Abstract:GIS-based case studies together with the software system were developed for the integrated risk analysis for dangerous chemical installations. A software system was developed with case-base, data-mining methods such as analytical hierarchy process (AHP), grey correlation analysis, fuzzy logic, neural network etc., and geographical information system GIS platform. The strong capabilities of spatial data manipulation provided by GIS facilitate the construction of case base. The design and implementation of the system are presented. Risk analysis was performed based on the developed system. With index-based method and case-data analyzing, risk analysis study was focused more on the factors of emergency response. Research results shows that the effect of emergency response should not be ignored in risk analysis study.

Abstract:Comprehensive risk assessment is very important work for effective prevention and control of chemical accidents in hazardous chemical procedure industries. This paper first proposes a perspective and workflow for comprehensive risk assessment of hazardous chemical plants. Several key components: case base, vulnerability analysis model, indicator system based risk assessment model are included in the workflow. As a kind of professional tool for geographical information manipulation, GIS can provide strong support for analysis of case data, especially some spatial location relevant data, which are in the majority among all case information. Next, GIS can provide support for implementation and run of vulnerability analysis models. Further, with strong spatial analysis capability of GIS, one can carry out Impact evaluation of a chemical accident. Thus, GIS can provide versatile support in comprehensive risk assessment of hazardous chemical plants. In this paper, we will affirm: Spatial analysis and visualization of GIS can facilitate the management of case base and provide fundamental support for vulnerability analysis and risk assessment models. © Springer-Verlag Berlin Heidelberg 2013.
Route optimization for hazardous materials transportation based on environmental risk assessment--A case of Zhangjiagang

Abstract:Zhangjiagang City, with enormous petrochemical industries, boasts the bonded area which is the only one of its kind in the inland-river-type ports in China. With respect to the hazardous materials (HAZMATs) transportation on urban and suburban road network, there is an urgent need to improve the way the trucks carrying HAZMATs. One of the key measures to solve the problem is the environmental-risk-assessment-based route optimization. Therefore, analysis on risks was made in detail when a release occurs during the transportation:distribution of HAZMATs road transportation was identified; accident probability modification coefficient was introduced to revise the basic release probability;ALOHA model was applied to simulate accident scenarios, Geographical Information System (GIS) was employed to calculate the threat zone accurately; and exposed population and polluted environment were both taken into account. Subsequently, a risk assessment model was put forward and recognized as the evaluation criteria for route optimization. Last but not least, the proposed approach was demonstrated on the road network platform and network analysis module was processed. Results showed that the optimal route of all possible goals was calculated, whose risk index was 14.12. It is verified that route optimization could provide scientific support to decision-making for Zhangjiagang City.
Study on logistics hub port major hazard sources safety management system

Abstract:In order to improve the safety management level of logistics hub port major hazard sources,a targeted safety management system of logistics port hub major hazard was constructed by consulting core thought of civil aviation safety management system. Logistics hub port major hazard safety management system was made up by major hazard identification and control,dangerous goods warning and emergency disposal,monitoring and supervision information systems. The above four modules research status was analyzed. The results show that current safety management four modules have deficiencies in dangerous goods operating standards,dangerous goods warning mechanism,bulk liquid hazardous chemical spill emergency response standards,monitoring information system and regulatory information systems. Some recommendations on overcoming the deficiencies were put forward.

Abstract:This paper describes studies on a geographic information system(GIS)-based assistant decision-making system which was build up by three sub-systems including data management, risk analysis, and assistant decision-making for emergency rescue. The data management could be operated by setting up city-level major hazards installation database by data survey according to the designed data structure under some related principles; The risk analysis could perform high risk evaluation by combining GIS and post-accidents results simulation models database, which was made by considering both calculation accuracy and efficiency; The assistant decision-making could be carried out easily on GIS platform by showing up accident scene and neighbouring environment, selecting an option for evacuating routes, searching for emergency-aid sources, and looking for the shortest route for escape. Meanwhile, this study demonstrated all the functions of this system by an actual LNG leaking accident which happened in a LNG tank area. This system has been already applied in major hazards installation supervising in a sub-provincial city, where this system is proved to be significantly practical and helpful.

