The Medical Savings Account and Medical Expenses: A Panel Model Analysis Using Zhenjiang Medical Insurance Data

Abstract:China’s urban health insurance reform was initiated in 1994 when Zhenjiang was selected as one of the two cities for the pilot experiment. Until now, there has little empirical research to document the effect of the medical savings account(MSAs). Using the Zhenjiang panel data, this study estimated a set of fixed-effect models, documenting the effect on three stages of medical expenses. The main findings are as follows: as the MSA premium funds increase, people tend to spend more out of their own MSAs, but less out of the deductable and the social pooling account. Therefore, it can be concluded that to under the pathway model setting, MSA policy may help contain the growth of medical expenditures.
