Abstract:Such legal systems as the basic account,the mobile account,and the adjusted account etc.are the tools to operate the new rural pension system.As the bottomline guarantee,governmental basic fund raising mechanisms ensure the foundation of the systems.Suitable flexible capital mechanisms and the fund raising ability of the capital account function as an inducement or an impetus.The profit compensation is symmetric in age.Assets securitization not only opens up capital resources for rural pension but render it possible the compensation and transfer of resources provided for pension across generations.
