us from the real problem, namely, that collective action problems result in too little spending on all international public goods, including poverty alleviation in poor countries.

Abstract:Since the late 1970s, the question of how to balance national and global interests has been one of the important considerations in China's grand strategy. Since 2012, China's top leaders have argued that China should provide international public goods (IPGs) and pay more attention to public diplomacy as a new model of big power diplomacy. Nevertheless, based on an examination of the recent literature, this article finds that most of the discussions highlight China's responsibility to provide IPGs rather than the motivations behind it. To obtain an accurate understanding of the real strategic motivations behind China's IPG public diplomacy, a necessary methodological innovation from normative to empirical studies should be undertaken. Drawing on case studies relevant to the topic, this article concludes that power advantage, institutional, and social ecological factors play determinative roles in understanding the motivations behind China's new IPG public diplomacy. Further, IPGs are regarded as core to China's new public diplomacy for global leadership in the foreseeable future. Within the context of emerging antiglobalization movements around the world, China's public diplomacy for IPGs aims to drive the nation further along the track of global leadership alongside the United States.

Abstract:Since there is little progress being made in multinational climate discussions, climate finance is at a crossroads as lenders must come up with new plans for the "Future of Environment Funds." The mission of effectively and efficiently distributing money to support the shift to low-carbon, climate-resilient economies has been given to climate finance organizations. Due to its purpose to contribute to a paradigm shift, the Green Climate Fund (GCF) is anticipated to help the most vulnerable populations adapt to and mitigate climate change. This research alters the premise of the Baumol and Oates public externality model to make it more appropriate for global climate governance analysis. This research then deduces the special pricing conditions to persuade the market to comply with Pareto optimality criteria by contrasting the Pareto optimality model of global climate governance and the market equilibrium model. The rules and potential approaches that must be followed for raising capital and allocating GCFs are then determined by taking into account global Pareto optimality and fiscal balance. The study finds that when each country assumes that the GCF aims to achieve Pareto optimality in climate governance globally and its own fiscal balance, the equilibrium results of the international climate game will not achieve both the financial balance of the GCF and global Pareto optimality simultaneously. The GCF may successfully finance non-bankable components of bigger "almost bankable projects," according to our empirical analysis of the GCF portfolio structure and strategy in this research. This lends credence to an alternative interpretation of the GCF.

Abstract:Article 7 of the Paris Agreement recognizes that adaptation is a 'global challenge faced by all with local, regional and international dimensions.' It further establishes the 'global goal on adaptation focusing on enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change, with a view to contributing to sustainable development.' However, the lack of international cooperation between the global north and global south challenge the formulation and implementation of climate change adaptation strategies. This paper brings in the concept of global public goods (GPGs) to the lexicon of climate adaptation and highlights that adverse impacts of climate change such as climate-induced global migration are global public bad. Hence, the measures taken to respond to such impacts, which consequently enhance the resilience of affected countries, make them more adaptive to those adverse impacts, and deliver common values of universal character, should be construed as the global public good. The paper argues that that the idea of GPGs with its universality offers a normative and practical foundation for understanding, addressing, and strengthening the international community's climate adaptation actions and cooperation.

Abstract:Greenwashing behaviors (GWBs) in green finance products (GFPs) by enterprises seriously hinder the realization of environmental protection goals. However, methods for effectively regulating GWBs in GFPs are unclear. This study constructed a tripartite evolutionary game model to analyze the formation and governance mechanisms of GWBs in GFPs among regulatory authorities, enterprises, and investors. Subsequently, the stability equilibrium strategy and key factors influencing the system equilibrium were discussed. Several interesting conclusions were drawn. First, we demonstrated that an interdependence mechanism exists among three game agents who mutually influence each other. The larger the probability of regulatory authorities choosing active supervision and investors adopting feedback, the more enterprises are willing to carry out green projects. Second, three corresponding governance modes for GWBs were put forward following the developmental stages of GFPs. Among these, the collaboration mode is the most effective in incentivizing enterprises to implement green projects. Third, based on sensitivity simulations, the initial willingness of the tripartite stakeholders, investor feedback cost, investor compensation, the penalty for greenwashing enterprises, and the reputational benefit of enterprises are critical factors that influence evolutionary results. Finally, targeted countermeasures were provided for regulatory authorities to prevent enterprises from engaging in GWBs.

