The Evaluation of Public Hospital Reform Pilot: Results and Recommendations

Abstract:The reform of public hospitals is one of five key tasks in the new medical reform program, which is related to solving the problem of "poor access and high cost", is the important and difficult issue of healthcare reform, and concerns the overall process of healthcare reform. Meanwhile, the public hospital also plays the pathfinder role in the public institution reform, which has an important demonstration effect in exploring the path to the social management innovation. In 2010, the former Ministry of Health and other ministries issued a pilot program of public hospital reform and determined 16 pilot cities for public hospital reform(Beijing later added as the 17th pilot city). It has great realistic and theoretical significance for us to evaluate the progress and effectiveness of the pilot reform, deeply explore the reform model and approach, encounter the difficulties and the gains and losses, sum up the experience and provide the measures and suggestions to the next step of deepening reform.
