Abstract:In the dual track operation of China’s power planning and market, there co-exist various mechanisms such as the prioritized power generation and purchase, power purchase through agents, market-oriented transaction. It is important to study their specific implementation strategies for the coexistence of planning and market. To realize the smooth transition from planning to market system,an idea of classification and coordination between planning and market is adapted. Key issues are systematically analyzed, including power balance, electricity balance, revenue and expenditure balance, the realization of the related strategic objectives and the adequacy of power generation; key implementation strategies are put forward to ensure the coordinated operation of multiple mechanisms. Finally,they are illustrated by a real-world case. The research shows that, based on the scope of problems, persistently using the planning mechanisms to solve the problems within the planning scope and the market mechanisms to solve the problems within the market scope is important for both the coordinated operation of planning and market systems, and the stable and orderly development of electricity market.

Abstract:How to ascertain the functional scope of the market and that of the government has been the focus to which the Chinese government has been paying close attention in China's economic transition.Theoretically,the boundary between the function of the market and that of the government can be easily and distinctly drawn,but,in practice,it is hard to do so.Starting from the comparison between the transaction costs of different governance structures,transaction cost economics has provided a new perspective for,in practice,the determination of the said boundary.In this article,we have extended the content of transaction cost from the traditional private domain to the public domain,that is,the non-agricultural use of farmland(NAUOF),which China pays close attention to at present,and have constructed the theoretic framework for the governance structure of NAUOF.Then,we have applied this framework to a certain city,chosen an appropriate way of governance for this city for the fulfillment of the concrete task of NAUOF in this city,and fixed the said boundary.At the same time,from the point of view of clarifying the functions of the market and the government and from the angle of the reduction of the transaction costs of the government control,we have offered our suggestions,which differ from "the argument for blind markets",about the increase of the performance of China's NAUOF.

Abstract:In the course of transition to market-oriented economic system in China, the government has consistently remained as the initial mover in pushing the restructuring of the system. But at different stages, the government's predominant function has different characteristics, or more exactly undergoes role shift. This paper attempts to show the government's role shift in the process of system transition from the angle of new system economics, and analyzes the problems and causes existing in role shift to probe how to properly determine the government's role in the transitional course towards a market-oriented economic system.

Abstract:In China's land market, the government plays multiple roles in land transaction as the land owner, the regulator and a purchaser. Conflicts of interests among different roles lead to the failure of government intervention in the land market and many serious problems, such as substantial reduction in cultivated land, extensive use of construction land, and disorder of land market. It is crucial to identify the appropriate functions of the government in order to enhance its regulatory role in the land market and to keep prosperity of the land market. This paper discussed the governmental behaviors in land market, and analyzed the main causes of abnormal behaviors of the government. Based on these analyses, this study specified the appropriate functions of the central government and the, local government respectively, and proposed some approaches to promote the transformation of the government functions.

Abstract:In the past decade, China’s new energy has experienced a prosperous development and has become an important main power supply in China. With the promotion of China’s power market–oriented reform, the market-oriented transaction mechanism will play an essential role for China to achieve a large-scale and efficient national allocation of new energy. This study systematically analyzes and designs the principle of China’s new energy cross-provincial marketization mechanism, including those for a compound system such as an interprovincial medium and long-term transaction and spot transaction. The proposed mechanism is validated by its implemental results on a prototype power system with new energy.

Abstract:As the demand for renewable energy is increasing, China has gradually formed two-level power market mode with inter and inner provincial market. The traditional market model cannot reduce the risk of real-time operation caused by the intermittency of renewable energy, and cannot further promote the consumption of renewable energy. This paper introduces the model of China’s two-level market, and proposes a segment bidding mechanism based on the minimum dispatchable interval (MDI). Finally, the mechanism is proved to reduce the risk of real-time operation and demonstrate the effectiveness of renewable energy consumption.

Abstract:In recent years, China's steady and fast economic development has promoted energy production and consumption growth. In the circumstances of global warming and low carbon economy, our country is under the pressure of the energy market reform and energy saving and emission reduction, so effective energy management is critical. Though China has made energy management reforms for several times, there are still many problems in government regulation in the aspects of the concept, system, method, etc. In the increasingly fierce international energy competition, in order to solve the problem of energy management effectiveness, it is important to further improve the legal norms of government regulation, set up independent regulatory agencies to strengthen supervision, and integrated use scientific and effective regulation means such as price regulation, incentive measures and mandatory measures.

