Analysis on the Fairness of the Hunan Resources of the Primary Health Services in Wuhan City

Abstract:Objective To evaluate the fairness of the allocation of the human resources of the primary health services on the ground of the service population and service area.Methods Descriptive statistical method and Lorenz curve and Gini coefficient were used to analyze the fairness of the allocation of the resources of the primary health services.Results On the ground of the service population,the quantity of technical staff and primary health institutions were relatively fair,the Gini coefficient was 0.08 and 0.13 respectively.The geographical distribution was relatively unfair,the Gini coefficient was 0.38 and 0.41 respectively.The training opportunity for the technical staff was unfair,the Gini coefficient was 0.34.Conclusions The allocation of the human resource in the primary health institutions was relatively reasonable in Wuhan city.However,more attention should be paid to the geographical distribution of the human resources,and the fairness of the training for technical staff should be improved.
