Are There Threshold Effects of FDI on Environment？ --evidence from 220 Cites in China

Abstract:Based on data of 220 cities of China during 2003- 2009, using threshold panel regression estimation, and from income threshold and human capital threshold perspectives, this article examines the threshold effects of foreign direct investment（FDI） on environment. Results show that, there are significant threshold effects of FDI on Chinese environment. Tests from income threshold show that, in high-income and low-income stage, FDI bring significant positive effects on local environment but in middle-income stage, FDI will generate degradation of local environment quality. Tests from human capital threshold show that, in high human capital stage, FDI can dramatically reduce pollution level in investment region~ but in low human capital stage, such positive effects will disappear. Subject to restriction of income level and human capital level in most of Chinese cities, FDI will bring more pressure on Chinese environment. Hence, in order to deal with this challenge, Chinese government should take measures to accelerate the development of local economy, enhance the human capital level, encourage the upgrading of industrial structure, and achieve the transformation of economy growth.
