Abstract:Over the past three decades, researchers in China's agricultural biotechnology laboratories have developed hundreds of novel crop varieties suited to China's growing conditions and agricultural challenges. Among them are varieties designed to more effectively resist pest and disease outbreaks, require less water or fertilizer, and supply higher nutritional value than their predecessors. Many of these crops have been developed using transgenic techniques, which allow for highly specific transfer of genetic material through methods other than conventional cross-breeding. These techniques have generated controversies in some parts of the world. Despite their widespread application in China's laboratories, only one transgenic crop, insect-resistant cotton, is widely planted on farms. In a new book entitled Agricultural Biotechnology: Origins and Prospects, the origins of China's emerging agricultural biotechnology research system are introduced. How the impact of China's investment, both locally and globally, depends on factors beyond the laboratory are explained: the funding and performance of both biotechnology and conventional agricultural research, the strength of China's biosafety oversight, the effectiveness of seed delivery channels, and public acceptance of the technology in China and abroad.

Abstract:The International Crop Science Congress (ICSC) is a regularly held event allowing crop scientists to integrate current knowledge into a global context and international applications. The 7th ICSC was held on August 14–19, 2016 in Beijing, China, with the theme “Crop Science: Innovation and Sustainability”. As a companion production for this great congress, the nine papers collected in this special issue feature important fields of crop science in China. This editorial first briefly introduces the 7th ICSC, followed by a brief discussion of the current status of, constraints to, and innovations in Chinese agriculture and crop science. Finally, the main scientific points of the papers published in this special issue are surveyed, covering important advances in hybrid rice breeding, minor cereals, food legumes, rapeseed, crop systems, crop management, cotton, genomics-based germplasm research, and QTL mapping. In a section describing future prospects, it is indicated that China faces a full transition from traditional to modern agriculture and crop science.

Abstract:AS the world debates the costs and benefits of plant biotechnology, swinging between optimism generated by a long list of breakthroughs and pessimism caused by a consumer backlash in some places, a new source of plant biotechnology discoveries is emerging in a most unlikely place: China. And the discoveries being made are more than cosmetic transformations. China’s research community has made a major investment into understanding the structure and function of the rice genome, the use of agrobacterium to transform the rice plant, and new methods of transforming other crops, including a wide array of horticultural plants. China has one of the largest and most successful agricultural research systems in the developing world (Stone 1988). Historically, much of China’s research was focused on grain, and the government invested in research and development (R&D) as part of its pursuit of food self-sufficiency. Horticulture played only a small role in China’s development strategy. Economic growth, the rise of markets and the opening up of China’s economy have resulted in a sharp shift in government policy and producer decision-making. As markets emerged in the 1990s, farmers reduced their area sown to traditional grain and fiber crops and began to cultivate vast tracts of produce. Fruit and vegetable area has nearly doubled in China, expanding by more than 20 million acres during the 1990s, adding the equivalent of a “new California” every 3 years for the past 12 years. The Chinese research system has responded to the new demands. In the mid1990s, top research administrators began allocating more funds to nontraditional crops. Researchers, including those in a nascent privatesector seed company, were given more freedom to work on broader array of crops and provided with incentives to shift to horticultural crops. Abstract:China’s scientists have developed a large number of transgenic (also known as genetically modified or GM) crops in laboratories, but only one, insect-resistant Bt cotton, is planted widely in farmers’ fields. Understanding the origins of this apparent paradox requires a closer look at how history, politics, and China’s agricultural system have influenced the technology’s development. This paper summarizes a forthcoming book that explores the rationale and prospects for China’s large public investment in transgenic crops, which rank among biotechnology’s most controversial applications. It is our hope that this book will interest scientists, policymakers, students of the biological and social sciences, and anyone interested the unfolding story of China’s bold pursuit of agricultural biotechnology.

Abstract:Cotton (Gossypium spp.) is an economically important crop that is grown throughout the world. It is the main material in textile and the main economic resource for more than 100 millions of cotton farmers in China. Due to its main role in our economy, cotton biotechnology has been significantly improved in the last decades in China, which led to a significantly progress both in cotton research and production. Cotton biotechnology started from 1970's in China has been improved greatly in various aspects such as tissue culture, protoplast culture and somatic hybridization, and recombination technology or gene engineering. In this paper, the cotton biotechnology status in China has been taken into account by keeping in view the work done by Chinese scientist, especially in cotton somatic culture, cotton protoplast culture and somatic hybridization, and transgenic cotton with insect resistance, diseases resistance and fiber quality improvement in China.