Abstract:In order to avoid and prevent the risks in the process of rational transportation of dangerous goods in China and reduce the occurrence of safety accidents in dangerous goods transportation, the qualitative research method of procedural rooting theory is adopted to carry out the identification research of risk factors in dangerous goods road transportation, and five core categories of risk factors are refined. The degree of importance of factors is determined based on the hierarchical analysis method, which leads to the main factors affecting the safety of dangerous goods road transportation. and a fuzzy comprehensive evaluation is adopted to establish a comment set as well as a fuzzy matrix, and a risk evaluation model is established. The fuzzy comprehensive evaluation method is used to establish the rubric set and the fuzzy matrix, and the risk evaluation model is established. The results show that safety awareness, safety management and vehicle condition are the most important risk factors for road transportation risk management in China. Combined with the key indicators, corresponding risk prevention countermeasures and suggestions are proposed, which have certain reference significance for hazardous chemical transportation enterprises to avoid transportation risks.

Abstract:This paper presents a novel quantitative risk analysis process for urban natural gas pipeline networks using geographical information systems (GIS). The process incorporates an assessment of failure rates of integrated pipeline networks, a quantitative analysis model of accident consequences, and assessments of individual and societal risks. Firstly, the failure rates of the pipeline network are calculated using empirical formulas influenced by parameters such as external interference, corrosion, construction defects, and ground movements. Secondly, the impacts of accidents due to gas leakage, diffusion, fires, and explosions are analyzed by calculating the area influenced by poisoning, burns, and deaths. Lastly, based on the previous analyses, individual risks and social risks are calculated. The application of GIS technology helps strengthen the quantitative risk analysis (QRA) model and allows construction of a QRA system for urban gas pipeline networks that can aid pipeline management staff in demarcating high risk areas requiring more frequent inspections.

Abstract:To reduce the risk of hazardous chemical road transportation, domestic and foreign scholars have analyzed transportation risks from theoretical points of view and built risk assessment models. Based on 483 cases of hazardous chemical road transportation accidents from 2015 to 2019, this paper analyzes the causes of accidents from the perspective of traffic regulations and constructs a risk field model of hazardous chemical transportation. Through the simulation of an accident by TruckSim, a risk classification is completed according to the risk field model of hazardous chemical transportation. The results show that the model can be used to evaluate the risk of hazardous chemical transportation in complex environments and provide criteria for the safe control of hazardous chemical transportation vehicles.

Abstract:With increasing transport amount of dangerous chemicals, the number of transportation accidents also rises, thus safe transport of dangerous chemicals becomes more critical. In this article, existing problems in dangerous chemicals transportation and corresponding reasons are analyzed. Through combination of domestic and foreign advanced technology and national conditions, control strategies and measures for safe transportation of dangerous chemicals are studied in depth, in is proposed that preventive measures need to be taken. The preventive measures include establishing a management system, risk early warning mechanism and transport information platform which are based on modern information technology, establishing transport industry standard, ensuring good security propaganda work, setting emergency and consultation service system, carrying out special rectification work for transportation safety, so as to ensure scientific, reasonable and effective control of dangerous chemicals transport, reduce and avoid related accidents.

Abstract:Risk evaluation intelligent decision support system of urban gas pipeline is supposed to do risk evaluation on the whole system of urban gas pipelines. Based on the risk evaluation theory and took intelligent decision support system as a core, embedding the development model of geographical information system (GIS), it builds a general framework of intelligent decision support system under the GIS environment. The establishment of the system is an important tool to strengthen the scientific nature of making decisions for urban gas pipeline risk management, and to improve the management level of urban gas pipeline. Applying the theory of artificial intelligence, geographical information system and decision support system synthetically it designs the risk evaluation intelligent decision support system of urban gas pipeline to the overall structure. The results form a basis for further improvement and exploitation of such system.

Abstract:The aim of this research is to develop and implement a simple and easy-used method to major industrial chemical hazard risk assessment. Firstly, a new approach for the rapid assessment and relative ranking of the hazardous chemical installations is presented, which employed a multi-criteria decision-making technique (the analytic hierarchy process) for the hazard assessment of the substances and installations. The spatial data (water distribution, roads, fire forces, medical forces, density of population, economic situation, and so on) of the surroundings of the hazardous chemical installations are input into a geographical information system, with the functions of the GIS program, it is easy to assess the risk of hazardous chemical installations. Moreover, we put this method into practice in the case of the emergency management agency of Kunshan City and achieved satisfactory results. The proposed approach is not only scientifically valuable, but provides a more realistic assessment of hazardous chemical installations for local emergency management agency. The integration of geographical information systems and the analytic hierarchy process constitutes to be a powerful tool for risk assessment of hazardous chemical installations.

