Abstract:Circular economy is a theory which advocates developing economy on the basis of 3R principle: reduce the amount of resource consumption and pollutant emission, promote material recycle and reuse the waste. Circular economy is a new development strategy which is suitable for the constructing well-off society. Moreover circular economy is regarded as a key guiding principle for realizing sustainable development in China. In this paper, the concept and principles of circular economy were introduced firstly. Then the major progress of the circular economy in China was described in detail. According to the development features of circular economy in China, there is a three-layer approach in implementing circular economy: micro or individual firm level, meso or industrial park level and macro or society level. Particular emphases are given to present practice of this three-layer circular economy in this paper. On consideration of the characteristics and problems for the development of the circular economy in China, suggestions are recommended which include promoting cleaner production, establishing more suitable laws, economic polices and regulations for the recovery of resources and the disposal of waste materials, and promulgating knowledge on circular economy.

Abstract:Circular economy could meet the requirement of transformation of resource-based city. According to the principles of circular economy, “reduce, reuse, recycle”, and the characteristics of land use of Shuozhou city in Shanxi Province, an evaluation system is established to assess the condition of sustainable land use between 2005 and 2010. Analytic hierarchy process (AHP) is used to determine indexes’ weights after qualitative and quantitative analysis. Then obstacle analysis of factors is carried out. It displays the integrative condition of sustainable land use in Shuozhou city improved on the whole. The main obstacles of sustainable land use are reduce and reuse. According to the results above, some suggestions on land resource management are put forward.

The Development And Improvement Of The Coal Chemical Circular Economy System In China: A Case Study

Abstract:Circular economy plays an essential and useful role in China in considering economic and ecological sustainability. Individual firms, as the primary implements of a circular economy, are facing many obstacles particularly regarding the resource efficiency. The study presents an analytical method to help decision makers better solve these problems and to guide resource-based chemical industries in sustainable development. First, this study describes the SFA of a selected coal chemistry firm and identifies the roles and correlations among relevant modules. Furthermore, by applying economic benefit assessment, key potential opportunities for improvement were identified. The results demonstrate that the economic benefit of coal chemical products presents a cascade as methanol > wash oil and asphalt blending component > crude benzene > thermal power product > coke. For the goal of improving resource efficiency of the whole system, materials shall flow to the product categories with high resource benefits. Thus, expanding the production capacity of methanol to make full use of the coke oven gas and establishing a utilization module of coal ash in consistence with the market needs can lead to a more sustainable system for the target company. The method proposed in this paper can be applied, duplicated, and spread not only within the coal chemical industry but also in other resource-based chemical industries.

Abstract:Cleaner production(CP) and circular economy(CE) are the most significant activities in China since the 90's of 20th century.To have a correct understanding of CP and CE and to push them in a positive way are very important for changing economic growth pattern and promoting sustainable development in China.Beginning with a summary of both CP and CE practices which can be characterized by inexorable trend and tortuous road from the macro and historical point of view,this paper points out that the essence of CP and CE is to integrate natural resource and environment with economy,so as to change the traditional economic growth pattern without concerning the resources and environment element.Further more,misunderstanding to take waste recycling as CE practice is analyzed and a strategic framework is thereafter proposed for promoting CE in China,which includes the development of eco-industrial system based on CP,the strict enforcement of the laws and regulations,and the development of an mechanism of government-market-enterprise public by greening market.
Developing a Circular Economy in China : Highlights and Recommendations

Abstract:China's rapid economic growth over the past decades has been accompanied by substantial depletion of natural resources, degradation of major ecosystems, and serious environmental pollution with adverse impacts on human health. China's government fully recognizes that such trends cannot continue indefinitely and therefore is committed to building a resource-saving and environmentally- friendly society as a stated national policy. It has adopted the circular economy (CE) approach as a core component of its sustainable development strategy. The ultimate objective of the CE approach is to achieve the decoupling of economic growth from natural resource depletion and environmental degradation. The Chinese government has been promoting CE on a number of fronts - legislation, policy reform, pilot projects, and monitoring and evaluation activities. This briefing note highlights and recommends further actions the government should take to enhance the effectiveness of its efforts to develop a circular economy. Based on the findings and results from the World Bank-supported CE studies, the note focuses on four key areas that deserve greater attention: 1) a balanced mix of policy instruments; 2) participation by both industry and the public in the CE approach; 3) capacity building; and 4) the role of the government and governance.

Abstract:Various perspectives of circular economy were analyzed and a comprehensive definition was proposed. Circular economy is a new developing mode under the constraint of resources and environment capacity; it is based on 3R(Reduce,Reuse and Recycle) principles and relied on institutional and technological reforms. Its main part is the production and consumption system. The realization of circular economy needs the behavior change of human beings to improve the efficiency of utilizing resources,deduce the waste disposal,and balance the goals of production,consumption,and ecology harmoniously in the co-evolution. Circular economy research on the following fields,including goal and path,evaluating index (system),institution construction,and economics was summarized and discussed. The legislature should mend its pace to amend the related law and regulations to improve its maneuverability,and constitute together some new law to form an integrated circular economy law system. The government should foster the viability of most of the circular economy enterprises while offering the appropriate financial surplus and tax exemption to them. It is pointed out that the basic theory of circular economy,combining material flow method with other methods,evaluating of circular economy institution in certain region,the relationship between circular economy and economic growth,and the comprehensive research on circular economy experience in some other countries are important for further study.

