Abstract:The scientific outlook on development, a major strategic line of thought put forward in the report at the CPC Seventeenth National Congress, is a social development strategy based on serious reflection on modern historical development models and views. It exhibits a profound historical consciousness and rational awareness of contemporary human existence in abandoning nihilistic denial of human development, modern developmentalism based on "objective dependence" and the path of alienated development with "objects" as its criterion. Abstract:The scientific outlook on development deals with three issues: volume, quality and sustainability of the economic development in China. It is the institution, technology and market and their function mode, direction and mechanism as well that decide the implement of scientific outlook on development and the transformation of economic development mode. It is due to the institutional structure that China's extensive economic growth mode can not be fundamentally changed, thus inducing, encouraging and supporting the extensive development mode. Technology and innovation provide a physical base for market development and changes in institution and development mode. Consequently, technological innovation will support institutional innovation, market expansion, consumption upgrading and improvement of factor input structure. Abstract:Innovation is the driver and accelerator for high-quality economic development and the transformation and upgrading of enterprises. At present, the world is undergoing significant changes unseen over the last century. Faced with the new world economic pattern and the new international relations in the postpandemic era, China should systematically clarify the prominent problems with the current scientific and technological (S&T) system, and establish new technological innovation strategies in the new era and new economic landscape, which are of great significance. Especially in the context of the new pattern of development, it is greatly highlighted how to systematically lower over-dependence on core technologies and resolve bottleneck problems with core technology arising from excessive attention to the international economic flows. Based on the medium- and long-term strategic background of the current new pattern of development, this paper explores the prominent problems of the S&T innovation system under the background of the new pattern of development from the perspectives of innovation policy system, regional innovation system, and enterprise innovation mode. Meanwhile, the paper believes that the innovation guidance system under the new pattern of development needs to be realized based on the guidance of the new innovation strategy of “opening thinking based on bottom lines and comprehensive indigenous innovation,” and also the three leading paths of holistic innovation guided by the new pattern of the whole national institutional system, the future industry, and the world-class enterprises. Only in this way can China become a power in terms of S&T innovation in the world.

Abstract:Scientific and technological strength,the ability to achieve national strategic goals in science and technology,is not only a significant component of national comprehensive strength,but also the scientific and technological innovation foundation for continuous strengthening national comprehensive strength.The quantitative evaluation of China's scientific and technological strength from 2000 to 2020 shows tremendous progress in science and technology,transitioning from a catching-up country to an innovation-driven country.China has moved from the second array to the first array of global science and technology,securing a historic shift from mere quantity to high quality.This fully demonstrates the political advantage on the overall leadership of the Communist Party of China,the strategic advantage of innovation-driven development,and the advantages of the new system for mobilizing resources nationwide under the socialist market economy with a wealth of human resources in science and technology.Based on China's strategic requirements of pursuing self-reliance and strength in science and technology as support for national development,this paper proposes policy recommendations for the future development of various advantages and favorable conditions,aiming to strengthen national strength in strategic science and technology and to implement the innovation-driven development strategy.Furthermore,prospects for China's scientific and technological vision for 2025 and 2035 are presented,envisioning a significant increase in scientific and technological strength and China's entry into the advanced ranks among the most innovative countries in the world.

Abstract:Science and technology have played an important role in the development of human society. Marx and Engels attached great importance to the development of science and technology, and had unique views on science and technology. Marxist view of science and technology has the scientific attribute of keeping pace with the times and seeking truth from facts. The Marxist view of science and technology points out that scientific progress is an important driving force for technological development, which provides important guidance for China to build an independent and innovative country. This paper expounds the formation and development of the Marxist view of science and technology, discusses its views on science and technology and social development, and then, under the guidance of the Marxist view of science and technology, points out the development and innovation of the Marxist view of science and technology in China at different stages in combination with the actual development of China. According to the scientific judgment of the Marxist view of science and technology, summing up the historical experience and lessons, this paper obtains the enlightenment of the Marxist view of science and technology on the development of China's independent innovation, and holds that China should continue to improve the scientific and technological innovation system and continuously strengthen the construction of infrastructure; focus on developing innovative human resources; create a good innovation atmosphere and build a new pattern of independent scientific and technological innovation and development.

Abstract:Innovation is the powerful headspring that makes the economy and society continue with sustainable development, and how to innovate is a current research issue all over the world. The purposes of this research are to examine Chinese-style innovations and to analyze the influence of Chinese-style innovation on the international market in the current economic times. From multiple perspectives of institutional innovation as well as scientific and technological innovation, the content, characteristics and connotation of Chinese-style innovation are comprehensively expounded and analyzed through the collection, combination and exploration of innovation, especially in Chinese-style innovation literature and interviews with relevant scholars, experts and enterprises. Then, the fit of Chinese-style innovation and characteristics of the new economic era are systematically described. Based on the exploration of international repercussions of Chinese-style innovation from both macro and micro aspects, the mechanism of Chinese-style innovation’s influence on China’s international market is also analyzed. In China, the underlying concept has not been well investigated before, therefore there is a gap in which to do research in this area. In accordance with the current research, a conceptual model for the new economic era, Chinese-style innovation and China’s international repercussions is established. This study finds that the influence of Chinese companies in research and development has significantly improved, the all-round and multi-domain pattern of Chinese enterprises’ overseas development has gradually taken shape, Chinese companies’ overseas social responsibility is growing, the overseas competitiveness of Chinese companies has gradually increased, the overall strength of China’s science and technology has gradually gained international recognition and its international repercussions have improved significantly.
