Abstract:With the process of urbanization, city as the main residence of human beings, faces many challenges, such as waste management, energy consumption and climate change. It’s important to promote energy saving and resource conservation in cities for to achieve the sustainable development goals (SDGs). Urban and Industrial Symbiosis (UIS) is considered as one of effective ways to promote circular economy in the cities and regions and it leads to energy and resource conservation. The stakeholders needs to design its strategies by focusing not only on direct energy saving from symbiosis networks, but also the embodied CO2 emissions saving of waste recycling as well as the ecological benefits of energy and resource conservation. This study applied MFA and process LCA to quantify the direct energy saving, CO2 emission reduction of urban-industrial symbiosis and the embodied CO2 emissions saving from waste recycling system. Furthermore, an integrated MFA-EmA model will be proposed to analyze the emergy value of resource saving and emission dilution process, which is treated as the ecological benefits of UIS resulting from in the city. Tokyo Metropolis was chosen as the case area, the circular economy practices which include the waste recycling system, MSW treatment and Eco-town project in the city have been evaluated. The results showed as follows, firstly, with the foundation of these laws and regulations, Tokyo Metropolis have promoted an efficient waste recycling system, the city had recycled 11.06 million tonnes of waste in 2011, The carbon emission reduction from waste recycling is enormous, which is 1.15 million t-CO2e. Secondly, the MSW treatment amount was 4.35 million tonnes, and the related CO2 from MSW treatment was 6.12 ×105 t-CO2e. Thirdly, the resource saving effect of Eco-town project is huge, in total, Tokyo Super Eco town had treated industrial waste as 5147 tons/d. Finally, regard to the ecological benefits of circular economy, the environmental benefit of circular economy practices in the city were 4.83×1018 sej. indicating that huge amount of resources and CO2 emission dilution service will be saved. This study indicate that, from the perspective of energy conservation and emission reduction, circular economy practice will bring significant direct benefits. From the perspective of ecosystem service, circular economy practices play vital important role in mitigating environmental load. Circular economy practices are effective ways for cities to address climate change.
