Abstract:There are surging a large-scale development and construction activities in China's hot regions associated with national"construction boom",and thus a series of resource environment and sustainable development issues occur,so that how to manage these risks has becoming a hot topic in current sustainability research.Based on the analysis of the risks of Jinzhou Bay area during the industry construction processing,this article makes a study on the risks,reasons and governance of China's trans-boundary hot areas developments.The conclusions are:(1)there are existing risks on China's trans-boundary hot areas development,such as environment degradation,vicious competition,spatial expansion out of control,transfinite development and so on;(2)the institutional arrangement defects(local development impulses,top-down pressure and the absence of coordination and restraint mechanism,etc.)are the fundamental reasons for these risks occurring;(3)the changes of development strategy,improvement of regional planning and institutional arrangement,and make good use of social functions,etc.can be taken as the main governance countermeasures to the risks of China's trans-boundary hot area developments.