Abstract:China's market-oriented reform of electricity transaction and carbon neutrality target will bring new challenges to thermal power generators. Under the joint clearing mechanism of the energy and ancillary services markets, this paper proposed a bi-level model to characterize the individual-oriented behavior of the power generation company and the system-oriented collaborative decision-making behavior of generation companies. The bi-level optimization model is converted to a mathematical program with equilibrium constraints and further transformed into mixed-integer linear programming models which can be solved directly by using linearization techniques. We evaluated the impact of generation companies' behavior decisions in a regional power system under different levels of renewable energy penetration and deep-peaking compensation prices. Compared with the individual-oriented mechanism, a lower emission level, a lower average daily clearing price and higher unit efficiency would be achieved under system-oriented mechanism, even if there will be some loss of profit. The system-oriented decision-making behavior that will bring environmental benefits deserves more attempts. Therefore, for a power generation group with multiple generating units, the adoption of system-oriented decision is more conducive to realize the low-carbon transformation, which is an alternative way to promote the low-carbon transition of the power system in China.

Abstract:China's economic reform over the past 30years has allowed the free market to drive economic development. However, government still plays a key role in the energy sector by allocating energy conservation and emissions abatement. How does the government make an equity decision as a tradeoff to market efficiency? This is an unanswered question. The purpose of this paper is to illustrate the government's preference toward equity and efficiency. Using the provincial level CO2 intensity allocation data, we investigate the political decision that the government made based on the equity and efficiency criteria. We find that the equity index plays a more important role than the efficiency index in determining the CO2 intensity target. In addition, political factors such as social stability are found to be important factors.

Abstract:The purpose of this paper is to discuss the influence of government behavior on the integration of the land factor market in the region so as to provide direction for promoting the integration of the region land factor market. The method is to construct the theoretical model of the relationship between government and the land factor market and the case analysis method. The results show that: (1) The internal logic of regional land factor market integration highlights the important influence of this integration on regional economic development and the central role of government in the process of integration; (2) The integration of land factor market represented by Beijing-Tianjin-Hebei region has some problems in the market environment, mechanism, and coordination. In conclusion, we put forward governance suggestions from three aspects: fostering a market with a good environment and providing comprehensive government services, fostering a market with full competition and moderating government intervention, and fostering a market with synergy and deepening government coordination.

Abstract:Promoting the widespread access and integration of new energy generation into existing power markets is a key strategy for China to achieve peak carbon and carbon neutrality. A joint regulatory mechanism composed of government regulators, power generation enterprises, and third-party testing organizations has become an effective way to ensure the stable operation of the power market and safeguard the economic interest of all parties. In order to analyze the key factors affecting the mechanism and improve the regulatory efficiency, this paper constructs a three-party evolutionary game model, explores the motivations of the participants under different strategy choices, and establishes a set of indicator systems for evaluating producers. The evolutionary game model is numerically simulated using the unified dynamics method, and the evolutionary stable strategy analysis is used to reveal how the key parameters affect the outcome of the game and its dynamic process, so as to find out the potential driving factors affecting the strategy choices. The results of the study show that in the early stage of market development, it is crucial to improve the profitability of firms, and the government needs to impose strict penalties and high incentives. As the market gradually matures and becomes more transparent, the government can gradually reduce the level of penalties. At the same time, ensuring accountability mechanisms from higher authorities to the government is key to ensure the effectiveness of regulation. This study provides an important theoretical basis and policy recommendations for constructing a new regulatory structure for the electricity market.

Abstract:Undoubtedly, green total factor energy efficiency plays a pivotal role in achieving energy conservation, emission reduction, and green development goals. China mainly used command-based environmental regulation tools to enhance the green total factor energy efficiency in the early stage. Later, under the new trend of market-oriented reform, the Chinese government introduced market-oriented environmental regulation tools such as carbon rights. However, the effectiveness of market-oriented environmental regulation tools is still unclear. Therefore, this study investigates the impact of market-oriented environmental regulation tools on green total factor energy efficiency by using the data of 265 cities in China. For this purpose, yearly data from 2003 to 2017 are employed using the difference-in-difference method. The empirical results unveil that the emission trading system can significantly improve green all factor energy efficiency. In addition, the heterogeneity analysis shows that the emission trading system is conducive to improving energy efficiency in resource-based cities. Based on the results, this study provides policy enlightenment for market-oriented environmental regulation tools to promote green development according to the local conditions.

Abstract:The article explores tactics to promote natural resource market efficiency to enable a thorough and sustainable energy transition. The research investigates the natural resource market's critical influence on developing sustainable energy practices through a comprehensive analysis of critical publications. The paper analyzes the relationship between financial security, industrial composition, natural resources, and their efficiency using the 2004–2019 entropy weight approach and the level of coupling coordination evaluation method. The summary highlights the need for all-encompassing strategies and examines how maximizing the effectiveness of natural resource usage might advance a sustainable energy transition. The shift, essential to reducing climate change, requires a deliberate concentration on regulatory frameworks and market processes. This study provides insights into possible avenues for improving the natural resource market's efficiency to encourage a long-lasting and sustainable energy transition via a review of recent research.