Green pharmaceutical supply chain coordination considering green investment, green logistics, and government intervention

Abstract:Despite their important role in the fight against global climate change, the coordination of green pharmaceutical supply chains (GPSC) has rarely been studied. To fill this research gap and realize the optimal green performance of GPSC, this study aimed to investigate the coordination of a GPSC considering green investment, green logistics, and government intervention. Using a game-theoretic approach, we establish decision models and analyze the equilibrium strategies in several GPSC scenarios. A linked two-part tariff (LTPT) contract is proposed for the coordination of the GPSC. In addition, we explore the many important implications of changes in the parameters. This research shows that, under different conditions, governments should reasonably implement different interventions in order to promote the positive global performance of GPSC. Government intervention can increase the benchmark height and make more room for green improvement. The proposed LTPT contract can assist in the realization of GPSC coordination, obtain a greater consumer surplus, and achieve optimal green performance. Higher flexibility-influence coefficients of green degree on costs are conducive to the emission reductions and sustainable development of GPSC. Moreover, cultivating green preference in the market can save the government expenditures on subsidies. When the green investment coefficient of a GPSC is larger, the GPSC members lack motivation for green improvement, and the government needs to provide more subsidies rather than taxes in order to improve the green degree of the GPSC. Increased rewards from the government to the pharmaceutical manufacturer and the TPLSP will reduce the subsidies for the pharmaceutical retailer. Government intervention influences the scope of an LTPT contract. The findings provide rich managerial insights and implications for the GPSC policymakers and decision-makers in achieving sustainability goals.
Evolution of cooperation in public goods games with dynamic resource allocation: A fairness preference perspective

Abstract:Exploring the conditions under which cooperation can emerge in populations has long been a subject for humans. Fair preference psychology has been incorporated into the analytical framework of the public goods game. Based on considering the dynamic update of trust-driven investment willingness, we introduce a dynamic payoff allocation mechanism and loners to traditional PGG, explaining how the mechanism related to fairness preferences promotes cooperation. We assume that payoffs are equally allocated among players when the payoffs do not exceed the threshold. Otherwise, the excess portion is proportionally allocated according to the investment willingness of cooperators. The effects of parameter changes on the evolution of cooperation are investigated by conducting Monte Carlo simulations. The results show that introducing dynamic payoff allocation and loners can effectively promote cooperation in a specific range of parameters. Specifically, the existence of loners is a double-edged sword. Loners can prevent players from adopting defection behaviors on a large scale when the payoff of cooperation is unsatisfied and inhibit the emergence and diffusion of cooperative strategies as the payoff of cooperators increases. When the payoff of cooperation is dissatisfactory, the dynamic payoff allocation mechanism can promote the average investment willingness of cooperators to accelerate the spread of cooperation. However, the payoff reallocation coefficient should not be set too high, and a high-level threshold of payoff reallocation may lead to the failure of the dynamic payoff allocation mechanism. There is an optimal payoff reallocation coefficient to maximize the efficiency of the proposed mechanism. Moreover, the optimal payoff reallocation coefficient that can maximize the cooperation level is distinct for the diverse combination of enhancement factor and loss aversion coefficient. However, its value should be set at a low level in general. These results may help researchers better understand the evolution of cooperation in public goods games with dynamic resource allocation from a fairness preference perspective.

Abstract:The organizational forms of infrastructure in China are divided into two categories, the traditional Public Procurement Model (PUB) model and Public-Private Partnership(PPP) model. The main difference is the separation or binding of the construction and operation phases. A systematic understanding is needed of how Chinese local governments choose between these two models. In this paper, we take public capital congestion and local government objectives as the entry point to study the effects of both on PPP choice. Firstly, by constructing an endogenous economic growth model under the PPP model, and comparing it with the model under the PUB model, this paper initially explains how the rise in public capital congestion affects the choice of the PPP by growth-oriented local governments. Then the data from prefecture-level cities from 2009-2018 are utilized to conduct empirical tests. We find that urban economic growth pressures have a positive effect on the choice of PPP when the congestion of public capital increases. Furthermore, the implementation of PPP is indeed conducive to economic performance, and its core mechanism is to provide more infrastructure (like roads) rather than tax competition. The PPP model is more sustainable. We are the first to employ both modeling approach and the empirical research to address the implementation of Public-Private Partnership in China. And we have systematically analyzed the conditions and results of PPP selection by local governments. It formulates the Chinese PPP theory.
Optimal Green Supply Chain Financing Strategy: Internal Collaborative Financing and External Investments

Abstract:In green supply chains, many small manufacturers are troubled by both operating and green innovation capital constraints. Despite the importance, green supply chain finance (GSCF) is still under-explored. This study investigates two internal collaborative GSCF schemes namely the partial credit guarantees scheme (PCG) and the deferred payments with bank trade credit financing scheme (DP-with-BTCF), as well as an external investment scheme (EI), to analytically explore (i) the optimal role that the supplier should play in internal schemes (i.e., guarantor or creditor) and (ii) the preferences of the manufacturer on the internal and external schemes. First, we interestingly find that compared with the no-capital-constraint scenario, the manufacturer will reduce its green investments even with the financial assistance provided by the supplier. However, the manufacturer may order more no matter whether the supplier takes the role of guarantor or creditor as the repayment responsibility of the manufacturer is limited. Second, we counter-intuitively find that although the supplier needs to bear the whole bankruptcy risk when acting as a creditor (i.e., using DP-with-BTCF), it maybe still promising owing to the increased manufacturer ordering quantity. Third, whether the manufacturer prefers internal or external financing schemes is shown to depend on bank interests and the manufacturer’s revenue sharing ratio with external investors. Last, we explore the conditions under which the supplier and manufacturer have the same or different preferences on the financing schemes, which can derive useful insights for practitioners when designing GSCF schemes.
