Abstract:In 1899, in order to launch unofficial diplomatic activities in China, involve itself in the reform course of Guangdong, and continue the activities of Le Shan Tang(Rakusendo)and the radicals in East Asia Association, the East Asia Common Culture Association established its Guangdong Branch and sent 6 students to this area. They set up their office, established connections with the local gentry, founded the East Asia Common Culture Academy, sent teachers to the Japanese Schools in Chaozhou and Shantou area, gained support from the newspapers Zhi Xin Bao and Dong Hua Bao, and planned to join efforts with the local gentry to publish Dong Ya Bao.In 1900, while the Guangdong Branch was well on its way, the headquarters of East Asia Common Culture Association suddenly dismissed this branch for the reason that the members of the Guangdong Branch were involved in the plots by the Conservatives and the Revolutionaries against the government of the Qing Dynasty. Such behavior went against the general principle of the East Asia Common Culture Association of“preserving China,”and the failure in cooperation between the Conservatives and the Revolutionaries made it worry about the negative influence on its activities in the Yangtze River valley caused by the doomed to defeat uprising of either side. However, most of the members of the Guangdong Branch remained in the area of Guangzhou, Hong Kong and Macao. This fact shows that, in spite of the existence of different political viewpoints of the different factions within the Association, its concern for its interests in South China and the Conservatives and Revolutionaries was not abandoned. Due to the secrecy shrouding the mission of the Branch, and their avoidance to speak out the truth, the relevant historical facts used to be a blur. This article tries very effort to restore the historical truth and analyzes the interactions between the state and the society in the context of modern Chinas diplomatic relations.
