Abstract:It is the key to engineering the rural financial supply and developing the financial inclusion that relaxing the access to rural financial market.The new rural financial institutions failed to solve the problems of rural finance as expected,and didn′t reach the quality and quantity goals,embodied in the rejection of rural communities,supervision departments,and modern financial system to new rural financial institutions.The theories such as optimal financial structure,incremental incremental change andinstitutional pluralism support the policy to relax the access to finance,but the theories such asinstitutional voids and internal and external double fatigue query the policy.The financial rejection theory provide another perspective,when new rural financial institutions enter the financial ecosystem,the conventionalists in the financial ecosystem identify them as aliens,and organization system,supervision system and service objectsare activated and ultimately reject these institutions.It is necessary to position the new rural financial institutions reasonably,classify regulation and improve the supporting system in order to build an inclusivefinancial system.