Abstract:The iron and steel industry is a resource and energy intensive industry; in China, it also produces high pollution and emissions. Therefore, the iron and steel industry in China is inevitably developing a circular economy. This study focuses on private steel enterprises in China, whose annual pig iron output comprised more than half the total national output of 2010. Firstly, this study provides a historical perspective on the circular economy mode inherent in this sector, explains how significant reductions in energy consumption and pollutant emissions have been realized, and offers guidance for future initiatives. Then, the states of various circular economy development pathways for the Wu’an Iron and Steel Group (WISG), a typical private steel enterprise based in North China, are examined as a case study. To assess the circular economy of the WISG, an evaluation system used by this industry to estimate circular economy performance—that is, a system that uses circular economy efficiency composite index (CEECI) values—is introduced. Our results indicate that the CEECI values of the WISG were 0.72 and 0.89 in 2007 and 2010, respectively, which were lower than those of the national large and medium-sized key iron and steel enterprises (NKISE) in China. Although the implementation of a circular economy has greatly enhanced the WISG with respect to reducing pollution, further measures, such as improving the utilization rates of coke oven gas, converter gas, and converter slag, as well as reducing sulfur dioxide emissions, are urgently required. The integration of these measures into the current circumstances is not only possible in the future but is inevitably essential to achieving sustainable development in the steel industry.

Abstract:Summary Circular economy concepts, practices, and policies are increasingly drawing attention as important means for the pursuit of sustainable development. This article uses a conceptual framework to catalogue and investigate policy efforts for the circular economy in China. Based on the framework, policy prototypes and specific examples are identified: resource‐oriented, production‐oriented, waste, and use‐oriented and life cycle policies. A comprehensive review of 280 related policies shows that China has a long history of resource‐oriented policies and implemented production‐oriented policies very quickly after the year 2000. China's policies toward the circular economy became more comprehensive through time, with a broad engagement of government agencies, an extensive and progressive coverage of recycling opportunities, production initiatives across multiple scales, and use of different policy instruments. The continuous progress has been driven by proactive state actors and their learning from the international society. The current policy framework, however, is concerned more with the means rather than the ends of the circular economy, and relies too much on direct subsidies and other financial incentives. Policy making can be improved by more explicit consideration of the whole production life cycle and use of market‐based policy design.

Abstract:Develop circular agriculture is an effective way to reduce pollution and achieve sustainable agricultural development. At present, both the government and scholars have stressed employing agricultural wastes at multiple levels and extending the industrial chain as much as possible. However, whether the abovementioned strategy is environmentally friendly is worth consideration. To address this issue, by using the evaluation method of Life Cycle Assessment (LCA) and taking the circular agriculture industry company of Xingyuan, Fuqing, Fujian as an example, this paper analyzes different circular agriculture models and explores the environmental loads and environmental benefits of each sub-industrial chain from the environmental and economic-environmental viewpoints. The results show that, from the LCA perspective, a longer industrial chain of circular agriculture is not better and at different evaluation angles, different optimal combinations of the industrial chain models of circular agriculture can achieve the minimum environmental load or the highest environmental benefit. This study will be useful for newly built enterprises or sector-integrated park to design new recycling networks from the life cycle and economic-environmental impact perspectives.

Abstract:Based on synthetically analyzing,the development strategy of circular economy for China's coal industry is put forward as follows:①to research,develop and spread advanced technologies,such as the clean mining technology,advanced technology for generating electricity using the high efficient desulphurization technology,etc.;②discarding the conventional narrow conception of resource,under the instruction of industrial ecology idea,to strengthen the reuse the outgrowths;③to lengthen the property chain to increase the additional value of coal product;④to couple the coal industry with the other industries,such as electric power industry and chemistry industry,etc.,to increase the efficiency of resources;developing energy saving technologies for the reduction of energy consumption;⑤to adjust the industrial structure and policy.Some advice for the policy is also suggested.

Abstract:As a new pattern of economy development, circular economy has gradually becomed the significant rule and strategy of the nation or region. Because of the difference and complementarity of agricultural resources,there are certain mutual superiority and cooperative potential of agricultural development and the trade of agricultural products between the Mainland and Taiwan Region of China. The paper firstly describes the origin and the meaning of the Circular Economy and the Chinese Circular Agriculture briefly, then discusses the current situation and the developing trend of the circular agriculture in the Mainland emphatically. The difference of the development in circular agriculture between both sides of Taiwan straits, the possibility and necessary of the cooperation in the development of the circular agriculture, are also discussed in this paper. The author hopes to offer some references for developing the agricultural circulation economy for both sides of Taiwan straits.
