Abstract:The construction of teaching force is the basic work related to the high-quality development of basic education.As the direct driver and key factor of ethnic minority education, the construction of teaching force in ethnic minority areas plays a leading, fundamental and overall role in promoting the high-quality development in these areas.Since the 18th National Congress of the Communist Party of China, the country has issued a series of policies aiming at further strengthening the construction of the national teaching force, narrowing the quality gap between the teachers in the Middle, the East and the West of China, and building a higher quality teaching force for ethnic minority areas.While making remarkable achievements, some shortcomings and“persistent diseases”still restrict the high-quality development of education in ethnic minority areas.In 2022,the Ministry of Education and other eight ministries jointly issued the“New Era Basic Education Teacher Enhancement Plan”,which started the journey for the construction of high-quality teachers in the new era.Based on policy analysis, this paper puts forward the thinking of top-level design for the construction of high-quality teachers in ethnic minority areas: Strengthening preparation and improving the education system of high-level teachers in ethnic minority areas; Promoting balance and strengthening the construction of teachers in ethnic minority areas; Empowering agency and improving the digital construction of teaching force in ethnic minority areas.