Abstract:The financial risk management in the design of multi-product, multi-echelon supply chain networks in petrochemical industry was discussed. The problem consists of determining the number, location, and capacity of warehouses and distribution centers to be set as well as the transportation links to be established and the flows and production rates in the network. A model dealing with uncertainty and financial risk management constraints was proposed. The model was established in the framework of deterministic two-stage stochastic programming. Based on a supply chain networks design for a petrochemical company, the financial risk was analyzed, and the ability to manage the risk was discussed. © All Rights Reserved.

Abstract:In order to improve the efficiency of emergent response of major dangerous chemical accident on the highway, the emergency response system of major dangerous chemical accident on highway based on the GIS is researched and developed. Due to the characteristic of the emergent response of major dangerous chemical accident on the highway, the system develops and designs four subsystems and six basic databases. By combing Gaussian model, GIS new technology and modern safety management method, the system realizes three major functions urgently needed by emergent response, which are quick function for dangerous substance and hazard installations, predictive function for disaster and accident consequence, accessibility for emergency response decision. The system would provide technical support for the emergent response of major dangerous chemical accident on the highway.

Abstract:Traffic accidents of hazardous chemical transport vehicles strongly correlate with the operation and management level of road transport companies. An accurate risk assessment of these transport companies will play a critical role in improving their management and supervision and in turn the overall safety of roadways, property, and most importantly people's lives. Therefore, this study constructs a logistic regression scorecard model to evaluate transport risk of hazardous chemical transport companies and evaluates it using a case study in China. This study first selected 16 indicators from the dimensions of driver behaviors, driving performance, dangerous goods and company business operation to construct company user portraits. Next, a K-means++ algorithm was used to cluster the data samples of the companies on a monthly basis. On this basis, a scorecard was constructed based on a logistic regression scorecard model to realize and visualize the monthly risk portrait of companies. The constructed scorecard predicted transport risk of companies accurately. The results show that the more complex the types of dangerous goods transported, the higher the risk value of the company in the dangerous goods index. Moreover, for transport companies, the driver behaviors and driving performance on their trips are closely related to their business risk. In a practical application, the proposed scorecard can realize the dynamic risk monitoring of transport companies and enable managers and supervision departments to clarify where the risk is from. The transport companies can also carry out safety training and rectification for drivers and operations to reduce the occurrence of hazardous materials-related traffic accidents.

Abstract:Due to its harmful nature, any incident associated with hazardous material (hazmat) may cause tremendous impacts on the surrounding people and the environment. Focusing on the incident involving this specific type of good, we develop a reliable and robust emergency logistics network that considers both demand uncertainty and possible unavailability of particular links. A time-based risk measure is carefully designed upon the traditional risk assessment to reflect the stakeholder's sensitivity to risk over response time. The disruption and uncertainty are modeled as two sets of scenarios which are integrated into a bi-objective robust model to evaluate the trade-offs between risk and cost. The effectiveness of the emergency response can be assured by expenditures that add extra capacities to certain links or establish additional facilities that aid recovery from incidents. We apply our model and approach to a real-world network in Guangdong China. Analytical results reveal the necessity of embedding consideration of uncertainty and unreliability into emergency network design problems; outline the importance of hedging against unpredictability by system redundancies; and indicate the impact of stakeholder's orientation towards cost and risk on the location, allocation, and routing decisions in hazmat emergency response.

Abstract:A software system was developed for the integrated risk assessment of chemical places. The system was based on several types of models centered on indicator analysis. Being the groundwork of the system, management of cases (historical accidents) and chemicals is introduced in detail. The former is data source from where indicators are built with some datamining methods such as analytical hierarchy process (AHP), grey correlation analysis, fuzzy logic, neural network etc. while the latter provides basic characteristic information of chemicals for vulnerability analysis-an important component for analyzing impact of chemicals on health and environment in risk assessment operations. A geographical information system (GIS) platform was interfaced to the system. The strong capabilities of spatial data manipulation provided by GIS facilitate the construction of the case base. The design and implementation of the system are presented. The system is not only a practically applicable tool but also an infrastructure for academic research of risk assessment technologies and methodologies of chemical places.

Abstract:The risk of chemical site imposes on nearby vulnerabilities is of great concern and remains undefined. Risk severity index is devised to illustrate the risk levels in a simple and understandable way, with SLAB modeling the exposure of vaporizable substances. Risk and vulnerability mapping are both presented on the platform of GIS, and the distribution of vulnerability in different risk leveled areas is obtained, making the risk analysis effective and reliable. The result could be a suitable reference for off-site emergency planning and for chemical site locating.
