Risk-Loss Assessment of Agricultural Flood and Drought in Different Scenarios in Dongting Lake Area

Abstract:Both flood and drought occur obvious randomicity.On the basis of the abnormal indexes of the covered rate and affected ratio by flood and drought from 1950 to 2009 in the Dongting Lake area,the Information Diffusion Model was used to assess the risk-loss caused by agricultural flood and drought in different scenarios.The results showed that:(1) under the same loss rate of flood and drought,the grain loss displayed the trend of the fluctuant increase when the exceedance probability of the disaster abnormal index increased.Under the same type disaster abnormal index,the bigger the loss rate is,the more the grain loss amount is.(2)The grain economy loss caused by drought gently increased,while the grain economy loss caused by flood mutated when the flood became severer from the type of 20-year return periods to 50-year return periods.(3) The grain risk-loss amounts caused by flood or drought in different scenarios in the Dongting Lake area rised with the increasing exceedance probability of the disaster abnormal index.Specially,the amount caused by flood was bigger than did by drought under the exceedance probability when the disaster was severer than the 20-year return periods.
