Total health expenditure rises abnormally:Government function lacks and people burden rises

Abstract:In the past 26 years,China's THE grew fast,and the government consented would reach 5% of GDP.However,in the process of rapid soaring of health expenditure,of which the government should shoulder re- sponsibility,it is the consumers who bear the brunt,rather than the government,so it is reasonable that the public blame for overly expensive medical services.When we resolve these problems by regulating the responsibilities of the customer,the government and the society,we should pay more attention that the proportion of net revenue to gross revenue of the hospitals is about 1:5～7,so financing the hospitals must consider the concept of“net revenue”, which is very important to control the health expenditure.Without regard to this relationship,any dispute about finan- cing hospitals or customers makes no sense,as they all belong to the game among the departments.
