Abstract:With the pilot projects of new rural cooperative medical care system being launched in China,We found out that the key issue of this system lies with its accessibility.Especially under the principle of voluntary participation of the new rural cooperative medical care system,how to resolve the adverse selection,stability and enhancing participation ratio has become an important issue.Analyzing the development process of rural cooperative medical care system,and considering the current attraction of the new rural cooperative medical care system,this paper suggests that the best way of resolving adverse selection is seeking recessive compulsoriness between voluntary and compulsory.Therefore,this paper summarizes the foreign and domestic practice in rural medical treatment and public health,and gives some suggestions about constructing recessive compulsoriness of the new rural cooperative medical care system.
