Abstract:In the U.S.higher education system,the management of academic programs generally assumes a style of negotiation between the inside and outside stakeholders of universities and between the government and universities. Although the approval and adjustment of academic programs are free from the restriction of a program catalog,they are subject to the government's supervision and society's participation.The shared governance among the universities, government and society ensures the flexibility,diversity and orderliness of the development of academic programs. This article introduces the management systems and operation mechanisms of program management at the state governments and universities,and analyzes their unique features and experience.

Abstract:With the development of large-scale college administration systems,school funding requirements are rising year by year.In the case when government investment is insufficient,all colleges and universities generally use external financing and foreign investment methods for raising school funds to meet the demand for funds of the development of universities.Optimizing and strengthening investment and financing management,reducing investment and financing risk,and improving investment efficiency are keys to solving university funding needs in an effective way.This paper analyzes the situation of college investment and financing,puts forward specific suggestions and measures for regularizing the behavior of investment and financing and promoting the sustainable development of colleges and universities.

Abstract:This paper traces the roots of the loan crisis of universities with the investigation of the disorder of three main bodies,i.e.universities,banks and governments.The universities are now hunger and thirst for investments caused by the absence of the principal status while the banks consequently lend a large amount of money to universities without considering risks.In such situation,the government did not issue regulations in time to direct the universities and banks,which has led to a high cost and growth of rents.This paper tries to analyze the problem and suggests making regulations to direct activities of the three main bodies so as to relieve the loan crisis of the universities.

Abstract:With the rapid expansion of higher education, school administrators have to turn to commercial bank to deal with the financial distress. Because there is no necessary restraint on loan, huge collective liabilities of universities has emerged and financial risk and crisis has risen, which will make universities deviate from their historic mission. This paper attempts to discuss the reasons of the collective liabilities of universities from the perspective soft budget constraints and propose a serial of countermeasures to strengthen the college budget constraints, and give some suggestions to prevent and solve the high debt risk of universities.

Abstract:Borrowing from banks has become a common practice among Chinese higher education institutions (HEIs), and operating with a heavy debt load has become a characteristic of Chinese higher educational development. Substantial financial commitments acquired by HEIs during their rapid expansion since 1998 are now having serious consequences: numerous universities and colleges have found themselves with major debt problems. Some are even facing insolvency. This paper describes the background of Chinese HEIs’ debt problems, assesses the present debt and repayment situation, and suggests a possible solution for the university debt crisis, using empirical evidence from one HEI in China.

Abstract:Since the 1990s, higher education in China has expanded significantly. In 2020, the gross enrollment rate will reach 54.4%, and the total number of students in higher education accounts for one-fifth of the total scale of higher education in the world, ranking first in the world in terms of scale. The scale of higher education in China has grown, and the continuous increase in investment in higher education funds has increased the difficulty of controlling financial risks. Strengthening the prevention and control of financial risks in colleges and universities and strengthening the construction of internal control will be of great significance to the healthy development of universities. To understand the sources and causes of financial risks in universities, this study interviews the financial staff of S University and constructed a structural map of financial risks in universities using the grounded theory method to obtain data. The researchers compiled a questionnaire to study the financial risk of universities, distributed and received back 308 questionnaires at S University. By analyzing the survey data, the constructed structure of the financial risks of the university was verified.

Abstract:The countervailing power of the creditors has been paid little attention for controlling shareholder in academia. This paper have the theoretical analysis and the empirical test on effects that debt of bank affect agency cost of controlling shareholder , then have examined moderating effect of property rights for the two variables , and have examined the interaction effect between internal governance mechanisms&law environment and debt of bank. Using listed real estate companies' panel data from 2003 to 2011 for stock market A. The results reveal that bank debt of firms decreased agency cost of controlling shareholder significantly , and we found the moderating effect of property rights and the interaction effect between internal governance mechanisms&law environment and bank debt. The conclusions enriched the principal-agent theory and the capital structure theory to some extent, Meanwhile, the conclusions have important guiding role for reforming the property rights further for the banks & the state-owned enterprises , and choosing the types of financing for companies.

Abstract:USA higher education has experienced two big development span. The adoption and implementation of “Morel Act” and “National Defense Education Act” that contributed to the modern transformation and the rise of the American Universities. The aspects of macro-control system in USA higher education can be listed as follows:Firstly ,different state government has established its own university system because of implementing the decentralization of power. Secondly ,there is mutual adaptation of higher education and the labor market. Thirdly ,teaching and scientific research is combined organically because of system arrangement. Fourthly ,government implemented development policy that public university and private university coexist. Fifthly ,government carried out macro-control through legislation on higher education. The aspects of micro management in USA universities can be listed as follows:Firstly,universities stress academic freedom and university autonomy. Secondly,the balance between academic right and administrative right is emphasized by universities. Thirdly ,strong management is endowed in school. Fourthly ,social politic intervention is avoided because of independent university board. Fifthly,institutional and standard system is built in process of university daily management. Sixthly,fundraising is the important work for University president and managers. Seventhly, the open environment between university and community is advocated.

Abstract:By analyzing the constitutional texts of several American universities, this paper finds that the mechanisms of American students’ participation in university governance including financial independence mechanism, personnel independence mechanism, information disclosure mechanism, information exchange mechanism, power balance mechanism and representative participation mechanism. The coordinated operation of the above-mentioned mechanisms strongly supports and guarantees the participation of American college students in University governance. Although American students have rich experience in university governance, there are still some problems, such as whether students enjoy decision-making power, the implementation effect is not obvious, and system model is not uniform. Thus, American students’ participation in university governance still further needs to be explored and practiced. Abstract:American education financial revenue excessively depends on specific tax categories,which makes it weak to resist economic fluctuation and leads all states to cut down on education expenditure to copy with financial crisis.Chinese education financial revenue is different from that of America:we take the whole financial revenue as guarantee,which makes it strong to overcome economic fluctuation.In order to resist global financial crisis,China adopts expansive financial policy and increase education investment.We should increase the proportion of education in expansive financial investment;meanwhile,we have to strengthen the supervision of education investment to improve scientific character of investment and efficiency of funds.

Abstract:Since 1980s,financial accountability has played an important role in American higher education accountability system,a significant measure of which is financial report receiving widespread attention.Through a comparison of financial reports between University of California and California State University,the paper analyses the similarities and differences in subject,composition and proportions of balance statement,revenues and expenses statement and cash flow statement between the two universities.A financial accountability system of public universities can be established in China by releasing financial information,improving financial reporting system and investing surplus money.

Abstract:Under the conditions of China's imperfect credit environment,it is impossible to form the "Bank-Student" pattern.Drawing the object of government and school into system could improve the efficiency of debt property contract by balancing the objects' "cost-profit-risk",but the improvement is limited.Therefore,debt property contract has natural defects.Both exposure of default list and Student-Origin-Based loan can reduce the bank's risk to some extent,but the former breaks the sustainability of debt property contract,and the later is a degenerate for inner regulation of debt property contract.Educational finance system with sharecropping will be revolutionary change for the current finance contract,and it is possible to balance the cost-profit-risk between bank and student radically.
