On Establishing the Effective Public Regulation System for Environmental Protection

Abstract:The theory of externality and public goods are the theoretical foundation of the public regulation for environmental protection.Taking this as the basic point many countries implemented all kinds of regulation policies such as taxation,allowance,marketing trade,and administration.These policies have different mechanism and effect,so we need to choose them according to the real situation.Certain defect exists in our country's current environmental protective policy,mainly in four aspects: The public regulation means is too single to guarantee the policy result;The charge system for environmental protection is not complete that the policy result is limited;The tax system of environmental protection is imperfect and policy guidance is not outstanding;The market for pollution right is still at practice stage and the space of function is too small.In order to realize the goal of environmental protection,we must construct a multiplex regulation system and complete it constantly,namely: Reform environmental fee system,strengthen financial management;improve the current tax system to play the role of guidance and incentives;Utilize the financial incentive mechanism synthetically of to support the development of environmental protection industry;Set up the market for pollution rights,implement the pollution right trade system in an all-round way.
