Sustainability Evaluation of the General Land Use Planning Based on the Marginal Effect of Construction Land Expansion:A Case Study of Jiangsu Province

Abstract:Using statistical data of Jiangsu Province from 1996 to 2008,the author introduced the theory of marginal effect and established a theoretical model on sustainability evaluation of land use general planning.On the basis of this theoretical model,an index system on sustainability evaluation of land use general planning was built by accounting for the marginal effect of construction land expansion,containing economy,society and environment.Subsequently,the model was applied to Jiangsu Province during the period 2006-2020,and the province was generally divided into four evaluation units:Suzhou,Wuxi,Changzhou;Nanjing,Zhenjiang,Yangzhou,Taizhou;Nantong,Yancheng,Lianyungang;and Xuzhou,Suqian,Huaian.Moreover,the concepts of sustainable development degree(LSD),coordination degree of economy,society and environment(C)and discrepancy degree of LSD among different evaluation units(D)were adopted in this paper.Results showed that:1)from 2010 to 2020,the LSD of the four evaluation units will decrease under either the project zero or the plan program,but the score of LSD under the plan program is higher than that of the project zero in 2020;2)in comparison with project zero,The coordination degree of economy,society and environment(C)under the plan program will achieve more harmonious development in the four evaluation units in 2020.Particularly,the overall level of Jiangsu province will increase to 1.5097 under the plan program while increasing to 1.4778 under project zero in 2020;and 3)the regional discrepancy degree of relative changing rate of LSD(D)is becoming smaller under the plan program in 2020 than is under project zero.The above results showed that compared with the project zero,the program of land use general planning of Jiangsu Province during 2006-2020 places much more emphasis on sustainable development,such as structural balanced development of land use efficiency,inter-regional equity of land resources allocation,and intergenerational equity of land transfer.The proposed method can provide a new basis for evaluating the sustainability of land use general planning.
