Abstract:The management system of drainage industry turned into a direction of privatization from administrative monopoly.There are different reform patterns which have their virtues and their faults across the country.Drainage industry operational patterns includes professional group,separation of sewerage plants and pipes,unity of sewerage plants and pipes,corporation.Based on Polycentric Governance theory,this paper developed a system called polycentric target which identify different responsibility of government,regulators,companies and consumers.In order to improve management efficiency and strengthens company competitiveness,we have to separate companies from public institutions,make a clear distribution of sewerage plants and pipes.Meanwhile in the paper,the proposals are given about straightening out management responsibility,standardizing reform ways,improving public participation.

Abstract:Due to the rapid development of economy, China has been facing severe water shortage and water pollution problems. This paper discusses three strategies developed for the urban water resource management in China, which is essential for the sustainable development of its economy. These strategies include setting high priority for demand control and water conservation, controlling pollution from the sources and increasing investment for wastewater treatment; and developing untraditional water resources, such as rainwater harvesting, wastewater reclamation, seawater utilization, etc. It is hoped that these strategies may not only solve the water shortage and water pollution problems at low capital and operational costs, but also meet the present and future needs on water resources in China.

Abstract:Based on an analysis of the internal and external strategic environments in establishments of water saving society in China,the strategic analysis was performed.The researches show that the legal construction should be prioritized for the next 15～20 years' strategic development.From the nine strategic goals,the relationship between water saving and water consumption and that between consciousness and system should be handled.Three functions of solving water crisis,optimizing the industrial structure and changing lifestyle should be given full play.Six constraints of water-use quota,policy,planning,economy,legality and public morality should be ensured.According to the principle of being easy at first and being difficult then,the middle-term and long-term strategic tasks should be orderly arranged.

Abstract:The 3-stage and 9-step process method was employed to analyze the internal and external strategic environments for the establishment of water-saving society in China. The results show that the current situation of the establishment of water saving society in China has advantages in legal system,administrative mechanism,institutional arrangement and pilot projects,but still faces nine challenges of low cost of illegality and lack of incentives and so on,and it is dynamically disturbed by the urbanization,population growth and economic restructuring,etc. Though it has sufficient political support from the government,it is still in need of necessary social driving force and sufficient economic and social driving forces. Furthermore,it is also obsessed by legal defects and unbalanced benefits.

Abstract:Water scarcity has become the leading factor constraining the economy development in China. Competition for limited water resources between agriculture and highly valued domestic and industrial water uses is rapidly increasing. It has been inevitable that water is transferred out of agriculture. This paper looks into the impacts and potential adverse impacts of transferring water out of agriculture on rural development, from the field survey in Zhuanzhougou Village, Xinglong County, Hebei Province in China. The consequences are that transferring water out of agriculture not only seizes the water for rural economy development, but also endangers environment and water supply in future, and it can infringe on farmers' water rights to a certain extent. It is argued that comprehensive reforms are required to reverse those adverse impacts on rural development. So it is necessary to improve the water rights system in china as quickly as possible. Moreover it is very important to adopt supporting measures, such as saving, development, compensation, guarantee and administration. To sum up,measures avoiding chaotic competitive water use must be put into practice, so as to protect the farmers( economic profit and to implement the sustainable development of agriculture and rural development.

Abstract:Through over twenty years' development, governmental reform on regulations and policies concerning urban tap water industry in China has achieved certain breakthrough and restriction in admission has been revoked, water rate has been adjusted towards rational level. However, there still exist a number of severe problems in regulations & policies in terms of admission, price and institutional system of regulations & policies, for example, insufficient competition in tap water industry, over-rising speed of water price, and unsmooth institutional system etc. Occurrence of these problems is mainly due to misplaced government objectives on regulations and policies, institutional system of "political-and-corporate-alliance" and backward techniques on regulations and policies. China must consider carefully economic & technical characteristics of its tap water industry and draw reference from experience from that of developed countries as Great Britain etc., and meanwhile, keeping the nationalization of tap water industry and the nature of political-and-corporate-alliance in mind, strive to push reforms in terms of admission, price and institutional arrangements to gradually establish rational system of regulations and policies.

