The Function of Social Governance in Local Governments:Measurement and Institutionalization

Abstract:The discrete and partial practice of social governance innovation in various levels of local governments is an issue urgently needed to be solved.It calls for a comprehensive study and an institutionalized exploration of how the local governments to perform the social governance functions as well as to break through the institutional predicament that in face.This paper adopts the analytical framework which measure and institutionalize the social governance function in local governments.We analyzed that how to define the function of social governance and the assessment framework of the local governments' social governance,as well as the basic principles of index system design.The design approach,specific content and guarantee conditions of the function of social governance in local governments are also studied.This study provides the theory foundation for building a scientific evaluation system of the local government social governance to measure the performance of local governments' social governance,the discovery of the key factors and institutional variables that affecting the performance of the local governments' social governance,and to determine the specific contents of system supply,institutional reforms and policy recommendations.