Abstract:With some technological breakthroughs such as sequencing and microarray in the recent years, genomics, transcriptomics, proteomics, metabolomics and phenomics have made a great progress in the world. Theories and technologies of crop breeding have also been revolutionarized considerably. Traditional crop breeding is based on phenotypic selection, which is often called "empirical breeding" with poor predictability, long breeding cycle and low breeding efficiency. Modern crop molecular breeding including marker-assisted breeding, transgenic breeding and molecular design breeding has become an important direction in the field of plant breeding. It is based on the combination of genotypic selection and phenotypic selection and thus target genes/alleles can be directly selected and pyramided. Therefore, the efficiency of molecular breeding can be improved and the breeding duration can be shortened. The paper defines the concept of molecular breeding, briefly analyzes current status and issues of crop molecular breeding in China, and discusses strategies in the future.

Abstract:Currently,developed countries and multinational seed companies have made great progress in R&D of plant functional genomics,transgenic technology and genetically modified(GM) products.Production of GM crop is increasing rapidly and has become a new emerging industry in recent years.The Chinese government is highly concerned with the R&D and their industrialization of GM crops,and leads the developing countries in this respect, but there still has distance with the rapid development of international industry and can not meet the needs of our agricultural requirements.There exist several limitations in transgenic technology and product innovation, industrialization mechanisms and support conditions in China.Based on systematic comparison analysis,we propose to enhance our transgenic R&D capability building and transgenic based breeding,as well as to breakthrough transgenic core technology and develop GM products.With ever closer collaborations among research institutes,universities and companies,we aim to develop large enterprises with self-innovation capability and strong market competition.Meanwhile,we should promote public comprehension for GM crops and therefore establish an amenable social environment that propels rapid development of transgenic breeding-based emerging industry in China.

Abstract:Over a decade,the Chinese government has attached great importance to the conservation and utilization of plant genetic resources for food and agriculture(PGRFA).According to 20 priority fields described in the Global Plan of Action for the Conservation and Sustainable Utilization of Plant Genetic Resources for Food and Agriculture(GPA),the Chinese government has formulated and perfected a series of regulations and laws,meanwhile,the management for plant genetic resources has strengthened.Through training and popularization of scientific knowledge related to genetic resources,the public awareness has been promoted.By the international cooperation and establishment of collaborative networks,it has promoted the exchanges of information,prefessionals and materials.Through the implementation of various national programmes and projects,the conservation system for plant genetic resources has been established and improved gradually to achieve the objectives of safe conservation and sustainable use of plant genetic resources,which has played a great role in plant breeding and food security in both China and the world.(1)A systematic survey and cataloguing for main grain crops and wild species of crops has been undertaken.Totally 116 in situ conservation sites,including wild rice,wild soybean,wild relatives of wheat and wild vegetables etc.has been established.In addition,other 30 in situ conservation sites have been put in plan for construction.Rapid extinction of wild plant genetic resources has been controlled effectively.(2)China has established a long-term national genebank,one national duplication genebank,ten medium-term national gene banks,29 medium-term provincial genebanks and 32 national gemplasm nurseries(including two in vitro seedling banks).In addition,other seven germplasm nurseries are in building.Thus,a sound system for conservation of national plant genetic resources has been basically formed.Totally 3970673 accessions of plant genetic resources has been preserved in the long-term genebank and the germplasm nurseries.(3)A total of 286604 accessions of plant genetic resources were multiplied and regenerated in the past ten years,which has enriched the medium-term genebanks and significantly increased the distribution ability of plant genetic resources to breeders and researchers.Only in 2001-2007,132000 accessions of germplasm resources were provided to 2650 institutions in China.(4)With the investment of 180 million RMB from the State,the National Key Facility of Crop Gene Resources And Genetic Improvement was established in 2003,which provides a excellent platform for genotyping and gene discovery of plant genetic resources.(5)Through in-depth characterization and evaluation of plant genetic resources,a great number of elite germplasm have been screened out and used in the development of new plant varieties widely used in production,leading to the effective increase of the utilization efficiency of plant genetic resources.Meanwhile,through intercropping and rotation between different kinds of crops and mix-cropping of different varieties,the diversity of varieties has been conserved and the damages caused by diseases,pests and weeds have been reduced.(6)By strengthening the management for plant genetic resources,the objectives of sharing the plant genetic resources in the country and expanding the exchanges with foreign countries have been achieved,greatly contributing to food security in both China and the world,rapid development of national economy,and increase of the farmers' income.Although China has gained remarkable achievements in conservation and utilization of plant genetic resources,there still exist a number of challenges.China needs to strengthen the cooperation with other countries and international organizations,to acquire plant genetic resources and relevant technologies from abroad,to continue the survey,exploration and collecting of plant genetic resources,especially for wild plant genetic resources and landraces which are grown in remote areas of the country,to further establish and perfect conservation systems for plant genetic resources.Therefore,we should systemetically characterize and evaluate plant genetic resources conserved and provide them for the use.The sharing of genetic resources and benefits should be further improved to promote the utilization efficiency of genetic resources in China.
Plant biotechnology in China: public investments and impacts on farmers