Abstract:Water resources are the fundamental natural resources and strategic economic resources demanded by urban development, and are crucial for urban ecological environment. However, the unbalanced distribution of water resources, regional structural shortage of water, and water pollution have been hindering China's urban development. Therefore, city-scale full-coverage water resource diagnosis and deduction are urgently required to reveal the status of water environment and water use characteristics of different cities in China for more rational and specific strategy-making. The study analyzes the overall characteristics of water environment and the spatial distribution of key urban elements in 369 cities within eight comprehensive economic regions, reveals the dynamic interactive relationship among the 800 mm isopluvial, total precipitation, and total water resources in China, and predicts the water balance trends of the 369 cities by 2035. On this basis, according to the types of water demand and supply contradictions, the study categorizes Chinese cities into domestic water deficient cities, water – industry mismatching cities, and flood-prone cities. The study further reveals the spatial layout and water environment characteristics of these cities and proposes urban development strategies for Chinese cities to grow in accordance with their specific water resource conditions, including water resource-based urbanization, water resource-based industrial development, and water resource-based population development.

Abstract:With the development of Chinese economic reform,Xi'an has wtinessed the rapid urbanization,and many serious problems of water resources and environment such as water shortage,water pollution,degeneration of aquatic ecosystem and risk increase of water disasters have been aroused. Xi'an has earlier established its Water Authority in China and realized the integrated management of urban and rural water resources,water services and water environment. Xi'an has achieved an approach of self-reform and self-innovation in the marketization of city water. However,the task of improve water resources and environment are still arduous. For this reason,the article put forward the countermeasure and suggestion from the innovation of the management,technology and law.

Abstract:Facing with increasing water scarcity,applying management,institution and policy measures to establish water saving society has captured high attention from policy makers in China.This paper discussed some water management issues in terms of water management strategies and management measures.For water management strategies,the key is to transfer from water supply management to water demand management,change from separate to integrated water management system.In order to effectively implement water demand strategies,the critical issue is to transfer from administrative-based measures to market based economic,policy and institutional measures(such as water price,water rights and participatory management of water users).Although making some progress on the reform of water price,water rights and participatory management,China is still facing much challenges on how to effectively implement these market-based measures,particularly in the agricultural sector.

Abstract:Urban water crisis,characterized by serious water shortage and heavy water pollution,has been viewed as one of the critical challenges hampering the economic and social development in China.One of the key solutions is water conservation and wastewater reclamation and reuse in China,which are the scientific basis to formulate the new integrated management strategy of water resources.Concepts on potentials of urban water conservation and wastewater reclamation and reuse were firstly developed.The policy objectives and basic principles to promote urban water conservation and wastewater reclamation and reuse were designed.The practical policy framework to encourage upgrading and transformation of potentials of urban water conservation and wastewater reclamation and reuse was presented,and key policy tools were discussed in detail.

Abstract:Our goal is to provide information regarding water management reform in China by increasing understanding of newly emerging water institutions and identifying factors that lead to the creation of reform-oriented irrigation institutions (Water User Associations and/or contracting) in one place but not in another. Using two sets of survey data, one of which is representative of northern China, we find that water management reform has spread steadily. Between 20% and 30% of villages in northern China have shifted away from traditional forms of management. In their places, some villages are hiring individual contractors; others are adopting Water User Associations. While China's new forms of water governance are not very participatory (from the farmer's point of view), water managers—especially contractors—are increasingly being given more incentives to save water and to manage their village's water more effectively. Water scarcity, other village characteristics, and policies implemented by local and regional government water officials are the main drivers of water management reform.

Abstract:Drinking water safety is related to national economy and people's livelihood. China has always attached great importance to guaranteeing drinking water safety. Since China's reform and opening up in 1978, water environmental pollution has brought great challenges to drinking water safety in the Yangtze River Delta region owing to active economic development and high population density in the region. After over ten years of development, the overall level for guaranteeing drinking water safety in the Yangtze River Delta region has significantly improved, effectively promoting the coordinated and sustainable development of the region. However, as people's requirements for water quality and health gradually increase, work for guaranteeing drinking water safety in the megalopolis agglomeration of Yangtze River Delta faces various challenges. In this article, we analyze the water quality characteristics of typical water sources in the Yangtze River Delta region, and summarize the achievements in urban drinking water safety assurance of the region. Suggestions are proposed from two dimensions (i.e., management and technology) and three aspects (i.e., water source, water plant, and secondary water supply), including improving the ecological compensation mechanism, collaboratively revising water quality standards, developing green and efficient purification technologies, and innovating the water supply management model. These strategies can provide a reference for assuring drinking water safety and promoting regional integration in the Yangtze River Delta and other key regions.

