Discussing Virgin Land Classification Subsystem Based on the Protection of the Eco-Environment

Abstract:The current land use classification system in China,which was carried into execution in the year of 2001,is the inheritance and development of the domestic previous land use classification systems.The land use classification system is composed of three classification subsystems,which are the agricultural land classification subsystem,the construction land classification subsystem and the virgin land classification subsystem.With the development of the society and economy,the problem of the ecological environment deterioration in land use is coming to be much more austere than before,and virgin land resource becomes the important part of the eco-environment. However,under the theory of the sustainable development,the names of the virgin land and some of the various land types in the virgin land subsystem in the current land use classification system should bring negative effects to their administration and utilization.The virgin land resource is misused and its ecological and non-direct economic function is ignored.Up to now,virgin land resources have been translated into other types of land such as the agricultural land and the construction land.For resolving this problem,the paper analyzes the value of the virgin land in the aspects of broad sense of utilization and the importance of the ecosystem.Furthermore,the paper discusses the value and the sustainable utilization of the virgin land resource.At the end,the paper puts forward the new land classification subsystem instead of the virgin land classification subsystem in the current land use classification system based on the protection of the eco-environment with the hope of benefit to the modification of the virgin land classification subsystem.
