Abstract:From the aspect of energy saving and emission reduction,index decomposition analysis(IDA) is used to study the industrial power consumption from 1990 to 2008 year in East China.It also analyzes energy variation caused by economy of scale,structural readjustment and energy efficiency.Based on the IDA,a load prediction method is proposed to predict the effect of energy saving and emission reduction under three kinds of policy implementations and the results of electricity quantity forecasting in East China during Twelfth Five Planning are given as well.The method can take full account of the impact of policy implementation efforts and it provides a new method for load forecasting under the background of energy saving and emission reduction.