Abstract:Under the guidance of sustainable development concept,and especially since the release of "Rio Declaration",China has made many explorations and practices in rational development,efficient utilization,effective protection and integrated management of water resources,thus established a new approach to sustainable water development with a focus on ensuring drinking water safety of rural residents and cattle,promoting the construction of a water-saving society system,protecting and restoring water eco-system,enhancing the capacity of urban-rural water supply system and emphasizing public participation.With only 6% of the world's fresh water resources,China succeeds in supporting 22% of the world's population and sustaining 10% of economic growth rate.Under the combined effects of natural water resources conditions,socio-economic scale and development stage as well as global climate change,China is confronted with such prominent problems as a conflict between water supply and demand,water environmental pollution,water ecological degradation and frequent occurrence of extreme and accidental events.The Chinese Government has attached great importance to solving the above problems by scientifically formulating the strategy of sustainable water resources utilization,improving water resources infrastructure system,and reforming the public policy and governing system for water resources management in order to conscientiously guarantee national water security and back up sustainable socio-economic development by sustained utilization of water resources.To this end,we have undertaken major projects as follows: comprehensively building a society featuring water-conservation and pollution-prevention;implementing the most stringent water resources management system;strengthening water resources and eco-environmental protection;construct national smart grid project system;establishing water resources risk management system and intensify scientific and technological support for water resources,etc.

Abstract:From the view of political economy', this paper propounds a new analytical paradigm called “quasi-market to allocate water resources. The main conclusions are as follows: (1) Divide water resourses in basin into three parts of ecological water, essential water and non-essential water, forbide to drain ecological water, allocate equally essential water to everyone in basin, take partial non-essential into the market.(2) Set a committee composed with every region's chief leaders in basin, the principle of democratic decision making is “one region,one vote,and decisions are passed on the majority votes, arbitrate by superior or central delegate when major disputes occur. (3) Transfer the subsidy of water infrastructure to poverty water users, increase the financial transfer to upriver provinces, add ecological construction investment to upriver regions of main rivers.

Abstract:With less than 6% of total global water resources but one fifth of the global population, China is facing serious challenges for its water resources management, particularly in rural areas due to the long-standing urban-rural dualistic structure and the economic-centralized developmental policies. This paper addresses the key water crises in rural China including potable water supply, wastewater treatment and disposal, water for agricultural purposes, and environmental concerns, and then analyzes the administrative system on water resources from the perspective of characteristics of the current administrative system and regulations; finally, synthetic approaches to solve water problems in rural China are proposed with regard to institutional reform, regulation revision, economic instruments, technology innovation and capacity-building. These recommendations provide valuable insights to water managers in rural China so that they can identify the most appropriate pathways for optimizing their water resources, reducing the total wastewater discharge and improving their water-related ecosystem.

Abstract:It has been widely recognized that urban wastewater reuse is an alternative for water shortage problem. Although the improvement on urban wastewater reuse in China is quite significant, the further development still requires more strategic regulating and directing at the national level. However, due to the huge spatial differences in social–economic and resource conditions among different areas in China, it is difficult to apply a same policy framework to the whole country. In the paper, the mainland of China has been divided into 342 research regions and each region has one large-scale or medium-scale central city. The paper tried to answer the question how to select the development pattern of urban wastewater reuse for each region. Firstly, in order to evaluate the necessity and regional economic feasibility to develop urban wastewater reuse, an indicator system with three indexes at the upper level and seven indicators at the lower level was build up. And valuing method and the weight for each indicator was given. All the research regions covering the mainland of China has been scored with the indicator system. Secondly, the national strategic zoning has been done with the key method of cluster analysis. All regions have been sorted into five types of strategic development zones. Each zone has its own wastewater reuse development option such as Preferential Imperative Development, State Supporting Development, Self Supporting Development, Waiting for Development, and Non-Mandatory Development. Thirdly, the corresponding policy suggestion for each zone was given to the government. The possible updates between the different development patterns have been discussed as well.
