The Political Economics of a Small Town——A Case Study of Liushi,Small Town in Wenzhou

Abstract:This paper discusses the collaboration of public pow- er and private property.We build a model based on the case studies of land expropriation crises in Liu-Shi Town,Wenzhou.If benefits from the"face project"or"political project"to political bureaucra- cies are high enough,there exists inevitably the collaboration of public power and private property.In such circumstance,the public power always discriminatively protects some private properties while expropriates others,and hence deter the economic develop- ment.The model implies that it is the precondition of the collabora- tion of public power and private property that the government em- powers the right of the resource allocation. Since the institution of government empowerment of resource allocation is endogenized with the catch-up strategy,it is the only possible way to eliminate the collaboration of public power and private property that the govern- ment gives up the catch-up strategy and takes the comparative ad- vantage strategy.