Abstract:This article provides an overview of China' plant biotechnology development and its impacts on farmers. Our study shows that while Chinese policymakers have considered agricultural biotechnology as a strategically significant tool for improving national food security and raising agricultural productivity, they have been hesitant to approve the commercialisation of new genetically modified (GM) crops since the late 1990s. China now has several GM plant species such as rice, maize and soybean that are in the pipeline for commercialisation, but except for Bt cotton none have been approved for commercial release since 1997. In 2003, more than 5 million farmers adopted Bt cotton and nearly 60 percent of cotton area was planted with Bt cotton. Our survey data on yields and econometric analyses indicate that the adoption of Bt cotton increased output per hectare by nearly 10 percent and reduced pesticide use by 35 kg (or about 60 percent), which significantly improved the income of small farmers. We also provide evidence that farmers have less health problems because of reduced pesticide use. More importantly, our most recent survey shows that the performance of GM rice in the pre-production stage is impressive. Insect and disease resistant GM rice can reduce pesticide use per hectare by 17 kg (or nearly 80 percent). Our survey also provided evidence of a slight increase of yield from GM rice production. We conclude that plant biotechnology will significantly boost China's agricultural productivity and there are lessons for other developing countries in their experience.

Abstract:During the past two decades, China has made great progress in tissue aid cell cultures of medicinal plants, this includes micropropagation, protoplast isolation and regeneration, and large scale cell suspension cultures. Recent development of plant transformation systems has offered a new approach to in vitro production of secondary metabolites. Hairy root cultures have been reported for a number of medicinal plant species, such as Artemisia annua that produces anti-malarial component artemisinin. Molecular cloning of key enzymes regulating the biosynthetic pathway and introduction of genes into medicinal plants has just started.

Abstract:Recent rapid progress in plant science and biotechnology in China demonstrates that China’s stronger support for funding in plant research and development (R&D) has borne fruit. Chinese groups have contributed major advances in a range of fields, such as rice biology, plant hormone and developmental biology, genomics and evolution, plant genetics and epigenetics, as well as plant biotechnology. Strigolactone studies including those identifying its receptor and dissecting its complex structure and signaling are representative of the recent researches from China at the forefront of the field. These advances are attributable in large part to interdisciplinary studies among scientists from plant science, chemistry, bioinformatics, structural biology, and agronomy. The platforms provided by national facilities facilitate this collaboration. As well, efficient restructuring of the top–down organization of state programs and free exploration of scientists’ interests have accelerated achievements by Chinese researchers. Here, we provide a general outline of China’s progress in plant R&D to highlight fields in which Chinese research has made significant contributions.
Crop Pest Control in China: Advances and Perspectives

Abstract:There are many different kinds of crop pests widely distributed in China, which are very complex in occurrence and difficult in prevention and control. They may outbreak suddenly, causing serious damages to crops, and thereby have a significant impact on food security and safety. In the past 70 years, the development of basic research in plant protection in China has made great progress and profound changes, starting from simple agricultural intervention measures to current integrated, biologically-based and environment-friendly protection measures to effectively prevent and control crop pests. These measures are mainly dependent on the progress of innovation in the following fields: better understanding of the epidemic and migration patterns of major crop pests and diseases, elucidation on mechanisms for causing damages to crop by pests, discovery of novel technology and products for control of crop diseases and pests, and establishment of surveillance, early warning and control systems for management of crop pests. With the improvement of the scientific and technological progress in plant protection, the innovation of the future plant protection research will focus on discovery of new epidemic pattern for crop pests; establishment of effective pest detection, monitoring and early warning system; development of green and effective pesticides, biological control products. Thus, sustainable management of crop pests and disease could be reached at local, regional and global levels. In conclusion, development of a full-scale national plant protection technical support system would meet the requirements of the food security and safety and natural environment and contribute to the global Sustainable Development Goals.

The Chinese scientific establishment is very much aware of the importance of biotechnology and has identified this subject as one of the priority areas. Some universities are taking positive steps toward enhancing biotechnology education. This article focuses on the emergence, as well as the problems and prospects, of biotechnology education in China.
Organic Chemicals from Bioprocesses in China.

