Abstract:The purpose of this paper is to analyze the problems of SEIA of land use planning and to discuss the research directions on basis of progress in SEIA of land use planning in China. Method of documentation was employed. The results indicate that the theory and significance of SEIA of land use planning have been studied thoroughly, and practical work contents and procedures are clear. However, studies on assessment methods and index system of SEIA of land use planning are not systemic and thorough, and their practicability needs to be further verified. The relevant researches can offer helpful references to the SEIA of land use planning. It is concluded that more attention should be paid to researches of methods and index system of SEIA of land use planning, to promote researches on combination of practice and theory.

Overview on China's Policy System of Internet Plus Action Plan

Abstract:The Internet Plus action plan (IPAP) plays a significant role in promoting China’s industry upgrades and high-quality development of the economy. As IPAP is evolving into a new phase of in-depth development, related technologies are constantly being upgraded and a variety of industrial integration models emerges. Therefore, it is urgent to systematically investigate recent policies and plans related to IPAP, to analyze its current situation and identify problems, then to further optimize relevant policy systems. In this work, recent policies and plans released to promote IPAP are systematically reviewed, including national and local ones. Based on review and surveys, the current problems of IPAP policy system are discussed, including fragmentation of policy documents, homogenization of local policy documents, inadequate supporting measures, and lacking of phased evaluation methods. Moreover, policy recommendations are proposed to promote IPAP’s further development. Recommendations include measures to: (1) establish and improve a systematic policy formulation mechanism for IPAP, (2) improve the coordination system to promote IPAP, (3) reasonably strengthen the financial support for IPAP, and (4) improve related laws, regulations, and standards on IPAP. It is expected that this work can provide a reference for relevant research on IPAP policy systems.

Abstract:Based on content analysis of the 11th Five-Year Plan of regional governments in China,this paper analyzes and compares 3 development styles and 24 hot fields of regional government's information services industry developing policies.Through a clustering analysis on the hot fields,the hot fields are subdivided into 5 clusters:eastern application,western application,government basement,network basement and digital content industry.Finally,it is found that there is a significant difference in the policy emphasis between western and eastern of China.

Abstract:This paper analyzes the three national-level policy management systems of evaluation mode,process monitoring and legal liabilities,which would influence the SEA implementation rate and effect,based on the promulgation of Chinese Plan Environmental Impact Assessment Regulations in 2009.With the aim to improve China's SEA effective implementation,the paper also makes suggestions of adopting a new mixed evaluation model,letting the NGO and Environmental Resource Committee of National People Council play the role of the spokesman for the public interest in participating in PEIA,and reversing the order of legal accountability.
Examining China's Internet Policies Through a Bibliometric Approach

Abstract:In order to understand China’s internet governance, this paper examined 1,931 Internet policies of China by bibliometric techniques. Specifically, the bibliometric techniques include simple document counting, co-word analysis, collaboration network analysis and citation analysis. The findings include: (1) China’s Internet legislations mainly emphasized e-commerce and Internet governance, and, to some extent, neglected personal data protection; (2) China’s Internet is under intensive multiple regulatory controls by central government. A large number of government agencies are involved in Internet policy-making. The Propaganda Department of the Central Committee of the Communist Party of China and the State Information Leading Group of the State Council, enforced fewer policy documents, but occupy higher positions in the Internet governance hierarchy; (3) China’s Internet legislation system is primarily composed of industry-specific administrative rules, rather than laws or administrative regulations. Nevertheless, laws and administrative regulations received significantly more citations owing to their superior force. This paper also discussed current gaps in China’s internet governance and how the country’s internet policies are situated in the broader global context.

Abstract:With the publication of "The Guidance of the State Council of China on Actively Promoting the 'Internet +' Action" and "The Educational Informatization 2.0 Action Plan" by the Chinese Ministry of Education, it has aroused widespread discussion on the relationship between "Internet + Education" and Educational Informatization 2.0, and the practice of educational informatization in different places also needs the guidance of related theories urgently. Based on a research project of the Chinese Ministry of Education, this paper focuses on the relationship between "Internet + Education" and Educational Informatization 2.0, and discusses the core elements and main functions of "Internet + Education". Five core elements of "Internet + Education" are put forward: learning resource, learning style, teacher-student relationship, teaching environment and management mode. The functions of "Internet + Education" are discussed from two aspects: the reconstruction of education and the support of education informatization2.0 by "Internet + ". It is concluded that "Internet + Education" can support educational informatization2.0 greatly from thoughts, innovative tools and ways of change.

Abstract:Many studies agree that a weak intellectual property right (IPR) legal system likely reduces innovation or creation; they also predict that increasing intellectual properties (IPs) in developing countries will automatically lead to local needs for stronger formal protection. However, the situation is found to be more complex in China. With a focus on the use of IPs and relevant protection mechanisms in China, this study points out that many companies acquire IPs for purposes that do not depend on their enforcement; many companies have informal ways of protecting their IPs without resorting to court enforcement. Both the alternative functions and the alternative enforcement mechanisms are shaped by industrial characteristics, especially in four aspects: technological features, administrative regulation, market characteristics, and network structure. Based on studies of different industrial sectors in China, this article develops a general framework for analyzing the role of IPRs in industrial practice.

Abstract:The purpose of establishing the International Finance Centre and improving the related legal environment in China is to acquire discourse power in the evolution of international financial system,and this will serve the national finance security and sustainable development.To achieve this strategic purpose needs urgent theoretical approach.Therefore,it is necessary to refer to the of international finance legal environmental and regulatory regime,combining China's status quo,propose pertinent policy and legislative suggestions.This paper will investigate the connotation of function theory and dominance theory and their application in the fields of international financial services,international security investment and international security financing.This paper argues that concerning China's special economic status,the function theory will provide reasonable structure chart for creating perfect finance regulation regime and international cooperation mechanism.And the dominance theory will provide route chart for acquiring discourse power on the issues of international finance regulation,guaranteeing the finance security and improving legal environment.On the base of that,this paper proposes specific policy and legislative suggestions on China's discourse power.
Research review on land development rights and its implications for China's national territory spatial planning

Abstract:Based on the China National Knowledge Infrastructure (CNKI) and Web of Science (WOS) databases, this article analyzes the deductive context, cooperation network, and research hotspots of land development rights (LDR) research in the Chinese and international literature by using CiteSpace software, and it also explores the implications of this research for the theory and practice of national territory spatial planning (NTSP) in China. The results show that (1) the literature on LDR in Chinese and international journal articles initially appeared in 1995 and 1973, respectively, researches in China experienced three stages: embryonic fluctuating development, rapid growth and stable development, and wave development, while international researches experienced two stages: embryonic fluctuating and a gradually increasing development. (2) Among these scholars and research institutions, there is no obvious difference between Chinese and international scholars, while the Renmin University of China and the State University System of Florida are the research institutions with the largest number of Chinese and international journal articles, respectively. (3) In terms of publishing journals, international journals mainly focus on land policy, cities, and resource fields, while Chinese journals mainly focus on the agricultural economy, civil and commercial law, economic systems, and macroeconomic management fields. (4) The direction and scale of thematic research vary greatly, with Chinese research mainly conducted from the perspectives of rights attribution and benefits distribution, while international research mainly focuses on the operation of the right-to-development system and its impact on the environment. In the future, studies focus on China's need to strengthen the research and institutional practice of LDR at the legal level, value level, and extension level following national conditions, formulate a land value-added benefit distribution system with efficiency and fairness, and strengthen the practice of LDR in China's NTSP based on the differences between urban and rural development.