Abstract:Over the last 20 years, China has successfully established a modern biotechnology industry from almost nothing. Presently, China is a major producer of a vast array of products involving bioprocesses, for some China is even the world's top producer. The ever-increasing list of products includes organic acids, amino acids, antibiotics, solvents, chiral chemicals, biopesticides, and biopolymers. Herein, the research and development of bioprocesses in China will be reviewed briefly. We will concentrate on three categories of products: small molecules produced via fermentation, biopolymers produced via fermentation and small chemicals produced by enzyme-catalyzed reactions. In comparison with the traditional chemical process, in which, nonrenewable mineral resources are generally used, products in the first and second categories noted above can use renewable bioresources as raw materials. The bioprocesses are generally energy saving and environmentally benign. For products developed via the third category, although the raw materials still need to be obtained from mineral resources, the biocatalysts are more effective with higher selectivity and productivity, and the bioprocesses occur under ambient temperature and pressure, therefore, these are "green processes." Most of the products such as citric acid, xanthan and acrylamide etc., discussed in this paper have been in large-scale commercial production in China. Also introduced herein are three scientists, Prof. Shen Yinchu, Prof. Ouyang Pingkai and Prof. Chen Guoqiang, and six enterprises, Anhui Fengyuan Biochemical Co. Ltd., Shandong Hiland Biotechnology Co. Ltd., Shandong Fufeng Fermentation Co. Ltd., Shandong Bausch & Lomb-Freda Pharmaceutical Co. Ltd., Zhejiang Hangzhou Xinfu Pharmaceutical Co. Ltd., and Changzhou Changmao Biochemical Engineering Co. Ltd.; they have all contributed a great deal to research and development in the commercialization of bioprocesses.
Biotechnology Boosts to Crop Productivity in China And its Impact on Global

Abstract:China is developing the largest public plant biotechnology capacity outside of North America. The list of GM technologies in trials, including rice, cotton, tomato, wheat, potatoes and peanuts, is impressive. At the same time there is an active debate on whether China should continue to promote its GM biotechnology and when China should commercialize its GM food crops. Answers to these questions are of critical importance for policy makers and industry. This paper provides an economy-wide assessment of these issues and analyses the impact of adopting GM crops on production, trade and welfare of China and the rest of world under various scenarios. A main feature of this paper is that productivity impacts of GMOs are based on empirical micro-level data for the cotton and on field trial data for rice in China. Biotechnology leads to crop specific factor biased technical change, and our scenarios take this important aspect fully into account. A second feature is the thorough improvement of the database of the Global Trade Analysis Project (GTAP) model that incorporates the most updated information (up to 2001) on the Chinese economy and detailed information on factor shares of inputs by each agricultural commodity. Third, the representation of inter-sectoral and of bilateral trade linkages between world regions in the GTAP model allows us to study a wide range of trade implications. Furthermore, a baseline for the period 2002-2010 is constructed that includes China's WTO accession and the MFA phase, with Version 5 data of the GTAP model. Our results indicate that the development of biotechnology has an important impact on China's production, trade and welfare. The gains from adoption Bt cotton and GM rice are substantial. In the most optimistic scenario, where China commercializes both Bt cotton and GM rice, the annual welfare gains amount to an additional income of about 5 billion US$ by 2010. The estimated macro economic welfare gains far outweigh the public biotechnology research expenditures. For food crops we also investigate the possible impact of import restrictions pertaining to GM rice imposed by Japan, Korea, the EU and South East Asia and the impact of labeling of imported soybeans in the face of recently (March 2002) installed Chinese regulations. The results indicate that most gains occur inside China, the impact from trade restriction imposed by other countries is minimal. Labeling will significantly lower the welfare gain from GM food development. Policy makers should put less weight on the international dimension in making their decisions on biotechnology development.

Abstract:Plant science in China has been developing steadily in 2014 in that there is a rapid growth in the original and creative research papers. Chinese scientists have made significant contributions to insights into important plant scientific issues, such as the mechanism of strigolactone signaling transduction in rice, the regulation of rice metabolic hereditary, the genetic basis of rice male sterility, agronomy and the environmental biology. Researches on plant genomics exhibit multi-dimensional and integrative trends, spaning from function to evolution with diverse materials from model crops to cash crops. Significant progresses have been made on the responses of ecosystem carbon sink to global climate change. The achievements of plant sciences, especially in rice biology, in China have been drawn great attentions by the high impact journals including Nature. This review aims to provide an overall picture of plant science researches in China and highlights some of the important findings in 2014.
